Come si vota nei Comuni superiori ai 15.000 abitanti:
Nei Comuni con più di 15.000 abitanti si vota sempre con una sola scheda, sulla quale saranno già riportati i nominativi dei candidati alla carica di Sindaco e, a fianco di ciascuno, il simbolo o i simboli delle liste che lo appoggiano.
Il cittadino può esprimere il proprio voto in tre modi diversi:
1. tracciando un segno solo sul simbolo di una lista, assegnando in tal modo la propria preferenza alla lista contrassegnata e al candidato Sindaco da quest'ultima appoggiato;
2. tracciando un segno sul simbolo di una lista, eventualmente indicando anche la preferenza per uno dei candidati alla carica di Consigliere appartenenti alla stessa lista, e tracciando contestualmente un segno sul nome di un candidato Sindaco non collegato alla lista votata: così facendo si ottiene il cosiddetto "voto disgiunto";
3. tracciando un segno solo sul nome del Sindaco, votando così solo per il candidato Sindaco e non per la lista o le liste a quest'ultimo collegate.
Nei Comuni con più di 15.000 ab. è eletto Sindaco al primo turno il candidato che ottiene la maggioranza assoluta dei voti validi (almeno il 50% più uno).
Qualora nessun candidato raggiunga tale soglia si tornerà a votare la seconda domenica successiva per scegliere tra i due candidati che al primo turno hanno ottenuto il maggior numero di voti (ballottaggio).
In caso di parità di voti al primo turno, verrà ammesso al ballottaggio il candidato alla lista più votata (maggiore cifra elettorale) e, in caso di ulteriore parità, verrà ammesso il più anziano di età (gli stessi criteri saranno usati in caso di parità nel ballottaggio).
Al secondo turno viene eletto Sindaco il candidato che ottiene il maggior numero di voti.
Per stabilire la composizione del Consiglio si tiene conto dei risultati elettorali del primo turno e degli eventuali ulteriori collegamenti nel secondo. In pratica, se la lista o l'insieme delle liste collegate al candidato eletto Sindaco nel primo o nel secondo turno non hanno conseguito almeno il 60% dei seggi ma hanno ottenuto nel primo turno almeno il 40% dei voti, otterranno automaticamente il 60% dei seggi.
I seggi restanti saranno divisi tra le altre liste proporzionalmente alle preferenze ottenute.
