The presentation considers the various forms and functions of Higher Education, and focuses in particular on the professional element - i.e. cooperation with employers, and preparation of students for the world of work.
It then considers measures by which this professional element can be quality-checked and controlled, using new quality assurance methodologies developed by the HAPHE and PHExcel projects.
The presentation was delivered to the University of Primorška in Koper, on 4th June 2015.
The presentation describes the results of an EU project on Harmonising Approaches to Professional Higher Education in Europe (HAPHE - http://haphe.eurashe.eu).

Thomas Estermann, Director for Governance, Funding and Public Policy Development at the European University Association tackles the issue of universities’ efficiency and their value for society in a broader European context. The presentation shows the most recent trends in public funding of universities across Europe, including the release of the 2016 Public Funding Observatory, and explore the links between public budgets for universities, efficiency measures and funding modalities.

A comparative study on cost-sharing in higher education – Using the case stud...Dominic Orr
As an example of a study, which aims to support the use of evidence-based policy in decision-making, the paper will present a study on cost-sharing, which was commissioned by the European Union. The study had the task of reviewing the impact study on changes to the balance of higher education costs between public grants and private revenues through case-study research (Orr, Wespel, & Usher, 2014a, 2014b). The purpose of the study was to provide a basis for open discussions on reforms to higher education funding and their consequences.
Thomas Estermann, Director for Governance, Funding and Public Policy Development at the European University Association presents an overview of its membership consultation on the topic, highlighting the challenges and opportunities for the next Horizon 2020 and Erasmus+ programmes' phase in the wider context of EU budget constraints and pressures.
The report “EUA member consultation: A contribution to the Erasmus+ mid-term review” showcases the responses of more than 200 higher education institutions from 36 countries that participated in a survey on the Erasmus+ programme.
In 2015 the OECD launched a study on work-based learning in vocational education and training that aims to deliver policy messages about how to use work-based learning to achieve better economic and social outcomes.

Despite the shift to student-centred learning and developments and opportunities in technology-enhanced education, the majority of European HEI has made little progress in adapting course offers accordingly.

responses and impacts.

Uncertainty on funding and government policy implications is further exacerbated by reducing student numbers which together are putting both fnancial and operational pressure on institutions. At best, these changes will require a shift in management skills and adjustment in operations but could result in some institutions being no longer viable. Excellent read.
