2. Prepare excitation table for flip-flops from TT.
3. Prepare excitation table for circuit.
4. Obtained simplified equation using k map.
5. Draw a logic diagram.

Number of flip-flops depends on bit used for counter.
2bit counter = 2 flip –flops
3bit counter = 3 flip –flops
4bit counter = 4 flip –flops
Hence,
N-bit counter = N- flip –flops
