Finally, we provide examples from international regulatory practice.

Education is vital and its importance cannot
be over-emphasized. Priority must go to
these three – Water, Health, and Education.

OBSERVATIONS –
POPULATION statistics being used is 2006 National
Census figures – this is 2015, the population ratings
of these States must have changed, insecurity in one
has led to resources in another being overstretched.
States with smaller LANDMASS are at disadvantaged
irrespective of their population size.
A static REVENUE SHARING FORMULA actually puts
developed States at disadvantaged position; taking
into consideration that developed States often
attracts more people.
The responsibility to strengthen EQUALITY should
be the responsibility of State Governments – they are
closer to the people.
