3. THE DANISH VET
SYSTEM
Approximately 110 initial secondary VET programmes gathered in
12 vocational clusters
Dual system
- Alternating periods at school and at a workplace
- In order to complete the main course, the student must have a
training agreement with an approved company which offers
training
Tripartite governance
- The Danish Parliament (Folketing) responsible for the overall
regulatory framework (management, structure, objectives of the
programmes, institutions’ tasks and development
- Trade Committees set up by the Social Partners lay down
the detailed content of the education and training
programmes within the general framework
4. AN ANTICIPATION
INITIATIVE
The Central Analysis and Forecast Programme for
VET
- Initiated by the Danish Government in 2009
- Managed by the Ministry for Children and Education
- DKK 10 million (EUR 1.33 million) set aside for foresight in
VET 2010 - 2013
- For each of the years 2013, tenders for foresight studies
with relevance for VET are published
- In addition, international foresight studies with relevance
for Danish VET is identified

8. LESSONS LEARNT
VET response to technologic and managerial trends within
sectors is aided by the system – positive feed-back to
newsletters about topics such as consequences of
nanotechnology for sectors
BUT
The messages concerning generic technologies or skill
needs of emerging sectors are less well received by the
social partners. Entrenched positions appear to play a role
SO
Needs to be supplemented with initiatives independent of
social partner interests to capture “new skills for new jobs”
