Microsoft Licensing Key Terms – What is Available Today

On-Premises vs. Cloud
Advantages
• One-time expense
• No ongoing costs to have to fund
• Microsoft Software Assurance allows upgrades for two
years
On-Premises
Disadvantages
• One-time expense
• Need to upgrade in 3 to 5 years, with limited support and
functionality being prioritized in on-premises software
• You’re responsible for making sure your systems stay
patched and secure
Advantages
• Costs are spread out over time
• Software updates and feature updates happen automatically
• Turn licenses on and off as needed
• No server hardware or software maintenance expenses
• Access your applications and files from anywhere!
• More robust security for all your stuff
Cloud
Disadvantages
• Costs are spread out over time
• May need to retrain staff on applications and workflows

• May be dependent on internet connection

Changes for Organizations Effective January 4, 2022
Changes to On-Premises Microsoft Donation Products Request Process
• Organizations will have to first create a Microsoft account and be validated for charity
offers at the Microsoft Nonprofit Portal.
• Administrators of the account will also have to provide consent for TechSoup to be
their provider.
New Process to Download On-Premises Microsoft Products
• Access and download products through the Microsoft 365 Administration Portal.
• You will have 5 days to download the software that you requested. If you miss the
download period, you will be able to contact us for a new link.
• Microsoft will only offer specific versions of products; organizations will no longer be able
to downgrade to an earlier version of the licenses requested from TechSoup.
Software Assurance No Longer Included
• Microsoft donation products provisioned through TechSoup will no longer include
Software Assurance benefits.

Limited On-Premises Product Availability:
• Most on-premises products will no longer be available to nonprofits as a donation beginning April 4, 2022.
• These products will still be available through TechSoup, but only at charitable discount prices.
• Products available as a donation include:
Changes After April 4, 2022
Eligible nonprofits will have access
to Windows Pro as a donation.
Windows Server and SQL Server
will also be available to nonprofits
that operate in countries where
Azure is not currently available
(Current Azure availability can be
found here.)
Limited set of on-premises
donations will be made available for
computer labs and public-access
computers with shared devices.
Cloud Donations:
Organizations will continue to be able to request Microsoft cloud products through TechSoup. These include several
cloud donation offers that TechSoup recommends. These offers provide the same functionality of the on-premises
tools, often with more robust, secure, and resilient features.

April 4 Changes & Options

Microsoft 365 — No Changes
Free up to 300 users
$3/license/month up to 300 users
Free for first 10 users
$5/license/month
*Business Premium licensing also includes a Windows
Upgrade to Windows 10/11 Pro from Windows 7, 8, or
8.1 Pro. Details can be found here.

Office 365 — No Changes
Please note: Those organizations who already have Office 365 E1 or E2 licenses as a donation can continue to use these licenses,
with an ability to have up to 2,000 licenses.

Definitions:
• Grant: Any donated offer Microsoft provides to
nonprofits (no cost to nonprofits)
• Assigned Licenses: when an organization assigns a
license to a specific user, these licenses are considered
assigned.
• Utilization: 85% of assigned license users need to be
using at least one Microsoft 365 cloud service within the
past 90 days. These cloud services include Exchange
Online, Yammer, Microsoft Teams, and Microsoft 365 Apps.
This does not include installed or on-premises solutions.

Microsoft now requires any organization with a donation product (Office 365 E1, E2 (older), M365 Business Basic,
M365 Business Premium) to utilize the licenses at a rate of at least 85%.
Key Impact:
• Organizations that are currently not achieving 85%
usage will be deactivated by Microsoft and may risk
being disqualified from future donation offers.
• Organizations will need to actively manage
donated licenses.
Utilization Requirement for Microsoft Grants

Power BI — Data Analytics
and Visualization
*License required only for the person hosting the meeting. Audio conferencing add-on is not available for Office 365 F1
license.
**Exchange Online Archiving for Exchange Online is included in the Office 365 E3 license
and is not available for Microsoft 365 Apps for Enterprise (formerly Office 365 ProPlus license).
Audio Conferencing
This add-on gives users an option to call in to Microsoft Teams
meetings from their audio lines and to have great call quality even
if the users are remote, traveling, or have limited internet access.
$1.80 per user per month.
Advanced Threat Protection
Detect and protect your organization from malicious attacks with
email and document scanning. Know when someone tries to
impersonate your users or your organization's domains.
Starting at $0.80 per user per month.
Exchange Online Archiving for Exchange
Online**
Give users enterprise-grade email archiving and access to
archived email from Outlook and Outlook on the web. Eliminate
local archived email storage.
$0.80 per user per month.
