NOCCi Balasore Infrastructure Company is a Special Purpose Vehicle established to implement various industrial infrastructure projects in Balasore, Odisha with support from the Government of India and Government of Odisha. The company is developing an International Expo Centre, Executive Hostel, Auditorium, Art and Craft Exhibition Centre, Trade Tower, Tool and Training Room, Skills Development Academy, Railway Siding, Water Pipeline, Power Infrastructure, Roads, and an Integrated Logistics Hub. Several of the project components, including the Truck Parking Hub, Warehouse, Business Facilitation Centre, Bypass Road, and Power Infrastructure, are already operational. The Railway Siding and external water supply projects are currently underway

NOCCi Balasore Infrastructure Company is a Special Purpose Vehicle
(SPV) promoted by the North Orissa Chamber of Commerce & Industry
(NOCCi) for implementation of various project components at Balasore under
Industrial Infrastructure Up-gradation Scheme (IIUS) with support of Govt. of
India & Govt. of Orissa.
NOCCi Balasore Infrastructure Company is incorporated under section 25 of
the Companies Act 1956 (No. 1 of 1956) (not for profit company). The list of

19. Issue Status
Engineering
Scale Plan (ESP)
Approval of ESP for the railway siding from GM South Eastern
Railway is pending. The matter was already discussed in PMG
several times but the matter is moving very slow.
Cost Sharing on
Signaling &
Telecommunica
tion.
The total cost of S &T (Signalling & Telecom) up-gradation work from
Balasore railway station till Somnathpur has been loaded on this
project alone, while there are already 3 other existing users
(CONCOR, Indian Oil and SER itself),thereby increasing the project
cost by Rs. 6 crores. The cost should justifiably. be shared by all the
users and not just this particular project. In view of this, the project
promoter is unable to award the contract till SER agrees to instruct
others to also contribute to the project cost. The matter is pending
with SER.
