Modernization and structural transformation of the economy and diversification of the economic base and standard of living of the people are the universally recognized dynamic benefits arising from industrial development.
Industrialization is thus pursued as an overriding development objective in its own right.
In the past, efforts towards industrialization in Bangladesh were made under changing economic paradigm and political economy regimes. Since independence in 1971, a total of ten industrial policies have been formulated and adopted for industrial development of Bangladesh.

The key to poverty alleviation lies in the generation of productive employment through rapid economic growth and structural transformation of the economy away from agriculture and toward industry.
While the slow growth of the manufacturing sector may be attributed to factors like energy shortage, reduced availability of bank credit, poor inflow of foreign direct investment (FDI) labor unrest, and poor law and order conditions no less responsible are the inconsistent policies.
The market failure approach makes public policy to focus basically on supplying lacking inputs: physical capital, skills, technology, etc. While this is an important policy area, developing countries also tend to suffer from a lack of demand for such inputs.
Market failures are not always easy to locate except in the most obvious situations (namely, education, infrastructure, etc.) and, when they can be located, their seriousness may not be apparent.

INDUSTRIAL POLICY MEANING Industrial policy means rules, regulations, principles, policies and procedures laid down by Government for regulating, developing and controlling industrial undertakings in the country. It prescribes the respective roles of the public, private, joint and co-operative sectors for the development of industries. It also indicates the role of large, medium and small scale sector.
- 3. It incorporates fiscal and monetary policies, tarrif policy, labor policy and the government attitude towards foreign capital, and role to be played by multinational corporations in the development of the industrial sector.
- 4. INDUSTRIAL POLICY| OBJECTIVES Industrial policy statements have been announced from 1948 onwards. A number of objectives have been projected by the Government Of India while making industrial policy declarations. Some of the important objectives can be identified as follows: Achieving a socialistic pattern of society. Preventing undue concentration of economic power. Achieving industrial development.
- 5. Reducing disparities in regional development. Providing opportunities for gainful employment. Achieving a self-sustained economy. Achieving faster economic growth. Alleviating poverty. Protecting and developing a healthy small-scale sector. Updating technology and modernization of industry. Liberalization and globalization of economy.
- 6. INDUSTRIAL POLICY FEB 2, 1973 In the Industry Policy Statement 1973, the term “Core Industries” was included. It referred to the 6 Core Industries: Iron and Steel Industry Cement Coal Crude Oil Oil Refining Electricity
- 7. These industries were called the basic industries or infrastructure industries. The private players were allowed to apply for licensing in these industries and for that they required Rs. 20 Crore assets or more. The Public Private Partnership (PPP) also was emphasized as a prototype and it was called “Joint Sector” in which a partnership between state, center and private sector was allowed.
- 8. In the same year, Government had also enacted the Foreign Exchange Regulation Act 1973 (FERA) due to severe crunch of Foreign Exchange. India also allowed limited investment by MNCs in the country. Special legislation to protect cottage and household industries was also proposed to be include.
