presented at Gov 2.0 conference in Canberra on 22 Oct 2009: using Larry Lessig\'s Remix meme to describe the potential for government to leverage the architecture of the Internet and Web 2.0 tools to foster the co-production of public goods - including both services and policy development.
The Open Access (OA) movement in India, now more than a decade old has gained momentum in the last couple of years with departments under Government of India such as the DBT (Department of Biotechnology) and DST (Department of Science and Technology) adopting OA policies in 2014 and the Indian Council of Agricultural Research (ICAR) adopting its OA policy in 2013. This movement has also received impetus from a group of volunteers running the online community of practice ‘Open Access India’ for advocacy and building of community e-Infrastructure for policies related to OA, Open Data and Open
Education.
It seems that while the awareness about making research outputs publicly available has certainly increased within academia, the steep increase in the number of questionable OA
journal publishers in India and around the world, has created a misunderstanding about the
credibility and value of adopting the author-pay OA publishing route. This paper proposes steps to improve awareness of OA and examines organizations like DOAJ and their contribution in helping researchers publish their research in credible OA journals.

MOOCs for Professional Development: Transformative Learning Environments and ...SJSU School of Information
Dr. Michael Stephens participated on a panel discussing the use of Massive Open Online Courses (MOOCs) for professional development at the International Federation of Library Associations and Institutions (IFLA) 80th General Conference and Assembly, held in Lyon, France from Aug. 16, 2014 to Aug. 22, 2014. Stephens presented some of his findings from his ongoing research with The Hyperlinked Library MOOC. “The panel in France was also about the broader idea that large scale learning is something that information professionals should be using, and about how it supports professional development,” said Stephens. An assistant professor at the San Jose State University School of Information, Stephens teaches courses in the iSchool's exclusively online Master of Library and Information Science degree program.
The presentation discusses quality considerations and success factors of MOOCs - a critical review of current discussions and some potentials for Asian-European collaboration

June 3, 2024 Anti-Semitism Letter Sent to MIT President Kornbluth and MIT Cor...Levi Shapiro
Letter from the Congress of the United States regarding Anti-Semitism sent June 3rd to MIT President Sally Kornbluth, MIT Corp Chair, Mark Gorenberg
Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Committee followed the hearing with letters to those institutions on January 10, 202
The French Revolution, which began in 1789, was a period of radical social and political upheaval in France. It marked the decline of absolute monarchies, the rise of secular and democratic republics, and the eventual rise of Napoleon Bonaparte. This revolutionary period is crucial in understanding the transition from feudalism to modernity in Europe.

Embracing GenAI - A Strategic ImperativePeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

Open Education: A perspective of Moodle and MOOCs
1. Open education: A perspective
on Moodle and MOOCs
OpenCon Ranchi

2. About me
• Work for AuthorAID, a non-profit programme that supports
developing country researchers in publishing their work
• Part of INASP, a charity in the UK
• Site administrator, course creator, and online facilitator on
INASP Moodle
• Facilitated MOOCs in scientific research writing
3. MOOCs
• MOOC: Massive open online course
• edX, Coursera, FutureLearn
• Technology, partnerships, top universities
• MOOCs as neo-colonialism?
4.
5. From MOOCs to open education
• What is open education?
• Learners can access content and courses free of cost and from anywhere – is
that it?
• What about the supply side of open education?
• Is it only the prerogative of the select or elite few to offer content and
courses?
6. My view of open education
• It’s not about the content
• Google + digital literacy/information skills = get the content you want and filter out what is
dubious, biased or irrelevant. Simple!
• Open education is about the learning experience
• Content PLUS
• Learning activities
• Support, guidance, feedback, etc.
• Everything contextualised for the learner
• Open education should be geographically balanced on both the supply side and
demand side
• Should not be only about the elite educating the underprivileged
7. Moodle
• Open source learning management system (LMS), or virtual learning
environment (VLE)
• Licensed under GNU General Public License
• Free to use and adapt
• Installed on a server (hosting costs, technical expertise)
8. What can you do with Moodle?
“The heart of Moodle is courses that contain activities and resources.
There are about 20 different types of activities available (forums,
glossaries, wikis, assignments, quizzes, choices (polls), SCORM players,
databases etc) and each can be customised quite a lot. The main power
of this activity-based model comes in combining the activities into
sequences and groups, which can help you guide participants through
learning paths. Thus, each activity can build on the outcomes of
previous ones.”
9. Moodle and MOOCs
• Moodle is a great platform to run a MOOC
• I’ve facilitated MOOCs on Moodle for up to 3000 learners
• With Moodle anyone can run an online course
• But what about instructional design, content quality, Moodle
course creation expertise, teacher aptitude for online facilitation,
etc.?
• “With great power (and flexibility) comes great responsibility”
