The aim of this project is to introduce students to the fundamentals of
project management through a report of a case study. Throughout the
duration of this project, students are to be exposed to the project
implementation processes, starting from the schematic design phase
to the final completion, as well as the actions and strategies taken in
each phase. Using an actual existing structure, students are tasked to
analyse the scopes of a project team, which encompassesvthe project
architect, engineers, quantity surveyors, contractors, project directors,
interior designers, and other specialist consultants and parties that are
involved in the project’s success.

Dewan Bandaraya Kuala Lumpur (DBKL)
The Kuala Lumpur City Hall is the city council which
administers the city of Kuala Lumpur in Malaysia. This council
was established after the city was officially granted city status
on 1 February 1972.
DBKL'S VISION: DBKL aims to be the leading Local Authority in
order to realize the aspiration for Kuala Lumpur to be a world
class city by the year 2020.
DBKL'S MISSION: To achieve progress, peace and prosperity
for Kuala Lumpur City through programs such as physical and
socioeconomic development, controlled planning, urban
services that are planned and consistent based on good
governance.

2.2. SWOT Analysis
STRENGTH
- The multi-cultural communities are evident within the site.
- Significant landmarks of the old town is scattered around the area.
- Gaps and enclosure throughout the site provides a sense of familiarity
for the locals, encouraging people to linger a bit longer.
- Well thought-out circulation pathways allowing both locals and
outsiders alike to navigate around the area easily.
WEAKNESS
- Remainder of the heritage buildings around the site are being
concealed and neglected for new developments, resulting in the loss of
conscience of the past and history of Johor Bahru in the younger
generations.
- The lack of law enforcement on illegal parking by the roadside causes
the streets to be overcrowded and congested.
OPPORTUNITY
- Creating a new common node for locals and tourists alike to mingle.
- Providing a comfortable common area for people to rest and relieve of
the daily stressful lifestyle of the city.
- Providing a proper and suitable space that serves as a social magnet
that attract the people in order to liven up the life between buildings
around the site.
THREAT
- New coarse grain developments have created a new identity of the
region and thus omitting the genius loci of Johor Bahru.
- Presence of drug addicts and GMO causing the area to feel
threatening and unsafe for locals to go around and explore.
2.1. Introduction
Project Title : City Lobby
Typology : Socio-Cultural, Social Center
Location : Johor Bahru City, Malaysia
Johor Bahru is one of Malaysia’s premier city and urban destination because
of its highly modernized infrastructure. The city is one of the fastest-growing
cities in Malaysia after Kuala Lumpur.
The project calls for designing a ‘City Lobby’, which will engage and re engage
the city’s local population and visiting tourists from other towns or countries.
A quality public place and building where its architecture can create great
opportunities to build and strengthen the people’s connection.

3.0 Design Suitability
3.1. Site Issues
MORPHOLOGY
Fragmented site
The modernization of the site pushes the culture rich buildings apart,
creating an intangible barrier within the site.
SOCIAL
Segregated community
Due to the lack of social interaction on site, the community are
segregated based on their lifestyle.
CULTURE
Neglected heritage value
The strive towards modernization have caused the cultural heritage
buildings to be forfeited.
3.1.1 Design Intention
“La Vallée Verte” city lobby, aims to catalyze the revitalization of the urban space
by greeting you in the city where there are opportunities to meet and interact
with the community of Johor Baru. It engages with the users to build and
strengthen user’s relationship, promoting a better socio-cultural exchange
through a series of public layers of programs; interactive platforms where the
young and the old generation can share the same experience, digital galleries
where technology and art meet, collaborative creation; a place to learn and play.
In addition to improving the quality of the natural environment on site, vegetation
is brought into the building as a green layered system of network, creating a
sense of calmness into the energetic city. Therefore, it creates a place to linger
and relax. And producing an architecture that can make a meaningful
contribution to fight against the effects of climate change, haze and urban
pollution; making it a breathable place in the city for the community of Johor
Baru.

4.0 Project Viability
4.1. PESTLE Analysis
Political
The programme that target tourist and community parallel to aims of State of Government of JB to encourage tourism and economic
transformation of JB.
Economic
The local economic activities are mainly healthcare services and food and beverage businesses. As the centre has a café which targets
the public, the business should be able to sustain, especially with many residential near the centre. However, solely with the café
business, monthly flea market, and the performances is not able to sustain the centre. Therefore, there should be an organisation or
individuals to consistently fund the centre in order to ensure the centre’s sustainability.
Sociological
The social gap between the user groups in JB is great as the two most user group is local and tourist. In this busy city, proposed
programme will provide interaction with each others and a place to relax themselves. Public spaces are provided to encourage people to
engage with the site and nature.
Technological
With the continuation towards technology, green design technology for rain harvesting, solar energy is being proposed.
Legal
There are drug dealers and drug addicts at the low cost apartments near the site. There are also reported theft and robbery cases
especially at the shortcut routes to the LRT station. A little further away from the site has nightclubs and is also known for prostitution.
The City Lobby aims to prevent youth from engaging in these illegal activities and change the outlook of JB.
Environmental
An effort to incorporate greeneries like trees and green walls into the centre helps improve the environment and also creates a cosier
space for the community. By incorporating the photovoltaic panels and rainwater harvesting system into the building also help improve
the environment by reducing energy and water consumption.

Quality (Primary)
The success criteria for this project is to
achieve a good quality of the building for
safety, comfort and aesthetic purposes. As
the building is to cater the youth, it is
extremely important to ensure that the
building is safe to operate. To achieve a
quality work, the workmanship is important
and bring about the most concern in this
project. Therefore, the project manager has to
carefully supervise all works of the building. It
is also important to ensure the quality of the
materials are of high quality. With good
quality materials and workmanship, the cost
of maintenance can be reduced.
5.1. Success Criteria
Cost (Secondary)
It is important to keep the cost of the project
within the budget as it will be funded only by
an NGO foundation. The design of the
building has many unfinished surfaces to
reduce cost and also keep the building
“down-to-earth”. It is important that the
project manage keep a close supervision
throughout the whole construction period to
prevent wastage of materials.
Time (Tertiary)
This project is estimated to complete in one
year and a month’s time. Hence, the project is
expected to complete around January 2017.
All stakeholders should do their best to
complete their own tasks in order to keep the
project on time.
5.1.1 Contract Procurement
Cost Reimbursement Contract
A cost-reimbursement contract is a contract
where a contractor is paid for all of its
allowed expenses to a set limit, plus
additional payment to allow for a profit. Cost-
reimbursement contracts contrast with a
fixed-price contract, in which the contractor is
paid a negotiated amount regardless of
incurred expenses.

  • 3. The aim of this project is to introduce students to the fundamentals of project management through a report of a case study. Throughout the duration of this project, students are to be exposed to the project implementation processes, starting from the schematic design phase to the final completion, as well as the actions and strategies taken in each phase. Using an actual existing structure, students are tasked to analyse the scopes of a project team, which encompassesvthe project architect, engineers, quantity surveyors, contractors, project directors, interior designers, and other specialist consultants and parties that are involved in the project’s success. 1.0 Project Introduction 1.1.   • 5. 1.5. Stakeholders Dewan Bandaraya Kuala Lumpur (DBKL) The Kuala Lumpur City Hall is the city council which administers the city of Kuala Lumpur in Malaysia. This council was established after the city was officially granted city status on 1 February 1972. DBKL'S VISION: DBKL aims to be the leading Local Authority in order to realize the aspiration for Kuala Lumpur to be a world class city by the year 2020. DBKL'S MISSION: To achieve progress, peace and prosperity for Kuala Lumpur City through programs such as physical and socioeconomic development, controlled planning, urban services that are planned and consistent based on good governance. SWOT Analysis STRENGTH - The multi-cultural communities are evident within the site. - Significant landmarks of the old town is scattered around the area. - Gaps and enclosure throughout the site provides a sense of familiarity for the locals, encouraging people to linger a bit longer. - Well thought-out circulation pathways allowing both locals and outsiders alike to navigate around the area easily. WEAKNESS - Remainder of the heritage buildings around the site are being concealed and neglected for new developments, resulting in the loss of conscience of the past and history of Johor Bahru in the younger generations. - The lack of law enforcement on illegal parking by the roadside causes the streets to be overcrowded and congested. OPPORTUNITY - Creating a new common node for locals and tourists alike to mingle. - Providing a comfortable common area for people to rest and relieve of the daily stressful lifestyle of the city. - Providing a proper and suitable space that serves as a social magnet that attract the people in order to liven up the life between buildings around the site. THREAT - New coarse grain developments have created a new identity of the region and thus omitting the genius loci of Johor Bahru. - Presence of drug addicts and GMO causing the area to feel threatening and unsafe for locals to go around and explore. 2.1. Introduction Project Title : City Lobby Typology : Socio-Cultural, Social Center Location : Johor Bahru City, Malaysia Johor Bahru is one of Malaysia’s premier city and urban destination because of its highly modernized infrastructure. The city is one of the fastest-growing cities in Malaysia after Kuala Lumpur. The project calls for designing a ‘City Lobby’, which will engage and re engage the city’s local population and visiting tourists from other towns or countries. A quality public place and building where its architecture can create great opportunities to build and strengthen the people’s connection. 6
  • 7. 3.0 Design Suitability 3.1. Site Issues MORPHOLOGY Fragmented site The modernization of the site pushes the culture rich buildings apart, creating an intangible barrier within the site. SOCIAL Segregated community Due to the lack of social interaction on site, the community are segregated based on their lifestyle. CULTURE Neglected heritage value The strive towards modernization have caused the cultural heritage buildings to be forfeited. 3.1.1 Design Intention “La Vallée Verte” city lobby, aims to catalyze the revitalization of the urban space by greeting you in the city where there are opportunities to meet and interact with the community of Johor Baru. It engages with the users to build and strengthen user’s relationship, promoting a better socio-cultural exchange through a series of public layers of programs; interactive platforms where the young and the old generation can share the same experience, digital galleries where technology and art meet, collaborative creation; a place to learn and play. In addition to improving the quality of the natural environment on site, vegetation is brought into the building as a green layered system of network, creating a sense of calmness into the energetic city. Therefore, it creates a place to linger and relax. And producing an architecture that can make a meaningful contribution to fight against the effects of climate change, haze and urban pollution; making it a breathable place in the city for the community of Johor Baru.   • 8. 4.0 Project Viability 4.1. PESTLE Analysis Political The programme that target tourist and community parallel to aims of State of Government of JB to encourage tourism and economic transformation of JB. Economic The local economic activities are mainly healthcare services and food and beverage businesses. As the centre has a café which targets the public, the business should be able to sustain, especially with many residential near the centre. However, solely with the café business, monthly flea market, and the performances is not able to sustain the centre. Therefore, there should be an organisation or individuals to consistently fund the centre in order to ensure the centre’s sustainability. Sociological The social gap between the user groups in JB is great as the two most user group is local and tourist. In this busy city, proposed programme will provide interaction with each others and a place to relax themselves. Public spaces are provided to encourage people to engage with the site and nature. Technological With the continuation towards technology, green design technology for rain harvesting, solar energy is being proposed. Legal There are drug dealers and drug addicts at the low cost apartments near the site. There are also reported theft and robbery cases especially at the shortcut routes to the LRT station. A little further away from the site has nightclubs and is also known for prostitution. The City Lobby aims to prevent youth from engaging in these illegal activities and change the outlook of JB. Environmental An effort to incorporate greeneries like trees and green walls into the centre helps improve the environment and also creates a cosier space for the community. By incorporating the photovoltaic panels and rainwater harvesting system into the building also help improve the environment by reducing energy and water consumption. 8

  • 10. 5.0 Project Planning Quality (Primary) The success criteria for this project is to achieve a good quality of the building for safety, comfort and aesthetic purposes. As the building is to cater the youth, it is extremely important to ensure that the building is safe to operate. To achieve a quality work, the workmanship is important and bring about the most concern in this project. Therefore, the project manager has to carefully supervise all works of the building. It is also important to ensure the quality of the materials are of high quality. With good quality materials and workmanship, the cost of maintenance can be reduced. 5.1. Success Criteria Cost (Secondary) It is important to keep the cost of the project within the budget as it will be funded only by an NGO foundation. The design of the building has many unfinished surfaces to reduce cost and also keep the building “down-to-earth”. It is important that the project manage keep a close supervision throughout the whole construction period to prevent wastage of materials. Time (Tertiary) This project is estimated to complete in one year and a month’s time. Hence, the project is expected to complete around January 2017. All stakeholders should do their best to complete their own tasks in order to keep the project on time. 5.1.1 Contract Procurement Cost Reimbursement Contract A cost-reimbursement contract is a contract where a contractor is paid for all of its allowed expenses to a set limit, plus additional payment to allow for a profit.
