Navy Personnel Command (NPC) has seen an increase in rejected performance reports since the recent implementation of
documentation changes. According to the NPC Performance Evaluation Division, more than 6,200 reports submitted during August
and September were rejected. A large majority of the rejected reports were caused by commands using old Physical Fitness
Assessment (PFA) codes. The Navy announced changes to PFA documentation for reports with and end date of Aug. 1 or later in
NAVADMIN 193/10. The changes were made to reinforce the requirement for commands to maintain data in the Physical Readiness
Information Maintenance Systems (PRIMS) and to provide selection boards with accurate information regarding a member's PFA
performance. To fix the reports, the original reporting senior can:
. Retype the original report
. Make pen and ink changes on a copy of the report and initial the changes
. White-out or tape over the error and initial the changes
Once corrected, commands need to send the reports to the Performance Evaluation Division (PERS-32).
Reporting seniors must ensure a copy of the corrected report is provided to the Sailor or forwarded to their new command. If a report
was rejected due to a missing member signature and the report is not adverse, the reporting senior can write "Certified copy
provided" in the member signature block.
Congress has extended the deadline to December for veterans to apply for retroactive stop-loss pay. Under the program, troops who
have been stop-lossed since Sept. 11, 2001, or their surviving spouses are eligible for $500 for every month they were kept beyond
their initial separation date. The program was slated to end in October, but now it has been extended to Dec. 3. About 145,000
people are eligible for retroactive stop-loss pay, but the services have had problems finding the veterans. About 59,000 claims have
been paid, according to the Defense Department.

Enlisted Advancement Increments
We’re about to go into the advancement cycle and Sailors want to know when they're being paid. Increments are loaded month to
month. There are two places a Sailor can check to see if they’re within about a month from getting paid. The first is by checking
their profile sheet through the NEAS system. At the bottom of the profile sheet, next to "Status," it will either say "SELECTEE" or
it will say a date "ADV 16 SEP 2010". Note that a Sailor must work for two weeks in the new paygrade before their check will
reflect an increase. In this case they’ll receive the increased pay 1 OCT 10. They can also check BUPERS Online under PSR. There
is a block labeled "Personnel Rate Information." Under this is a box that says "Prospective Rate Date." A Sailor can access their
profile sheet as well.

Reasons for Rejected Performance Evaluations
Overseas Screening
MCPON and the FLTCMs have received many negative reports during their overseas travels regarding poorly executed overseas
screening. At their request, we’ve looked closely at overseas screening. The total number of Overseas Screening Deficiency
Reports (OSDR) was 52 in FY09 and 41 in FY10. When you compare those numbers to a percentage of the population (i.e. members
assigned to the particular geographic area), the rate is below 0.5%. Commander, Navy Personnel Command generates a Personal For
message to the responsible CO for every report received. We cannot fix what gaining commands don't report, per MILPERSMAN
1300-306. So the answer is simple, if you receive a Sailor who was improperly screened for overseas duty, report it.
