The NACA successfully built a world-leading aeronautics industry in the US in the early 20th century by partnering with government agencies and industry, conducting broad research, and openly publishing results without picking specific winners. The document argues NASA could adopt this approach of building an entire commercial space industry through partnerships and by addressing priority technical needs, rather than centrally-planning programs to pick winners. This may help achieve the Obama Administration's goal of stimulating commercial spaceflight where previous large, centrally-planned programs have failed.
