NATIONAL COUNCIL OF SENIOR
CITIZENS ORGANISATIONS MALAYSIA
(NACSCOM)
O B J E C T I V E SC L I E N T
In the old Kuala Lumpur area, there are many senior citizens whom are unable to a living
to support themselves. One reason being they have no space to do their business and
earn a living eventhough most of them have the skill sets.
NACSCOM has noticed this and plans to build a food market hub in front of Central Market
where there is high traffic of pedestrians. The food space will be rented out to the seniors
to earn a living while having a place to stay within the building. This coincides with their
objective to harness the resource of senior citizens for socio-economic development.
Malaysia is known for its food will be prepared by the senior citizens whom have perfected
their craft throughout their lives. This will improve the tourism industry in that area where
the River of Life development is on-going to turn the river into a tourist magnet.
To intergrate the senior citizens further into the community, NACSCOM wants to bring the
students in the vicinity to the space as well to foster communication and interaction
between these two generations.
Therefore, the programmes proposed are centered around eat, work, leisure and rest.
Since 1990, NACSCOM has been actively
striving to ensure and safeguard the
welfare of the senior citizens community
in Malaysia. They have frequent dialogues
with the Ministry of Women, Family and
Community Development on matters and
issues related to the welfare and social
wellbeing of senior citizens. NACSCOM
also engages the corporate sector and
civil society in raising their awareness
and commitment to the welfare of senior
citizens.

5. PROJECT VIABILITY
REST
Seniors usually stay in the first floor of the shophouses and
there are some whom are homeless sleep along the five
foot pathway. Students live in dorms and hostels but share
room with others and have little privacy since the rent is
high.
[Provide good living conditions in accomodation of
the building]
WORK
Seniors work as cooks or food vendors in the wet market.
However due to limited space some will operate illegally
in back alleys. Students are always cooped up in the
classroom of their education institution and lack a
condusive environment for studying.
[Provide food vendor rental space for seniors and
study space for students]
LEISURE & LOITER
Leisure for both user groups usually occur in the form of
chit-chatting in cafe or kopitiam and lack variety. Seniors
loiter along the five foot pathway to observe people
passing by and chit-chat whereas students like to explore
the built environment and take photos.
[Provide variety of leisure (eg. sports) and loiter
spaces]
Programmes is based on issues surrounding the site from
the studies in the diagram which informs the project
viability to the site.
6. PROJECT VIABILITY
EAT
Both user groups gather in this particular space where eat
activity occurs. Seniors visit other senior cooks to socialise
and eat whereas students come to eat cheap and good
food by the seniors.
[Main programme to mediate the senior and students
is food]
7. PROJECT VIABILITY
SU C C E SS C R I T E R I A
COST
The project should be completed
within the budget specified by the
client. Good planning by project
members to attain materials which
are of good quality and long lasting
at low cost. Passive design such as
natural light and ventilation creates
opportunities for saving cost when
the building is active.
TIME
Based on scale of project and client’s
goals, to complete the project within
14 months starting from 1 August 2017
to 24 December 2018. Project must be
carried out according to plan on Gantt
Chart to prevent delay. Gantt Chart is
planned with identification of risks and
mitigation strategies.
SCOPE
Scope of design is informed by the
cost and time specified by client.
Any delay in time or reduction in
cost may affect the scope which in
turn creates a lower quality product.
Therefore, a successful project is
one that fulfills the full scope of the
design.
Represents the standards set to determine
whether the project is completed successfully.
Fourcriterias used to measure success are cost,
time, scope and quality. The most successful
project is one that completes the project within
the time frame in budget and of good quality.
To NASCOM the most important criteria for the
outcome of the project is the quality as their
objective is primarily focused on solving social
issues.
QUALITY
Design is of good quality when it
is done within budget and on time
in its full scope. Besides that, user
satisfaction when building is in use is
also a criteria for a quality product.
Ease of maintainence and high GBI
rating creates high satisfaction for the
client as well.

P E ST L E
POLITICAL
The old Kuala Lumpur city centre used
to be located here where the city was
founded. It has now become a tourist
destination and district because of
the historical buildings and cultures
surrounding the site. The development of
River of Life further demonstrates the plan
to enhance the tourism value of the area.
ECONOMY
Tourism is the main driver of economy within
this area where accomodation, arts & culture
and food & beverage types of business
florish. Addition of educational institutions in
the area further enhances these businesses
as well due to the presence of students.
SOCIOLOGICAL
The boom of tourism such as places like
Petaling Street which holds a variety of stalls
and vendors selling various goods has brought
in an influx of migrant workers as they are
cheap labour. The presence of locals seem pale
compared to the many tourists and migrant
workers. A sense of belonging to the place by
locals is threatened due to this effect.
TECHNOLOGY
Pedestrian pathways or routes within the
area is poorly developed which threaten
the safety of people. However, with the
construction of the LRT, MRT and bus
station, the area is more public transport
friendly.
ENVIRONMENTAL
Lack of greenery in some areas of the
site create unpleasant experience for the
people. Development of River of Life could
be a solution to this issue where people
can finally enjoy the river and have a close
connection with nature in a city full of
concrete blocks.
LEGAL
Shophouses are being preserved as a heritage
by the government. Prostitution and gambling
rings held in shophouses as well as counterfeit
goods sold in Petaling Street are not being
tackled and continue to run in plain view of the
public.
9. The diagram shows the programme strategy within the designed building to intergrate both students and seniors communities.
An accomodation and shared kitchen allows
seniors and students to live in vicinity of each
other and provide a space where both can inter-
act with each other.
eg. Seniors can cook meals for students when
they come back from classes. Students clean
and help seniors with groceries.
Placement of a recreational space between a fast food chain and
mobile food truck creates a point of attraction for both seniors and
students.
eg. In the fast food chain, seniors can sit outdoors and observe
the activity in the basketball court. Benches and trees around the
court provide seating area for seniors and students after they have
bought food from the mobile food trucks.
Vendors around a learning space creates a bustling activity space
catering to seniors and students.
eg. Users can observe the activity within the learning space from the
seats provided next to the vendors. Seniors and students can learn
performing arts, cooking and etc together then bond in vending
area once the class has ended.

LIFE IN BETWEEN PLANES
The design focus is placed on creating spatial poetics
which are likened by seniors. One conclusion from the
analysis is they like to gather in back alleys where it’s
shaded and of intimate scale. Therefore, the use of walls
as planes creates a condusive and relaxing space for the
seniors to stay in.
FOOD AS THE CATALYST FOR INTERACTION
Site analysis have shown that seniors and students only
gather in one space which is the wet markets. Food is used
as the main programme where sub-programmes support
them. This interrelationship of spaces allow interaction
between the two generations.
GREEN EXPERIENCE
Plants and trees are abundantly placed throughout the
building which purifies the air from the toxic gases from
the main road and provide a natural sound barrier from
the surrounding noise. A meditative experience for seniors
can occur from being surrounded with nature.
