The RCE Americas Meeting discussed projects for their Planet Task Force to work on, including tracking SDG metrics to measure progress towards sustainability goals and empowering youth leaders. They proposed sharing ideas across RCEs for action projects and educating about climate change and the upcoming COP26 conference. The document summarizes the Yorkshire and Humber Forum's involvement in developing and delivering training on strategic planning and responding to social change for voluntary organizations in the region from 2008-2010. The Forum helped establish workshops, develop materials, promote events, and facilitate online learning. Feedback was positive, and the training helped organizations feel less fearful and better able to offer services, generate income, and influence policy. The Forum strengthened its relationship with NCVO and gained experience to pursue other projects. Future work may include continued use of strategic drivers and scenario planning to help members with strategic planning.

This document summarizes the progress of a 3-year global consultative process to develop a framework for civil society organization effectiveness. It outlines the key events from 2009-2011, including regional workshops, two global assemblies to build consensus on the framework, national and thematic consultations, and fundraising efforts. The document notes the final framework will be drafted in 2011 and advocacy efforts will begin to implement it after the 4th High-Level Forum on Aid Effectiveness.

Effective capacity development can be seen as a good development practice to achieve more sustainable and impactful results. It deepens country ownership, encompasses 3 systemic dimensions and is to be enhanced interdependently, including: individual (e.g. skills and knowledge); organizational (e.g. coordination, mandates, multi-stakeholder processes); and enabling environment (e.g. governance, policies and legal frameworks). Capacities can be enhanced through a range of interventions beyond training only: E.g. strengthening multi-stakeholder platforms, coordination mechanisms, policy alignment etc. Capacities need to be jointly assessed with stakeholders, appropriate interventions jointly designed and results jointly tracked. Capacity development should be country- and context-specific, tailored to specific national needs, rather than regional needs which are more heterogeneous. Enhancing organizational and institutional capacities for NAPs should be cross-sectoral, multi-scale (from local to national) and multi-actor (involving e.g. private sector, NGOs). This includes strengthening horizontal and vertical coordination mechanisms as well as multi-stakeholder / actor platforms. A step-by-step guide how to apply effective CD within NAPs will be available shortly (i.e. Supplementary Guidelines for Addressing Agriculture, Forestry and Fisheries in National Adaptation Plans).

Civil society organizations met to develop a common framework for coordinating engagement in support of the Every Woman Every Child global strategy. They identified gaps in governance, financing, and knowledge sharing. The group proposed a country case approach to the Gates Foundation to identify best practices for advocacy and accountability models. The Maternal and Child Survival Program provides technical assistance to strengthen partnerships between governments and civil society to end preventable child and maternal deaths.
Advocating for pro-poor Adaptation Policies

CCCOER Presents: Regional Leaders of Open Education

Launched in fall 2019, the Regional Leadership for Open Education (RLOE) initiative was inspired by CCCOER members’ growing need to collaborate across institutional and state boundaries to find solutions for issues impacting OER adoption at diverse, multi-institution systems. Many open education leaders face similar issues of advocacy and implementation beyond their home institution and wish for the opportunity to craft common solutions and eliminate duplication of efforts. Leaders from colleges, universities, library consortia, and government agencies were invited to participate in four workgroups to discuss and build solutions. Each workgroup has developed a focus project for pursuing in 2020 and will share early efforts and invite community feedback
Policy & Strategy: focusing on a bibliography of open education policies and building a video repository of statewide OER policy clips.
Stewardship: focusing on emerging frameworks for stewardship of open education resources and student privacy and data.
Professionalism: focusing on building a matrix of emerging “open education” roles and their associated competencies to better identify training needs.
Sustainability: focusing on building a virtual file cabinet of higher education infrastructure documents/templates integrating open education.

CCCOER Presents: Regional Leaders of Open Education

Launched in fall 2019, the Regional Leadership for Open Education (RLOE) initiative was inspired by CCCOER members’ growing need to collaborate across institutional and state boundaries to find solutions for issues impacting OER adoption at diverse, multi-institution systems. Many open education leaders face similar issues of advocacy and implementation beyond their home institution and wish for the opportunity to craft common solutions and eliminate duplication of efforts. Leaders from colleges, universities, library consortia, and government agencies were invited to participate in four workgroups to discuss and build solutions. Each workgroup has developed a focus project for pursuing in 2020 and will share early efforts and invite community feedback
Policy & Strategy: focusing on a bibliography of open education policies and building a video repository of statewide OER policy clips.
Stewardship: focusing on emerging frameworks for stewardship of open education resources and student privacy and data.
Professionalism: focusing on building a matrix of emerging “open education” roles and their associated competencies to better identify training needs.
Sustainability: focusing on building a virtual file cabinet of higher education infrastructure documents/templates integrating open education.

RCE Greater Portland became a non-profit organization in 2015-2016 which provided benefits like easier funding but also costs like increased paperwork. It established a board of directors and passed bylaws to formalize its governance structure. In 2015-2016, it held numerous educational events on sustainability and built out research initiatives while facing challenges in funding, staff capacity, and diversity goals. Its 2016-2017 action plan focuses on growing its network, securing operations funding, advancing lifelong learning on sustainability, and increasing public awareness of sustainability issues.
A Discovery Report on Learning in USAID/Washington
Creating a culture of learning involves changing the way staff conducts its work. To gain a better sense of how learning is already happening at USAID, the LER Office recently completed an in-depth study on the state of learning in USAID’s Washington headquarters.
While LER’s larger learning initiative covers all parts of USAID, this report shares findings specific to how USAID/Washington employees currently integrate learning into their technical practice. The findings begin to explain how employees generate knowledge within regional and technical bureaus, how this knowledge is organized across the Agency, how it is shared, and finally, how knowledge is applied to improve future work.
This report includes documentation of both research findings and the process by which the study was conducted. It also provides a snapshot of how the LER Office will begin to develop a long-term strategy for strengthening technical practice supported by a robust learning culture.

O-I, a global glass packaging company, used Lean Six Sigma to design and implement an employee engagement survey for its 22,000+ global workforce. A cross-functional team went through the DMAIC process over several weeks to carefully design the survey, ensuring questions aligned with company strategies and could be translated into 13 languages. They developed a comprehensive communication strategy and timeline to administer the paper and online survey globally. The project established accountability for follow-up action planning to improve engagement based on survey results.

What's the status of the NSDI?
Cowen's address will provide his perspective on the current status of the National Spatial Data Infrastructure (NSDI). He will draw from his extensive experience with the National Research Council’s Mapping Science Committee, chairing the NRC study National Land Parcel Data: A Vision for the Future, a recent term as chair of the National Geospatial Advisory Committee, and his service as vice chairman of the Coalition of Geospatial Organizations (COGO) Report Card Committee on the NSDI. Through these activities he has observed and analyzed the Federal geospatial landscape for the thirty years since president Clinton issued Executive Order 12906, Coordinating Geographic Data Acquisition and Access: The National Spatial Data Infrastructure in 1994. He will comment on the changing role of various stakeholders in the collection, maintenance and sharing of geospatial data.
An Investigation Of The Impact Of The 6 1 Trait Writing Model On Grade 5 Stud...
This study evaluated the impact of the 6+1 Trait Writing model on the writing achievement of 5th grade students. Schools were randomly assigned to either receive professional development in implementing the 6+1 Trait Writing model or serve as a control group. Student writing samples were collected at baseline and end of year and scored holistically and on individual writing traits. Multilevel modeling found that students in the treatment group scored significantly higher on the holistic writing assessment than the control group, with an effect size of 0.18 standard deviations. Additional exploratory analyses found some variation in effects by student gender and ethnicity. The study provides experimental evidence that the 6+1 Trait Writing model has a positive impact on student writing achievement.

Result Based Project Design
This document provides an overview of Result Based Project Design and Management (RBM). RBM is a project management strategy used by the UN to ensure activities contribute to desired results. It measures actual changes rather than just outputs, and includes all stakeholders. The RBM cycle includes setting a vision based on data, defining a results framework with inputs, activities, outputs and outcomes, and planning monitoring with indicators, targets and verification. The document provides examples of an RBM results framework and steps for applying RBM to project design, including identifying issues, developing the framework, and monitoring planning.

Border towns and spaces of (in)visibility.pdf
This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.
