In order to achieve the aim of this study; attributed quality management factors like maintenance, accessibility, availability, safety, customer satisfaction and price were investigated. To this end, the Lagos Danfo drivers were chosen as the body of study. For a purposeful study to be conducted, some relevant books and research by many authors were reviewed. Research questions were formulated to avoid any form of deviation from the main purpose of the topic. The use of questionnaires was employed to gather the information needed from the respondents. This information was then analysed using Spearman’s correlation to determine the type of association between the hypotheses.
The study revealed that the application of quality management to the Nigerian mass transport industry would indefinitely boost their profitability.

My recommendation
• It is important to believe in the leadership, education and training policy makers and senior professionals that the development and distribution of training curricula, TTLM and reference books will greatly enhance the skills, knowledge and attitudes of trainees.
• Therefore, although we have decided to work at our branch office with these evaluation criteria, However, we have excluded it from the review due to the fact that the standard of the book is not included in the comparison format. Therefore, I think this practice should be considered as it has a negative impact on the quality of education and training.
• Although there is no one who encourages us to implement our system in a research-based manner, I have tried to present such problems in the slightest, by resisting the pressures that make it work. Therefore, instead of working on research projects with stakeholders only, the research work done by the staff should be designed to encourage them.
• A standardized workshop manual will be developed for training; the main training manual will be provided with books and reference books that can help with the curriculum.
• Therefore, at the institutional level, textbook evaluation and evaluation at TTLM and reference books should be included in the evaluation criteria in the future as the training institutions will be the main beneficiaries.
• At the institutional level, it is appropriate to encourage and reward the supply of textbooks at the institutional level, and it is important to believe that the result will increase the quality of training and save generations.
• Recognizing that the main culprits are those whose professionalism and political affiliation are at stake; It is important to identify these components and deploy them to their appropriate functions.
• Therefore, I say that these unskilled leaders, policymakers and senior professionals should be assigned to the right job.

Ethiopia, by emphasizing on sustainable development for the country, is nowadays
supporting one of the government policy component, SIP (School improvement to
strengthen school planning) for improved teaching and learning conditions and
outcomes, and to fund the quality improvement plans through world vision grant
(GQUIP 2013).

work of the institute. Study for How Much is a good automotive workshop worth
for teaching and learning process? This provided a blueprint for developing the full
scale research. It has been a great privilege to visit the three selected TVET, two
polytechnic colleges, and two polytechnic college TVET institutes workshop
selected due to large size. Almost all engineers in Gulele Sub-City house and
construction office workers have given their time generously and displayed great
patience in completed the architect of the automotive building. Not only did they
validate the findings but they also helped determine the way ahead after the
research itself was completed. Thanks are also go to my friend Abera due to the

research methodology; he has helped shape the final report, providing a wealth of

The different between developed and developing nations/countries is the level of
their concern on producing human capital development through education.
However, there is a high interest in most of the developing nations, including
Ethiopia, to give in to the call for immediate action and concern in this regard.
Due to this fact the government of Ethiopia has established a new educational
reform so as to meet the challenges of education for enhancing sustainable
development by producing skilled man-power that can go in line with the world of
work or that can fill the gap of emerging current market demand of the country.

Among these educational reforms the TVET reform is one of the efforts done to
sustain development by means of amending the TVET policy and strategy to be
“Outcome Based” and “Demand driven”.
Other development partners like none governmental organization (NGOs) involved
in varies developmental activities are playing a pivotal role enhancing the quality
of education in the TVET sector. So as to strengthen the relation between south
Korea and Ethiopia and make their historical relation, tight and sustainable, they
gave due considerations on the issue “If you give a man a fish you feed him a day”,
but if you teach him how to fish you feed him forever” South Korean government
through world vision Korea to Ethiopia, by emphasizing on sustainable
development for the country, is nowadays supporting one of the government policy
component, SIP (School improvement to strengthen school planning) for improved
teaching and learning conditions and outcomes, and to fund the quality
improvement plans through world vision grant (GQUIP 2013). So far it has
provided the grant opportunity for Shiro Meda TVET institute.
In order to achieve these, the government of Ethiopia in its GTP II gives due
emphasis for the expansion of TVET institutes in the country to take a paramount
role for the implementation of the reform and supporting TVET system for the
coming five years.
The target area of their expansion work is Shiro Meda Technical Vocational
Education and Training (TVET) institution. The project donor has agreed to
expand the TVET institution. The special donation is from South Korea, the
specific name of the place is called, “Chungbuk” which is located in central part of
South Korea. Starting from their support until now they have been spent 42 million
dollars for junior to high school and our TVET Shiro Meda.

South Korean government through world vision Korea donation to
Ethiopia education and training sector, by emphasizing on sustainable
development for the country, is nowadays supporting one of the
government policy component, SIP (School improvement to strengthen
school planning) for improved teaching, training and learning
conditions and outcomes, and to fund the quality improvement plans

through world vision grant (GQUIP 2013). So far it has provided the
grant opportunity for Shiro Meda TVET institute. Government funding
budget alone could not sufficient to support for the implementation of
all activities particularly the nature of TVET are expensive.
The target area of their expansion work is Shiro Meda Technical
Vocational Education and Training (TVET) institution. The project
donor has agreed to expand the TVET institution. The special donation
is from South Korea, the specific name of the place is called,
“Chungbuk” which is located in central part of South Korea. Starting
from their support until now they have been spent 42 million dollars
for junior to high school, including our TVET Shiro Meda and Entoto
TVET Polytechnic College.
The project has been implemented in three phases:
1. The first phase completed with G+1 in 2012,
2. The second one also ended with G+4 building this project
finished and launch service September 2014.
3. The third phases construction of B+G (basement plus
ground) was started work in September 2015. The newly
inaugurated March 2017) building it built for the purpose of
opening automotive department.

After identifying the problems of Shiro Meda TVET expansion work
(programme) launched building before 2012 by world vision Korea.
The last phase project building completed. This article focused on
particularly last phase project B+G monitoring and evaluation
supported by progress and problems photographic representation both
vivid written expression and synopsis of theoretical part of monitoring
and evaluation. Indeed to some extent this monitoring and evaluation
work prepared to evaluate the entire activity of the programme because
of there was no audit report.
1.1. Rational to the Monitoring and Evaluation of
the Project

Initially Gulele Sub-City TVET Office Institutional Quality Audit
Expert the final result report to the office, TVET institute and World
Vision Ethiopia. Several activity done to obtain the grant if we miss
this opportunity it had been transfer to other sub-city Institutional
Quality Audit Expert worked on it enthusiastically obtain it. After
obtaining the grant the office assigned other expert institutional
capacity building expert for supervision purpose. Due to this reason
Quality Audit Expert were not monitor the activity of the project
instead external assessment. Therefore, after completing the B+G
automotive building project the Sub City Quality Auditor reviewed the
entire activity automotive department building.
Before started B+G automotive building the task force evaluated the
design of three TVET colleges for pretest assessment purpose of
selected best workshop and benchmark only one best workshop from
the three. The assigned task force appraised namely Entoto, Tegbared,
and General Wingate TVET Colleges automotive workshops. Due to

proximity of Entoto TVET Polytechnic College G+1 building auto
workshop the task force, the institute was visited persistently. After
thorough investigation, the task force found out enormous problems
we couldn’t got the design of the building after long search in the
College archive. Lastly we found unfulfilled initial draft in the College
finance office. To mention some of the core problems:- the automotive
workshops visited were not built in a modern manner, the automotive
department had a space capacity of occupying only one car at a time
as other rooms have not served other cars because of unplanned space
of the workshop, it is impossible to use the forklift as the roofs are low
in the overhead to move cars from one place to place, no ventilation in
the work shop, even when the institute want change in to class room
they couldn’t change the workshop in to class room because it built in
the forms of castle no light transfer to the building.
During visit, the researcher identified and realized inappropriate to
Shiro Meda TVET institute. As the task force understand automotive
department were defect on design and other it indicate the purpose of
automotive training. Among these are: there is no design two G+1
building, room for tools (mini-store) for the immediate use of training
in the workshop of the newly built tow G+1. At that time the building
ware empty. The task force concluded that the buildings which are
deliberately made for automotive department workshops have not
enough space for practical teaching and learning processes rather than

computer building. The new buildings accommodate not more than
one car including heavy machinery like fork-lift for holding the car
repair and car wash. Although both Entoto and Tegbared automotive
departments workshop had in the old building different shops like, car
fork-lifts, enough space for storage of tools practical rooms, electric,
painting and decorating workshops were available, these are not quite
enough for practical activities in the department the workshop
accommodate many car in on workshop. Due to this fact we were
selected and benchmark these type of modern and large automotive
departments’ workshops all in should include in the workshop training
category of automotive servicing, vehicle inspection, road transport
heavy vehicle/equipment, road transport traffic and safety, marine
engine servicing, marine engine drive and deck operation and aircraft
maintenance management as TVET curriculum. It is hard to fulfill all
the above department. In our project for new TVET institution
automotive department intended fulfilled at least include automotive
technology, automotive engine and electrical (EE/EC) servicing, auto
painting and car body repair.
This article focused on particularly last phase project B+G monitoring

World Vision Korea programme have been three phase the first
phase project G+1 building was started (2009) and completed
2012the building consisted of the three classrooms, two workshops
and three office rooms, two workshops and two office rooms had

building with five workshops, nine classrooms, library, meeting

phase of the project. The aim of the building expansion
empowering first Shiro Meda area people in general Addis Ababa
in particular i.e. the youth, adult special needs person.

3 B+G Automotive Department in Shiro Meda TVET
Institute
3.1 Comparison of Planned Versus Actual Events,
Administrative Review and Financial
Review/Expenditure.

and training sector which determine the future of growth and
development of the country.
It is known that with South Korea our relationship bonded with blood, it

These donors should be donated to the intended purposes. But it's harder
to stay silent when it's gone. These donors are more likely to be silent
while looking at the dollar for spending.
Before the construction began, designing design, specification, and
standardization were needed only two (2) months ago when my
assignment was approved by the sub city TVET office.
They were delayed because they had a lot of work to do and the
bureaucracy and the red tap had to cope. World Vision project did not

work on according to scheduled assigned expert was not effective. The
warden assigned to World Vision project was not effective. Therefore, I
was assigned a timely appointment of the former head of the sub-city
TVET office head.
As a result, I have gained a reputation for my work. I have gained
knowledge for my assignment. Then I was appointed to the office of the
former sub city TVET office head to get the building project done, so I
went to a meeting to watch it and noticed that the participants had
explained to me what they were and who they were.
Then I was appointed to the office of the former TVET office head to
start the project, and I attended the meeting to help prepare for the start-
up, and I learned more from the participants as they explained to us that
the participants were present.
During the meeting, the director of World Vision stated that the project
automotive department, which was to be built by the World Vision
South Korea, was planned to be completed this year, but has not yet
been approved.
As a result, the proposed project will not be reimbursed. By the end of
this two-month period, if the building project is not started, the proposed
budget will be refunded to a payer and you will not be able to get it back
again.

This sub city TVET office will not be able to get it back the budget; it
will transfer to another sub-city if you do not finish it. Since world
vision engineer job was laid, the head made a frustrating plan that she
would be empty of her job.
At that time, both the leader and I had done the job, and we offered
world vision head an expedition to save the budget and W.V. engineer.
So I received a letter confirming the distance to the bureaucracy and the
displacement of the red tape and the inappropriate disclosure of the case,
starting on August 25, 2006 EC. and finally approving the submission to
another sub-city was in vain . As a result, the engineer was saved and
stays on her job, and the building project work started.
When the work started, an unexpected problem arose because the sub
city engineers were all employed by them eviction of nine engineers,
who were responsible for standers, specification and design.
At that time, the problem was solved by the disbandment of the
engineers by sub city house and construction office head. Occasionally,
it was assumed that the plan was to be handled immediately and that the
budget should be postponed and that we would work together to
cooperate.

However, their dismissals have left most of the jobs being terminated. I
am also the witness of their manager, the Construction Housing Office
head. He did not agree with what I told him at the time by explaining the

dismissed. Such a problem came after the complaint appeal, and the
court sentenced them to return to work. But most of they started project
work affect.
After finishing this difficult task, World vision gave a bid to the
Contractor for the proposed project building construction of B+G
automotive department. After the constructer has been received the
project, he has been adjusted as a result of he were not work according
to the specification as supervise and recommendation. Later, the
contractor sent me a phone call by phone to find out me were a lot of
attempts to contact with me I insist him never to meet with me instead
you can communicate with the head if he want something he had to
work for.
For the time being, the institutional capacity building expert of the
institution was monitored, evaluation, and supervised by the newly

Definition of Monitoring and Evaluation
Monitoring refers to systematic and continuous process of
assessing the progress of a project/program over a certain period
of time.
It is the continuous assessment both of the functioning of the
project activities and attainmentof outputs in the context of
implementation schedules and use of project inputs.

and impact (both intentional and unintentional) of a
