It essentially takes a look at the quality of NBS data releases, timeliness and punctuality, report reusability, release practices, report accessibility, public engagement, and adherence to provisions of The Statistics Act, 2007. The purpose of this review is to provide improvement feedback to the NBS so it can better serve Nigerians, Government and Businesses, as well as improve Nigeria’s ranking in the Open Data Inventory (ODIN) ranking which assesses the coverage and openness of national statistical systems.

This is the third in the series of Public Finance Statistics that is being published by Ekiti State Bureau of Statistics in recent time. The first edition covers year 2011-2014 while the second dwelled on financial activities for years 2015-2016. The focus of the current edition was years 2017-2018. This indicated that there has been unbroken record of the Public Finance Statistics for a period of eight years.
The current edition contains information on budget estimates, total revenue generated by category, internally generated revenue as well as recurrent and capital expenditure including sectoral analysis. The documents also focus particular attention on amount paid as gratuity and pension as well as debt profile (foreign and local loan) of the state for years 2016-2018.

Techniques to optimize the pagerank algorithm usually fall in two categories. One is to try reducing the work per iteration, and the other is to try reducing the number of iterations. These goals are often at odds with one another. Skipping computation on vertices which have already converged has the potential to save iteration time. Skipping in-identical vertices, with the same in-links, helps reduce duplicate computations and thus could help reduce iteration time. Road networks often have chains which can be short-circuited before pagerank computation to improve performance. Final ranks of chain nodes can be easily calculated. This could reduce both the iteration time, and the number of iterations. If a graph has no dangling nodes, pagerank of each strongly connected component can be computed in topological order. This could help reduce the iteration time, no. of iterations, and also enable multi-iteration concurrency in pagerank computation. The combination of all of the above methods is the STICD algorithm. [sticd] For dynamic graphs, unchanged components whose ranks are unaffected can be skipped altogether.
Levelwise PageRank with Loop-Based Dead End Handling Strategy : SHORT REPORT ...Subhajit Sahu
Abstract — Levelwise PageRank is an alternative method of PageRank computation which decomposes the input graph into a directed acyclic block-graph of strongly connected components, and processes them in topological order, one level at a time. This enables calculation for ranks in a distributed fashion without per-iteration communication, unlike the standard method where all vertices are processed in each iteration. It however comes with a precondition of the absence of dead ends in the input graph. Here, the native non-distributed performance of Levelwise PageRank was compared against Monolithic PageRank on a CPU as well as a GPU. To ensure a fair comparison, Monolithic PageRank was also performed on a graph where vertices were split by components. Results indicate that Levelwise PageRank is about as fast as Monolithic PageRank on the CPU, but quite a bit slower on the GPU. Slowdown on the GPU is likely caused by a large submission of small workloads, and expected to be non-issue when the computation is performed on massive graphs.

government delayed its appraisal because data were yet to be released by the NBS. Both the
public and the private sectors depended on the NBS to make business decision as well as
appraise Government’s performance
The institution sustained the tempo and did its best to meet the rising expectations of Nigerians.
No doubt, the year ended for the NBS with several laurels such as Public Service Excellence
Award (BusinessDay Newspapers), Special Institution of the Year (Finance Correspondents
Association), Public Sector Institution of the Year (Lagos Chamber of Commerce & Industry),
Public Sector Star Website Award (Nigeria Internet Registration Association), SERVICOM
Commendation, and the Federal Government’s National Productivity Order of Merit Award.
INTRODUCTION
The beauty in all of this is that Nigerians, Governments, Businesses, etc., can now rely on the
NBS to provide data which hitherto were sought outside Nigeria – this is a huge achievement.
Nevertheless, there is always room for improvement. Hence this review that was initially carried
out in 2017 on NBS Q1 2017 Data Releases. The analysis evaluated data published by the NBS
using The Statistics Act, 2007, the Guidelines for measuring statistical quality, UK and the Code of

From the sample table above, Report scheduled for Jan 16, 2017 were published Jan
13, 2017.
Timeliness: A December 2016 report is due for release in January 2017, therefore
the report is said to be timely. However, Q4 2016 report (Q4 2016 Foreign Trade in
Merchandise) being released in March 2017 cannot be said to be timely.
Punctuality: A report having been released 3 days before the scheduled date, can be
regarded as being punctual. While it is encouraging to publish report on time, a report
that is published ahead of scheduled timeline should be accompanied with a prior
information on the change of time.

For a Quarterly report to be ‘Timely’ it should be released in the first Month of the next Quarter. From
above, 12 Reports had more than one Month lapse considering the Scheduled & the Published Date to
the period which the data referred. For instance, Q1 2017 Capitalization should have been published in
the month of April 2017 but scheduled for May 18, 2017 and eventually published on May 23, 2017.

Accompanying Metadata:
Metadata is a set of data that describes and gives information about other data. (Wikipedia)
Information such as Title, Summary, Overall design, Contributors, etc. give users better
understanding about the report. While Metadata are fairly available for most Reports and could
be extracted from the Methodology section of the report. Indicators need to be defined in Tables
for ease of reference and at the least all reports must contain a “Definition of Terms” section.
As listed in the table below, there are differences between Scheduled Title and Published Title;
this could easily confuse data users. Where titles of reports to be published are going to be
different from what was communicated in the Release Calendar, a proper Change Management
process must be followed to communicate these differences.

All NBS reports are available and accessible on the NBS Website – www.nigerianstat.gov.ng.
With the number of Internet Users and Literacy rate in the country, majority may likely not be
able to access the reports – especially those in the rural areas.
Report Dissemination:
All NBS reports are available on their website and shared by the Statistician-General of the
Federation (SGF) through his handle – @sgyemikale. These reports are equally tweeted &
retweeted through the NBS official handle – @nigerianstat.
As already noted in our “Review of NBS Q1, 2017 Data Releases Report” in 2017, majority of
NBS reports and user engagements on the reports took place through the Statistician-General
handle while the official NBS handle often retweets. The downside of this is the ability of NBS to
continue to delight the public when the current SGF is no longer in office.

22. ASSESSMENT – Release practices
Statistical reports should be released into the public domain in an orderly manner that promotes
public confidence and gives equal access to all, subject to relevant Legislation. - Protocol 2:

“Timeliness and Punctuality” of the Code of Practice for Official Statistics in Nigeria; No. 3 “A date
and time is set for the dissemination of all official statistics. If the deadline is not going to be met,
notification must be given in advance together with the relevant explanation and an indication of a
new date for publication”.
NBS data releases for 2017 was governed by the Data Release Calendar, however there were
no set time or day of the week for releases. See below analysis showing days of the week when
reports were published in 2017.

week and at any time of the day, it is important to
also publish reports when there is likely to be

From this table, Reports were published on
Saturday and Sunday. There is likelihood that
these data may not get the most engagement
they deserve as most people may not be online or
aware due to Religious activities on Sunday and
Sporting activities on Saturday.
As observed, the most downloaded reports were
uploaded on Tuesday (27,591), Wednesday
(19,515), and Monday (12,726).
23. ASSESSMENT – Release practices
Release practices
INDICATOR RATING
Changes to published calendar should be communicated to the public for the purpose of
awareness and possible update to offline calendars. In addition, whenever it is impossible to
release reports as planned due to operational or data availability challenge, communicating with
the public on possible tentative dates will further strengthen public trust and engagement.
For maximum user engagement, it is therefore recommended that reports be shared mostly
during the week and at a preannounced time of the day, most especially between Tuesdays and
Thursdays.

While NBS currently publishes a yearly calendar of data to be
released, the agency should also publish all data producing
agencies. In addition, it should publish its data release policy.

NBS should create and follow a change management process to
make changes to its published calendar, such that changes
(inclusion & exclusion of reports) made to the calendar are
communicated to the public.

Quarterly reports should be published the first month of the next

As much as it depends on the NBS, it should ensure reports are

- A Revision Policy or those outputs that are subject to scheduled
revisions is published together with a statement explaining the
nature and extent of revisions. – (Principle 7, 7.9).
- A date and time is set for the dissemination of all official statistics.
If the deadline is not going to be met, notification must be given in
advance together with the relevant explanation and an indication
of a new date for publication. – (Principle 15, 15.3).
- Reports are released at a standard time (e.g. 10:00am) on a
weekday, to maintain consistency and to permit time for users to
understand and respond to the information during normal working
hours.

Governments should increase the ability of the Federal School of
Statistics to focus more on the production of Statisticians and fully
explore the provision in The Statistics Act, 2007which says: “award
professional and postgraduate diplomas in Statistics and related
courses in affiliation with an existing university;”
