2. Central Institute Of Educational
Technology (CIET)
a consitituent unit of NCERT
came into existence in the year 1984 with the merger of
Center for Educational Technology and Department of
Teaching Aids
Its major aim is to promote utilization of educational
technologies viz. radio,TV, films, Satellite
communications and cyber media either separately or
in combinations
3. The institute undertakes activities to widen
educational opportunities, promote equity and
improve quality of educational processes at school
level.
4. Functions
To design and produce media software materials
viz. television and radio (for both broadcast as well as
non-broadcast use) film, graphics and other programs
for strengthening the transaction of curricular and co-
curricular activities at the school level.
To create competencies in development and use
of educational software materials mentioned above
through training in areas such as script development,
media production, media communication, media
research, technical operations, setting up studios and
repair and maintenance of equipment.
5. To develop plans for the use of Information and
Communication Technologies in education.
To train the faculty of Institutes of Advanced Study
in Education/Colleges of Teacher Education and
District Institutes of Education and Training in the use
of Educational Technology in their teacher education
programs.
To undertake research, evaluation and
monitoring of the systems, programs and
materials with a view to improving the materials and
increasing their effectiveness.
6. To document and disseminate information,
materials and media programs for better utilization
and to function as a clearing house / agency in the
field of Educational Technology.
To advise and coordinate the academic and
technical programs and activities of the State
Institutes of Educational Technology (SIETs) set
up by the MHRD in six states of India.
7. University Grants
Commission (UGC)
The University Grants Commission (UGC)
of India is a statutory body set up by the
Indian Union government in 1956, and is
charged with coordination, determination
and maintenance of standards of higher
education.
8. Functions
Allocates grants to the universities and
colleges out of its own funds for their
development of educational technology or
other general purpose.
Advises the central and state government on
disbursing grants to the universities out of
the Consolidated Fund of India.
9. Imparts education to the students in various
streams through its Country wide classroom
teachings and a four-year old 24 hours
educational channel 'Vyas'.
The University Grants Commission has
recently launched an 'e-scripting' course in
television for all those students who want to
make a career in broadcast media. The course
is being run by its Consortium of Educational
Communication, an Inter University Centre of
the UGC on electronic media.
10. INDIRA GANDHI NATIONAL OPEN UNIVERSITY
( IGNOU)
The Indira Gandhi National Open University
(IGNOU) was established by an Act of
Parliament in September, 1985, with a dual
purpose - as a National Open University and
as an apex body for the introduction and
promotion of the open university and distance
education systems in the educational pattern
of the country and for the coordination and
determination of standards in such systems.
The latter function is similar to the statutory
responsibility assigned to the University
Grants Commission (UGC) in respect of the
entire system of higher education.

13. NATIONAL OCCUPATIONAL STANDARDS (NOC)
The national occupational standards for supporting
teaching and learning (NOS for STL) describe what
support staff need to do, know and understand in
their roles.
They support the day-to-day activities of school
leaders and support staff, and are aligned with
national expectations and qualifications. Information
on how the NOS for STL units link with the
Qualifications and Credit Framework (QCF) units is
available in the introduction download for ‘Support
staff essential training materials’.
14. Although the NOS for STL apply across the UK, guidance
in these documents only applies to England.
The NOS booklet provides further information on how
the NOS were developed and how they can be used. The
full suite of units can be downloaded from this page and
are split into units according to the corresponding
National Vocational Qualification (NVQ) level.
15. State Institute of Educational Technology
(SIET) in India
• State Institute of Education Technology, Patna
was established on 10.9.1985 to promote quality
in primary education through INSAT-1B.
• State Institute of educational technology has
been set up in six states such as Andhra Pradesh,
Bihar, Gujarat, Maharashtra, Orissa and Uttar
Pradesh in order to implement the INSAT for
education project effectively. These institutes are
functioning under the administrative control of
the SCERT in some states and in the Directorate
of Education in other states.

technology projects utilizing all kinds of modem
media, methods and materials.
• Now-a-days, more emphasis is given to the
production of ETV programmes for the children
in the age group 5-8 and 9-11 years and teachers
of primary schools.

providing audio and video materials for
supporting educational movements of Total
Literacy Campaigns (TLC) and Universalization
of Primary Education.
18. Audio Visual Research Centre provides
valuable resource material for higher
education and mass communication. The
programmes produced at the centre are
televised under UGC/CEC countrywide
classroom programme. During 1996-97, the
centre produced 16 educational programmes
covering various subjects

20. EDUCATIONAL MULTIMEDIA
RESEARCH CENTRE (EMMRC)
The Educational Multimedia Research
Centre (EMMRC) was established as Audio
Visual Research Centre (AVRC) in 1989 by
the UGC-CEC at Punjabi University, Patiala
under the Country-Wide Classroom (CWC)
Project, with the following objectives for the
pan-Indian and global audience.

22. National Institute of Standards and
Technology (NIST)
The federal government’s first physical science
research laboratory was chartered by Congress on
March 3, 1901, as the National Bureau of Standards,
which became the National Institute of Standards and
Technology in 1988.

Recognizing the critical importance of chemical
measures and standards
NIST established the Chemistry Division as one of its
first programs
Today, the Chemical Science and Technology
Laboratory, one of the Institute’s seven measurement
and standards laboratories, offers the most
comprehensive range of chemical, physical, and
engineering measurement capabilities in its field.

26. UGC-CEC
• The Consortium for Educational
Communication popularly known as CEC is one
of the Inter University Centres set up by the
University Grants Commission. It has been
established with the goal of addressing the needs
of Higher Education through the use of powerful
medium of Television along with the appropriate
use of emerging Information Communication
Technology (ICT).

act as means of Educational Knowledge
dissemination, UGC started the Countrywide
Classroom Programmes in the year 1984. For
production of educational programmes, initially
Media Centres were set up at 6 Universities.
Subsequently CEC was setup in 1993 as a nodal
agency to coordinate, guide & facilitate such

Media Centres. Today 22 Media Centres now

GSAT-3, known as EDUSAT is meant for distant class

IT@SCHOOL Project comes under the Directorate
of Public Instruction (DPI) of the Kerala
Government

34. Virtual Classroom Technology on
Edusat for Rural Schools
(VICTERS)channel
• 12 hour educational channel for school
education was officially inaugurated by Hon.
Chief Minister of Kerala Shri. V. S.
Achuthananthan on 3rd August 2006. The
channel is unique in the sense that it caters to
students & teachers on a need based manner.
The programmes are aired on demand, sensitive
to school curriculum and even time-table.
35. Functions

• Education videos, as per the Kerala syllabus and
curriculum, are primarily aired during school
timings
• The programs are developed with the objective
of not replacing the existing teachers of our

37. GyanDarshan-I is a satellite based TV channel
devoted to educational and developmental
needs of the society. Then there is
GyanDarshan-II / Edusat, which is an
exclusive educational satellite to provide
interactive education using DVB-RCS
technology. It offers distance education
through Virtual Class Room mode and
provides access to digital repository of
educational content hosted at IGNOU.
38. The GyanVani educational FM Radio network
provides programmes covering different
aspects and levels of education including
Primary and Secondary Education, Adult
Education, Technical and vocational Education,
Higher Education and Extension Education.
Indian DD Gyandarshan is an educational
television channel that relays programmes
from various Doordarshan Kendras in different
Languages

organized and administered by NCERT,
IGNOU and the National Institute of Open

After the success of the Gyandarshan
programme on Doordarshan, the Indira
Gandhi National Open University was
planning to introduce independent FM bands
in 40 stations under the programme named
Gyanvani.

Centre is an autonomous Inter-University
Centre of the University Grants Commission

Programme initiated by the UGC in March
1991 with its Head Quarters at Gujarat
