NTUC Income faced problems with its outdated mainframe system including frequent breakdowns, slow processes, and risk of losing data. It modernized by implementing a new digital system from eBao Technology comprising policy administration, sales management, and supplementary resources subsystems. The new system provided benefits like faster information sharing, online customer support, and halved processing times. NTUC Income replaced its entire IT infrastructure and is now well prepared for the future with robust and scalable systems to avoid repeating prior problems.
Ethical And Social Issues in MIS - Management Information SystemFaHaD .H. NooR
Information ethics has been defined as "the branch of ethics that focuses on the relationship between the creation, organization, dissemination, and use of information, and the ethical standards and moral codes governing human conduct in society".[1] The term information ethics was first coined by Robert Hauptman and used in the book Ethical challenges in librarianship. It examines the morality that comes from information as a resource, a product, or as a target.[2] It provides a critical framework for considering moral issues concerning informational privacy, moral agency (e.g. whether artificial agents may be moral), new environmental issues (especially how agents should behave in the infosphere), problems arising from the life-cycle (creation, collection, recording, distribution, processing, etc.) of information (especially ownership and copyright, digital divide, and digital rights). It is very vital to understand that librarians, archivists, information professionals among others, really understand the importance of knowing how to disseminate proper information as well as being responsible with their actions when addressing information.[3]
Information ethics has evolved to relate to a range of fields such as computer ethics,[4] medical ethics, journalism[5] and the philosophy of information.
Dilemmas regarding the life of information are becoming increasingly important in a society that is defined as "the information society". The explosion of so much technology has brought information ethics to a forefront in ethical considerations. Information transmission and literacy are essential concerns in establishing an ethical foundation that promotes fair, equitable, and responsible practices. Information ethics broadly examines issues related to ownership, access, privacy, security, and community. It is also concerned with relational issues such as "the relationship between information and the good of society, the relationship between information providers and the consumers of information".[6]
Information technology affects common issues such as copyright protection, intellectual freedom, accountability, privacy, and security. Many of these issues are difficult or impossible to resolve due to fundamental tensions between Western moral philosophies (based on rules, democracy, individual rights, and personal freedoms) and the traditional Eastern cultures (based on relationships, hierarchy, collective responsibilities, and social harmony).[7] The multi-faceted dispute between Google and the government of the People's Republic of China reflects some of these fundamental tensions.

A management information system (MIS) is a computerized database of financial information organized and programmed in such a way that it produces regular reports on operations for every level of management in a company. It is usually also possible to obtain special reports from the system easily. The main purpose of the MIS is to give managers feedback about their own performance; top management can monitor the company as a whole. Information displayed by the MIS typically shows "actual" data over against "planned" results and results from a year before; thus it measures progress against goals. The MIS receives data from company units and functions. Some of the data are collected automatically from computer-linked check-out counters; others are keyed in at periodic intervals. Routine reports are preprogrammed and run at intervals or on demand while others are obtained using built-in query languages; display functions built into the system are used by managers to check on status at desk-side computers connected to the MIS by networks. Many sophisticated systems also monitor and display the performance of the company's stock.

Modernization of NTUC Income
CASE STUDY
N
TUC Income (“Income”), one of
Singapore’s largest insurers, has over 1.8
million policy holders with total assets of
S$21.3 billion. The insurer employs about
3,400 insurance advisors and 1,200 office staff, with
the majority located across an eight-branch network.
On June 1, 2003, Income succeeded in the migra-
tion of its legacy insurance systems to a digital web-
based system. The Herculean task required not only
the upgrading of hardware and applications, it also
required Income to streamline its decade-old busi-
ness processes and IT practices.
Until a few years ago, Income’s insurance pro-
cesses were very tedious and paper-based. The entire
insurance process started with customers meeting
an agent, filling in forms and submitting documents.
The agent would then submit the forms at branches,
from where they were sent by couriers to the Office
Services department. The collection schedule could
introduce delays of two to three days. Office Services
would log documents, sort them, and then send
them to departments for underwriting. Proposals
were allocated to underwriting staff, mostly at
random. Accepted proposals were sent for print-
ing at the Computer Services department and then
redistributed. For storage, all original documents
were packed and sent to warehouses where, over
two to three days, a total of seven staff would log and
store the documents. In all, paper policies compris-
ing 45 million documents were stored in over 16,000
cartons at three warehouses. Whenever a document
needed to be retrieved, it would take about two days
to locate and ship it by courier. Refiling would again
take about two days.
In 2002, despite periodic investments to upgrade
the HP 3000 mainframe that hosted the core insur-
ance applications as well as the accounting and
management information systems, it still frequently
broke down. When a system breakdown did occur,
work had to be stopped while data was restored.
Additionally, the HP 3000 backup system could only
restore the data to the version from the previous day.
This meant that backups had to be performed at the
end of every day in a costly and tedious process, or
the company would risk losing important data. In
one of the hardware crashes, it took several months
to recover the lost data. In all, the HP 3000 system
experienced a total of three major hardware failures,
resulting in a total of six days of complete downtime.
That was not enough. The COBOL programs that
were developed in the early 1980s and maintained by
Income’s in-house IT team also broke multiple times,
halted the systems, and caused temporary interrup-
tions. In addition, the IT team found developing new
products in COBOL to be quite cumbersome and the
time taken to launch new products ranged from a
few weeks to months.

2.2. Case Study #2: DTGOV
DTGOV is a public company that was created in the early 1980s by the Ministry of Social Security. The decentralization of the ministry’s IT operations to a public company under private law gave DTGOV an autonomous management structure with significant flexibility to govern and evolve its IT enterprise.
At the time of its creation, DTGOV had approximately 1,000 employees, operational branches in 60 localities nation-wide, and operated two mainframe-based data centres. Over time, DTGOV has expanded to more than 3,000 employees and branch offices in more than 300 localities, with three data centres running both mainframe and low-level platform environments. Its main services are related to processing social security benefits across the country.
DTGOV has enlarged its customer portfolio in the last two decades. It now serves other public-sector organizations and provides basic IT infrastructure and services, such as server hosting and server collocation. Some of its customers have also outsourced the operation, maintenance, and development of applications to DTGOV.
DTGOV has sizable customer contracts that encompass various IT resources and services. However, these contracts, services, and associated service levels are not standardized—negotiated service provisioning conditions are typically customized for each customer individually. DTGOV’s operations are resultantly becoming increasingly complex and difficult to manage, which has led to inefficiencies and inflated costs.
The DTGOV board realized, some time ago, that the overall company structure could be improved by standardizing its services portfolio, which implies the reengineering of both IT operational and management models. This process has started with the standardization of the hardware platform through the creation of a clearly defined technological lifecycle, a consolidated procurement policy, and the establishment of new acquisition practices.
Technical Infrastructure and Environment
DTGOV operates three data centres: one is exclusively dedicated to low-level platform servers while the other two have both mainframe and low-level platforms. The mainframe systems are reserved for the Ministry of Social Security and therefore not available for outsourcing.
The data centre infrastructure occupies approximately 20,000 square feet of computer room space and hosts more than 100,000 servers with different hardware configurations. The total storage capacity is approximately 10,000 terabytes. DTGOV’s network has redundant high-speed data links connecting the data centres in a full mesh topology. Their Internet connectivity is considered to be provider-independent since their network interconnects all of the major national telecom carriers.
Server consolidation and virtualization projects have been in place for five years, considerably decreasing the diversity of hardware platforms. As a result, systematic tracking of the investments and operational costs related to th.
