The Inception Report was finally accepted by the client on 19th July 2019 one month after the departure of the former Team Leader.

7. Progress achieved: Part 1
Part 1 – case study irrigation systems (1. System inventory, 2. Performance benchmarking, 3. Assessment
of opportunities for High Value Crops (HVC), 4. System Operation Plan (SOP), 5. Monitoring and
evaluation
1. System inventory:
i. Condition assessments from the reservoirs to pilot demonstration sites of Maduruoya, Minipe and
Huruluwewa irrigation schemes were completed.
ii. Digitized Base Maps were prepared for all four systems
iii. Preparation of Geo-data base for system inventory was completed for Maduruoya and Huruluwewa
iv. Soil maps were reproduced and digitized for Maduruoya, Huruluwewa and Minipe
2. Performance benchmarking:
i. MASSCOTE (Mapping Systems and Services for Canal Operation Techniques) reports were prepared for
Huruluwewa, Maduruoya and Minipe Schemes and are available for use in performance benchmarking.
3. Assessment of opportunities for High Value Crops (HVC):
i. A report on assessment of growing High Value Crops (HVC) was prepared and submitted by the
International Marketing Specialist
ii. Interactive farmer meetings were held in all 4 pilot demonstration areas with private and state sector agencies
to identify HVCs for each area.
11. Progress achieved: Part 2
Part 2 – Pilot demonstrations (1. Pilot farm selection, 2. Intervention designs, 3.
Implementation programme, 4. Monitoring and evaluation)
1. Pilot farm selection:
i. Pilot demonstration areas were selected through field initial assessments made with counterpart staff
and FO representatives for all four systems.
2. Intervention designs:
i. Digitized Base Maps were prepared for all 4 demonstration areas
ii. Soil surveys were carried out and soil maps for assessing land suitability were prepared for DC 6 –
104 area in Maduruoya and LB DC 3 in Huruluwewa.
iii. Farmer participatory Seasonal planning workshops were held for all 4 demonstration areas targeting
maha 2019/20 seasons.
iv. Land & Water Productivity Enhancement Models (LAWPEM) were prepared for all 4 pilot
demonstration sites.
