The importance of academic library consortia increased due to the rapid development in the Information and Communication Technology (ICT). In the light of this role the study aims to investigate the establishment of four Academic library consortia in Arab countries at the national level, with analysis of the provided services on their consortia portals. A descriptive study methodology was used to investigate and define the main features of each consortium; goals and objectives, benefits, governance, organizational management, funding and services. The following Data gathering tools are used; a checklist which was sent to the studied consortia’s directors, three of them replied (The Egyptian, Lebanese and Jordanian consortia directors); a content analysis method to gather information about the services available on the studied consortia websites (portals); in addition to the published research and news about the studied consortia. The results of the study show that the Ministries of Higher education in Arab countries are aware of the key role of academic library consortia and their impact on higher education. They have a strong commitment towards developing academic libraries to provide access to relevant information resources and services that meet the needs of the communities and support teaching, lifelong learning and research in this changing era. The studied consortia have similarities and differences, which will maximize the opportunity to communicate and cooperate together to form the Arabic unified Academic Libraries Consortium.

The Public Library System is a type of information system which allows the information seeker to use the resources of its end user. But, unfortunately the public libraries of Assam are not fully automated, due to the lack of efficient IT infrastructure as well as insufficient library staffs. So that Public Libraries of are not able to satisfy there users.

The study examined the availability and accessibility of information resources by the students in Ekiti State University Library. The purpose of the study is to determine the various types of information resources available, the various forms of information resources and to find out the extent in which the library improve on the accessibly and availability of information resources to its users. Descriptive survey research design was adopted in this study. Questionnaire was employed for this study. The population consisted of all the students of Ekiti State University which include both male and female students from 100 to 500 levels. The sample of the study consisted of 180 students from all the nine 9 Faculties in Ekiti State University, Ado Ekiti, Ekiti State from the total population of 1,500 students who were regular library users. The data collected were analysed using Statistical Package for Social Sciences SPSS . Based on the findings of this study some recommendations were made that the library must sustain and maintain the current level of the information resources available in the library. Library orientation should be organized on the importance of using the library and mostly how to access the available materials. The library authority should be given more attention as certain percentage should be allocated for the library development to enable the students to access the needed resources. The study concluded that effectiveness of any library depends on the full availability and accessibility of the information resources. Therefore, proper steps for availability and accessibility of the information resources should be the focal point of the library management and staff in order to meet the demand of the users at the right time. Abstract: This paper is discussed about a comparative study of library Web-OPAC on five major LMS (Library Management System) software. The ter OPAC (Online Public Access Catalogue) is an online database of materials held by a library or group of libraries. Web-OPAC is nothing but while the OPAC is accessed through a web browser over Internet. The selected five LMS software are Koha, Libsys, Alice for Windows, NewGenLib and Virtua. It focused on their Web-OPAC attributes and properties. This study describes the five LMS software to find out suitable Web-OPAC attributes by visiting the Web-OPACs of institutions / organizations where using those software. There is a table of comparative statement by putting the attributes and properties on those five software. As result, it found the major attributes which should be integrated in an efficient Web-OPAC.

sers of Institutional Repositories and Digital Libraries are known by their needs for very specific information about one or more subjects. To characterize users profiles and offer them new documents and resources is one of the main challenges of today's libraries. In this paper, a Selective Dissemination of Information service is described, which proposes an Ontology-based Context Aware system for identifying user's context (research subjects, work team, areas of interest). This system enables librarians to broaden users profiles beyond the information that users have introduced by hand (such as institution, age and language). The system requires a context retrieval layer to capture user information and behavior, and an inference engine to support context inference from many information sources (selected documents and users' queries).

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Abstract

Collection development policies have been designed to maintain balance in between traditional and latest
information tools so that a solid information highway can be created. Indian Academic library scenario is
not a different from the counter part of the same rest of the world.
Similarly Open Access concept has considered as blessings in scholar community. Resources available on
open access arena are widely sought after and appreciated by each and every type of scholar world.
Delhi University has been considered as pioneer in not only Indian academic world but also hold powerful
position across the globe. This article is an attempt to present a bird’s eye on Open Access Information
Resources of Delhi University Library System.
1.Introduction.
A well established library is essential for any academic institution. This fact is
supported by the Radhakrishnan Commission report on University Education (1948-
1949) that: “The library is the heart of all University’s work, directly so, as regards its
research work, and indirectly as regards its educational work which derives its life from
research work. Scientific research needs a library as well as its laboratories, while for
humanistic research the library is both library and laboratory in one. To match with
same tune, The Kothari Commission emphasized in its Report on Education and
National Development (1964-66) that: “No university, college or department should be
set up without taking into account its library needs in terms of staff, journals, space, etc.
Nothing Could be more damaging to a growing department than to neglect its library,
the library should be an important centre of attraction on the college or university
campus.” Thus the university library system is established to strive for fulfillment of the
ideas and objectives of the university.
Since the invasion of information technology, methods for distributing longer
strings of text, like journal articles, have been changed. Digitised journals have been

considered as sought after source to get current information and knowledge (Laakso et
al., 2011).
But due to financial crisis, Universities some time fail to procure all possible
available information at the right time and in due course right reader could deprive.
Open Access movement came in rescue of this issue and with the help of
Bethesda, Budapest and Berlin convention, and information provider as well as user can
exchange information in free-flow form.
Since the inception of this concept various definitions have been given for open
access information resources. But widely and simplest statement in this regard is that
Open Access Information Resources are those which are freely available and can use
without any restriction by anyone.

Recent a leading new-channel has proved that Delhi University is ranked No.1 in
almost 45 universities of India. In the light of this news, it has been assumed that Delhi
University Library also matches the same rank. With the help of web survey it has been
tried to find out the nature of information resources which are available on open access
to facilitate the reader and research scholars of this prestigious institution.
Delhi University has a cluster of libraries. In order to serve the whole academic
community, following line of libraries are there to catering the literary need:

3.Objective:
DULS has been considered as treasure house of knowledge in academic world across
the globe. It is necessary to each and every member of the scholar community to know
this treasure of unlimited knowledge storehouse. To keep in mind this objective, the

web survey of DULS has been made so that one can get the a bird’s eye view of Delhi
University library system and open access information resources of this library.
4.Scope:
According to UGC report, there are 659 Universities in India as on (05.02.2014).
National Capital of Delhi hosts 22 Universities are as under:
Delhi University has been positioned on number one across India recently. From this
point of view, library system of this university has been selected for study purpose.
5.Methodology:
The research began with literature review on the Open Access and Academic Libraries.
Then, the Delhi University Library System website has been accessed to get the data
related to the study.
6.Web-Survey:
Delhi University Library System designed and developed by eminent and scholar
community of Delhi University. Since its inception it has been involved in imparting
updated information of its holdings and collection to its clientele using by each and
every possible means. Information technology has enabled them to join hands to give
each and every bit of information to the respective user as and when it happens across

DULS hosts large number of subscribed E-Resources which are displayed in
alphabetical manner on respective website. These resources comprise with Reference
Sources, Bibliographic Sources, Statistical Sources, and Full Text Sources. To access

Open access concept has revolutionised every nook and corner of the knowledge world.
Academic world and so with libraries are also becoming part of this revolution.
In support of Open Access concept Delhi University Library has tried to give every bit
of information to its users. For this, there are two methods adopted by DULS. User can
get the Open Access Information Resources either of the way. Apart of this, DULS has

Conclusion:
The emergence of information and communication technologies has largely effected the
academic world throughout the world. Irrespective of technological advancement,
DULS has regularly keep himself in updating the web-portal so that up-to-the-minute
piece of information could be transmitted to the right user at the right time.
To sum up following suggestions are there:
Absence of updation status is significant imperfection of DULS.
Repetition of information resources records creates bewilderment in reader’s
mind. It could be avoided
Nonappearance some of important open access information resources is also
another noteworthy flaw of DULS, which can easily be rectified.

There is no provision of updation or checking of non-working links of many
resources mentioned in portal. This would hamper the search process.
Regular updation of subject terminology is another filed which need to be take
care of.
In spite of above mentioned modification, DULS has been considered as flag
marcher in knowledge world.
