This presentation provides and overview of PERI's Privatisation and Human Rights Project. The project on using human rights to address privatisation in education which PERI is involved in, the approach it is piloting, and the overall framework used.
Applying Human Rights Standards to Privatization of Education in UgandaPERIGlobal
Salima Namusobya works for the Initiative for Economic and Social Rights (ISER), a domestic NGO in Uganda which researches and advocates for the realisation of economic and social rights. ISER has been working on privatisation in education since August 2014.
In Uganda, about 80% of children attend private schools in the capital, Kampala. Across the country, private education is growing fast, including in low-income areas, where ‘low-cost’ private schools are mushrooming.
To better understand the situation, ISER conducted preliminary research in August 2014, involving interviews, a survey, literature review and statistical analysis. The aim of the research was to assess the situation against human rights principles, drawn from international law.
The results of this research have been discussed in workshops and presented in reports the African Commission on Human and People’s Rights and to the UN Committee on Economic, Social and Cultural Rights (CESCR).
In this presentation Salima presents the initial results of ISER’s research, and discuss the list of issues that the CESCR released, as well what the political and social impacts. I

This 29 slide presentation Learning from the experience of policy-making is Module 9 of a nine (9) module online course for adult education policy makers and practitioners to complement an innovative toolkit to guide adult education policy and practice.
Participation in adult education varies significantly across states and regions of Europe! Why? Evidence and literature suggests a wide disparity in policy making, programming and implementation skills in the adult education sector across Europe. It is imperative that policy makers and programme managers address this disparity to foster life-long learning for a smart-sustainable Europe (see EU2020 https://ec.europa.eu/info/business-economy-euro/economic-and-fiscal-policy-coordination/eu-economic-governance-monitoring-prevention-correction/european-semester/framework/europe-2020-strategy_en) and to achieve a European target of 15% of the adult population engaged in learning.

Youth Protests against Privatization reforms in Post Soviet EducationPERIGlobal
Russia, Ukraine, and Kazakhstan are no longer immune to neoliberal discourses and reforms, introducing market-oriented practices in the sector of public education. Among the local stakeholders, these reforms are generally associated with the lowering of the quality of education and further widening of social inequalities. While these reforms directly target children and youth as the major recipients of educational services, there is no research on how youth representatives themselves understand, conceptualize, and act upon the newly introduced privatization reforms. This presentation fills in this gap through the critical discourse analysis of videos, social media, and newspaper articles about youth protests against privatization of public education. The presentation captures the opinions and activities of youth in three different settings and compares them to the official policy rhetoric on privatization in Kazakhstan, Ukraine, and Russia. Although youth become increasingly mobilized to protest against privatization reforms, it is unclear how much influence these protests will have on governments' privatization agenda.

While contesting the popular claims such as medium of instruction and better accessibility being the main determinants of parental choice for private schools, the paper argues that even after controlling for the above mentioned factors parents choose private over public schools. The field evidences suggest that parents’ choice is mainly determined by their lack of faith in government schools. Thus there is an urgent need to address this problem of lack of trust in government sector. The paper also challenges the issue of untrained teaching staff in private schools as field experiences indicates that now more and more private schools are hiring trained teachers.

Social capital and parental decision-making structures: Evidence from low-fee...PERIGlobal
Despite the pronouncement of Free Primary Education (FPE) made by the Government of Kenya in 2003, low-fee private schools (LFPS) have continued to grow exponentially and to figure prominently on Kenya’s educational landscape. LFPS position themselves as an alternative to the perceived failing government-run schools, and profess to offer low-income households better quality education and more importantly choices within a highly marketized educational milieu. Inherent in this neo-liberal discourse of choice is the assumption that poor parents have equitable access to an array of equal options to choose from. However, this may not be the case. What is less explored in examining choice is the low-income household’s “position within a social network” and how their habitus, field and capital impacts their school choice. This study investigates how a household’s social, cultural, and economic capital shapes and constrains their choices in accessing LFPS. Specifically, the study examines the equity effects of choice from a social capital perspective, and asks who chooses, why, and how?
This study is based on a survey of 209 households from one district in the urban slum of Kibera, and involves 5 target schools (one public and four low-fee private). Using logistic regression analysis, the study proposes a model to be used to try and correctly classify households into those with children in public school, and in LFPS based on social capital predictors. Qualitative in-depth interviews with a smaller set of 20 parents, as well as school level interview data with proprietors, teachers, pupils and school management committee members (SMC) is used to triangulate and confirm findings from the household survey data.
The findings reveal that choice-making for the economically disadvantaged households in this study is differentiated by the social, cultural, and economic capital they own. As households navigate and choose from and between public and LFPS, results from the study suggest not all households are necessarily able to fully exercise their right to choose and that in many cases households are pushed into a choice. Finally, it is also important to consider that while LFPS seem to be meeting a need, they also appear to be exacerbating existing boundaries of social class, ethnicity and geography.

Low price fee paying schools are argued to be accessible to the poorest. They are also thought to benefit from competition and the assumptions of efficient markets. This presentation will:
• identify the main drivers of costs in national education systems
• illustrate the range of prices that are needed for solvent school financing in countries with different levels of GDP per capita
• identify likely levels of teachers salaries necessary for self financing at different fee levels
• compare costs to households with household incomes

harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.

A Strategic Approach: GenAI in EducationPeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. (PERI)

to provide an accessible, open space to engage in
informed and critical debates about privatisation in

• The goal of PERI is to develop the
evidence base on specific areas of
privatisation, strengthen a critical
community of practice that supports the
social justice analysis of privatisation,
and support the application of informed
critique to policy debates at national,
regional and international levels.
6. Privatisation in Education and Human Rights
Project
• Multi-country research and advocacy project on the
impact of privatisation in education on the right to
education.
• It critically examines the global development of
privatisation in the light of human rights standards.
7. Morocco
• One-year empirical research on the impact of
privatisation in education in urban areas in Morocco
started in September 2012.
• The results of this research were used in parallel to
conduct advocacy at the UN level with the UN
Committee on the Rights of the Child (CRC).
8. The Review & Recommendations
• Private education is developing very quickly, especially
at primary level without the necessary supervision
regarding the conditions of enrolment and the quality
of education provided, which has led to the
reinforcement of inequalities in the enjoyment of the
right to education as well as teachers increasingly
engaging in private lessons in public
schools and giving priority to the work they undertake
in private schools.

• Develop a collective approach to research and
advocacy in and of privatisation in education and
its impact on the right to education (GCE, RTE,
ASPBAE, ANCEFA, CLADE, EI, Results, national
coalitions and litigation experts).
• Side event at the UN Human Rights Council and
an expert meeting on privatisation.
• Formal engagement with the UN Special
Rapporteur on the right to education.
11. • In each country, we work with local partners to
produce research and parallel reports to relevant UN or
regional human rights bodies (CRC, CEDAW CESCR, UPR
and Africa Commission).
• Two main goals:
1) Research, mobilisation and advocacy to raise
awareness about the impact of privatisation in
education at the national level
2) Develop a set of principles and jurisprudence at
the international level to clarify States’ obligations
with regards to privatisation in education.

• CRC formally ask the Ghanaian Government to explain itself on the
growing privatisation in education in the country and the effect it has on
the realisation of the right to education for all.
Oct/14
• In report to UNGA, Special Rapporteur on Right to Education warned the
global rise and lack of regulation of privatization further deepens
inequality in education.
Nov/14
• Committee on the Elimination of Discrimination against Women (CEDAW)
expressed its concerns “about the trend towards privatisation of
education and the priority given to schooling of boys over girls” in Ghana.
Dec/14
• The CESCR raised issues on the impact of privatisation in education on the
realisation of the right to education in Uganda

Next Steps
In Morocco, the percentage of children attending private schools at the primary level increased from 4% in 2000 to 14% in 2014. In many urban areas, such as Casablanca, Kampala and Kathmandu, up to 80% of the children attend a private school. This growth of private provision of education is raising ever important questions about social justice, social cohesion, and the role and future of education.
CRC asked Ghana “to provide detailed information on the reasons behind the increase in private education and the low quality of public education, including lack of teachers and teacher absenteeism, in the State party, limiting access to quality education for children who cannot afford private school tuitions”
