The National Bureau of Statistics (NBS) released 48 reports in Q1 2017 relating to various sectors like agriculture, consumer price index, finance, trade, education, energy, crime, transport and petroleum. However, the NBS Act requires them to publish a code of practice and data release policy which are not publicly available. While most reports were released on time according to the data calendar, the calendar itself was modified without notice of the changes. Timeliness of releases was generally good but some reports lacked punctuality.
This review, like the previous, does not evaluate the technicality or correctness of NBS data and accompanied Methodology. It essentially takes a look at the quality of NBS data releases, timeliness and punctuality, report reusability, release practices, report accessibility, public engagement, and adherence to provisions of The Statistics Act, 2007. Peru offers strong macroeconomic credentials for investment including rapid GDP growth averaging over 4% annually in recent years, low inflation, stable exchange rates, and healthy levels of foreign investment and international reserves. The country provides a strong framework for foreign investment through non-discriminatory treatment of foreign investors, legal stability agreements, and a steady tax regime that is competitive regionally. Peru also pursues trade integration policies and open access to markets that further support investment opportunities across attractive sectors of the economy such as mining, hydrocarbons, and infrastructure.
National statistical systems are being called upon to enhance their contribution to fill data gaps and produce consistent statistics to describe issues related to sustainable development and disaster risk reduction. This will involve statistical domains like the environment, the economy, and society. Guidelines and standardization across frameworks like the SDGs and Sendai Framework are needed. National statistical offices have an important role to play in areas like collecting disaster-related data, providing technical assistance, and publishing statistics on extreme events and disasters to support monitoring of international agreements. For countries to make progress, statistical capacity must be strengthened through collaboration across data producers and alignment with official statistics.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

2. The National Bureau of Statistics (NBS) is Nigeria’s National Office
of Statistics. Over the past 4 years, the Agency has had
tremendous impact on the use of data for planning and decision
making in Nigeria.
The NBS is one of government Agencies the Nigerian people
really have high regard for, especially that they have become
very reliable in publishing of data and engaging with the public
under the leadership of the current Statistician-General of the
Federation, Dr. Yemi Kale.
While the NBS is doing its best, this presentation, for the main
purpose of providing improvement feedback, analyses NBS data
releases for January to March 2017 (Q1 2017) based on its “Data
Release Calendar” published on the NBS website.
The published reports are evaluated based on the NBS Act 2007

10. FrameworkAssessment
According to the NBS Act (2007), these two documents (Code of
Practice and Data release policy) should be publicly available,
however the documents are not. The implication of this is that NBS
cannot be assessed based on its own standards and may be
subjected to other measures.
The NBS has a Data Release Calendar, which details all releases for the
year. However, modifications made to the Calendar were not
announced before or after. For instance, On January 6, 2017 the
Calendar was assessed and found to contain 164 report schedules,
when assessed again on March 14, 2017, it was found to contain 202
reports. As at March 17, 2017; the Calendar now contains 203 report
schedules.

While the most downloaded Report is JAMB Applications & Admissions statistics
(approx. 149 reports/day), the Consumer Price Index and Inflation Report (Feb,
2017) has the highest download ration of 308 reports/day.
The FAAC February 2017 Disbursement has a download ratio of 282 reports/day
following the use of humor in communicating the report. This shows that
communication plays a very critical role in the use & understanding of data.
The three least downloaded reports are the December 2016 editions of the
Petroleum Product reports: Automotive Gas Oil (Diesel) Price Watch (3.32), National
Household Kerosene Price Watch (3.06), and Premium Motor Spirit (Petrol) Price
Watch (2.87).

The NBS reports are disseminated officially through their

INDICATOR RATING
The Statistician-General has done the most engagement in terms of
dissemination and providing clarity on NBS Reports. More reports were posted
from his handle compared to the official handle. The question is: “WHAT
HAPPENS IN THE NEXT 5YRS IF A NOT TOO SOCIAL MEDIA SAVVY CEO TAKES
OVER?” The culture of public engagement need to be entrenched in the
institution for the sake of continuity of the current goodwill the NBS is enjoying
and the confidence it has restored in official statistics.
18. Release practicesAssessment
Statistical reports should be released into the public domain in an
orderly manner that promotes public confidence and gives equal
access to all, subject to relevant Legislation. - Protocol 2: Release

The NBS data releases are governed by the Data Release Calendar,
however there are no set time or day of the week for releases. There is
need to establish a standard time and possibly a weekdays’ data
release process for more engagement and productive feedback.

20. Recommendation
In addition to other recommendations;
NBS should develop and disseminate its Code of Practice and Data Release Policy.
Governments (Federal & State) must demonstrate their commitment to
development by substantially improve budgetary allocations to all Ministries,
Departments and Agencies (MDA) involved in data production for the National
Statistics Office.
Equally, governments should increase the ability of the Federal School of Statistics to
focus more on the production of Statisticians.
Establish a quarterly electronic survey for User feedback in terms of data relevance
and future data needs.
NBS should publish its reports in non-proprietary formats that is reusable by users.
The NBS to institutionalize the practice of engaging Users on its social media
platforms and communication of reports in more understandable formats.
Synchronize report names on the release calendar with actual releases.
NBS to embark on officeshows with other Agencies of Government in creating
awareness on the importance of data and make a case for MDA to equally budget
for research and production of statistics.
Q1 reports are majorly Social and Economic reports, expand the scope of reporting
to cover Environmental issues. This is crucial in achieving the Sustainable
Development Goals (which covers Social, Economic and Environmental
Developments).
Collaborate with State Statistics Offices for spread of reporting, especially showing
more of each State’s context in National Statistics.
