International organizations help facilitate this expansion by embodying rules that promote the hegemonic world order and by legitimizing its norms. The document then uses UNESCO and international recognition conventions as a case study to examine how ideas and institutions have helped homogenize education on a global scale and create transnational groups of intellectuals.
