groups (children, women home-based workers, etc)

relevant essential quality social services
• Outcome 3-integrate the principles of sustainable
development into the countries policies and
programmes
• Outcome 4-effectiveness, inclusiveness and
accountability of government at central and local

7. Reflections on results

rehabilitation of rural communities social
infrastructure
• Prototype for establishment and operation of self-
sustainable Business Development Centres
• Prototype for start-up of micro-enterprises
• Prototype for community development planning
process
• Prototype for communities field farm schools
8. Links with other programmes
• Irrigation and Water Management Programme (joint
study tours, trainings)
• Local Governance Support Project (shared
methodology for formulation of Regional
Development Strategies)
• Fair Trade project (co-ordination of small grants to
micro-enterprises)
9. Current and future opportunities
• Concept Note for new funding by Russian Federation
currently in the pipeline
• Development of case-studies to attract additional donor funding and
support argument for scaling-up currently in progress
• Idea of a standing working committee with key national and local partners
to initiate policy dialogue on system-wide scaling-up of successfully
piloted prototypes should be explored
• Link ABD project micro-activities to promote use of renewable energy
sources in communities to broader UNDP CO initiatives for attraction of
funding in this sphere
10. Possible Regional Cooperation
• Co-ordinate resources to develop and promote case studies to donors as a
region for fundraising advocacy
• Explore launching of a cross-country twinning programme among target
communities
• Joint assessment of comparative advantages in niches of expertise
• Launch cross-country peer reviews of change processes to enhance quality
assurance of the programme across the region
11. Issues and Challenges
Is the context supportive of an ABD focus on ‘sustainable development’?
How can we pull resources across practices and develop a ‘cross-practice’
management approach?
Which areas and population groups should be targeted?
What strategic positioning/actions are needed for system-wide scaling up?
How do we link with donors?
