POLICY PAPER GUIDANCE ***MUST CITE WORK WITH PAGE NUMBER****
You have a lot of guidance already! There is a second Announcement following this one. Just to remind you all of the core goals:
1. Identify the leading NGO that deals with your problem area (e.g., human rights) and the corresponding UN agency. Search for materials relating to their findings. This CAN be from the open web.
2. Starting with the paywalled database JSTOR, begin searching for scholarly articles on your subject. Branch out from there as needed. CITE!!! There was an issue with plagiarism on the PDE Film Response. Please be careful. Protect yourself by offering citations for anything that is not your original idea.
You need a minimum of two (2) policy reports from an NGO and two (2) peer-reviewed academic papers.
As a reminder, I posted detailed overviews of where to search and how in previous Announcements. Please review the Policy Paper-focused Announcements.

Additional Guidance and Rubric - Policy Paper
Posted on: Wednesday, December 6, 2017 8:20:35 AM EST
The main guidance has been offered already in the form of two
Announcements. Please scroll down through the
Announcements until you find them...
The additional guidance today relates to sources and structure.
As I have informed you all, either privately of via feedback, this
is a research-based assignment. Therefore, you need to have
evidence in the form of sources. You cannot use the open web
for your scholarly sources. They MUST come from one of the
paywalled databases available in the list I provided (or via the
Logue Library A-Z Databases page).
The scholarly source requirement is two peer-reviewed journal
articles. These apply for the whole paper. So, you can use the
same sources for each of your three policies (but vary what
information you include from those sources - i.e., do not just
keep citing the same data for each policy solution).
You also must have some NGO (non-governmental
organization) report elements. This means something specific,
from an NGO in the field that your policy focuses on.
So, there are also two NGO report sources required as well.
FOUR SOURCES TOTAL - 2 from a peer-reviewed journal
(like the ones we have read all term) and 2 from an NGO. The
former MUST be from a paywalled academic database. The
latter CAN be from the open web so long as it is directly from
the NGO itself (not second-hand cited in, say, a newspaper
4. article).
The paper is humanitarian and global in its focus. So, the
solutions cannot be military intervention or something akin to a
diplomatic summit. Your core policy must be addressed in a
realistic way. You do not have unlimited funding!
To reiterate: you come up with a CORE GLOBAL
ISSUE/PROBLEM and then devise THREE ACTIONABLE
SOLUTIONS. Back it up with sources. That's it!
Notes from class:
Must find 2 articles from the approved websites and only use
those peer review articles.
This paper has to state the impact the problem has on the United
States and the rest of the world.
You have to state what the problem is and come up with 3
solutions to fix the problem.
You can also use a case study approach when writing this paper,
but you don’t have too.
You can only use NGO/INGO peer review databases for the
topic. NO .com websites.
Must cite page number for full citation must be 5 pages long.
5. Again, there is a lot of information contained below. Please
digest this slowly. This, to reiterate, is just for you to start
thinking. This is not due until Week Seven!
OVERVIEW:
The first step is understanding the purpose of the Policy Paper.
As noted, you are roleplaying as a special advisor to the US
Ambassador to the UN.
As such, you are to devise a policy in accordance with the
positions of the United States Federal Government.
To be clear: this does not mean the Trump
Administration, per se. It means policy recommendations in
accordance with best practices in each field.
***For this academic exercise, you are an employee of the
United States Government. As such, you do not have total
freedom of speech as a policy advisor. This is an important
thing to keep in mind***
If your policy recommendations cannot be verified with FACTS,
it cannot go forwards.
To assist you, I provide below a list of peer-reviewed and
otherwise credible databases for research. You CANNOT use
the open web for your research EXCEPT for sites tied to
respected policy institutes, think tanks, non-governmental
organizations, the UN itself, and university research centers.
While .org and .edu do not automatically give credibility to
information, they are more likely to be accurate than .com sites
(and other similar top-level domains).
So, no .com sites of any kind can be used. Lobbyist groups'
data can be used but you must identify clearly the position of
the groups - what is their goal in spending money to get
Congress to support a specific bill? The same idea can be
6. extended to the international realm. Here, the issue relates to
lobbying the United Nations for policy reform. Remember that
not all reforms equal "progress." Some "reforms" are actually
retrogressive. These reforms are not what we want.
We want to come up with concrete solutions to the problems
caused by the interconnectedness of nation-states that do not
always get along.

Some organizations' websites that can be used (for illustration
purposes - JUST EXAMPLES!):
***Columbia International Affairs Online - examples of policy
papers and think tank strategizing***
World Bank
International Monetary Fund
Organization for Economic Co-Operation and Development -

The United Nation (and its many sub-orgs and committees)
The International Committee of the Red Cross/Red Crescent

the A-Z Dabatase List can be used, these are just the most
relevant):

ACLS Humanities eBooks
ACM Digital Library (for tech-specific topics)
Administration on Aging - Data & Statistics (example for using
quantitative tools from a government organization)
Amnesty International Annual Reports ( an example of an NGO
that frequently clashes with the US - great for counterexamples
and more extreme policy recommendations - FINDING A
SIMILAR ORG FOR YOUR POLICY IS A GREAT IDEA!)

might be useful)

might be listed, not terrific, but might get you thinking...)

"global change")

8. First, don't panic! This is for the final week of class. I need
you to continue to brainstorm about potential topics. I offer
some "pre-approved" topics below (meaning, they will work
well for the assignment). You are free to write about whatever
you wish with this one caveat:
Each topic must contain a "global issue" at its core.
As special advisor to the US Ambassador to UN, your main
focus is, of course, the impact such policies hold for the future
of US global power/influence. Yet, the power can be harnessed
for good or bad. Your chance here is to suggest ideas that can
make the world a more positive, more egalitarian, more
harmonious place for all of us to share.
Each topic must also contain a technological component. So,
regardless of the "global issue," you must offer at least
something technologically-focused as one of your ideas. Think
of how technology is either helping the problem or making it
worse.
Each topic begins with "Globalization." So, in the following
list, "Globalization AND..."
Each of these topics is a BROAD area. It is up to you to narrow
it in on something manageable - you are making THREE
RECOMMENDATIONS TO
AMBASSADOR HALEY.
When writing your policy paper, you will take into
consideration both the "positives" and "negatives" of each
policy as they relate to US interests. If you notice, this is part
of the problem!!! The nation-state model requires each country
to put their own interests ahead of the global community...
List of Pre-Approved Topic Areas (Globalization and..."):
Automation
9. Education - access and reform
Environmental preservation
Food
Free movement of peoples (national borders, immigration
controls, and so on)
Gender equality
Healthcare reform
Human rights
LGBTQ protections
Pandemics/epidemics
Organized crime
Religious freedom
Refugees and other displaced persons
Space exploration/terraforming
Terrorism
Transportation
Water
When deciding, consider if the topic area selected can provide
you with THREE POINTS TO EXAMINE - symmetrical
analysis is key here: examine the positives and negatives as you
see them...
PHIL 434 Signature Assignment: Term Paper
In this assignment you will select a current medical ethics issue

10. final term paper assignments. Make sure you can find articles
for support of your topic. Read the term paper
requirements before you select your medical ethics issue topic
to insure it is want you want to research.
