This document discusses measuring e-governance innovation using the Innovation Management Measurement Framework (IMMF). The author analyzes several United Nations e-government surveys using IMMF constructs like inputs, knowledge management, and commercialization. The results show high correlation between knowledge management and innovation strategy constructs. There was also a high drop in the project management construct over time. The author recommends balancing criteria between technical and social aspects of e-governance and assessing member states' capabilities to empower citizens. Portfolio management should also receive more attention to improve efficiency.

Information and Communication Technology has indeed been the driving force in most economics of the world owing to its versatility in integrating with most national sectors. Information and Communication Technology (ICT) models have been developed with the sole aim of ascertaining the maturity level in various economic sectors from the perspective of ICT. Due to the divergent impact of ICT in the Banking sector in Nigeria; this research paper has attempted to ascertain the maturity level within the banking sector using KochiKar Model: a Knowledge-driven ICT maturity model. The dataset for analysis was obtained using structured interview approach spread across Ten (10) Nigeria banks, capturing 12 personnel’s each with an overall total of 120 respondents.The ICT maturity parameter indicators show clearly that Application, Human Resource Infrastructure and Policy have varied ratio of: 65%, 46% , 30% and 16%, respectively while the overall maturity index was captured at 0.40 (40%) falling into “BASIC” level within the stages of Kochikar model measurement. These results have highlighted the need in improving policies and infrastructures tremendously while applications and human resources can be expanded gradually which will overall increase the maturity index level.
Innovation is a productive process which relies on human resources and investment

development and innovation activities. If the production function at the microeconomic
level is the relationship between productive factors and output, capital allocated to ICT
can be taken as another productive factor, in the same way as capital, work and human

increase, and to the fact that they are considered general purpose technologies, have led
various scholars to propose that ICT, due to their effect on cost reductions of coordination
among individuals and firms, may produce a change in firm structure. Likewise, innovation
also has an effect on productivity, mainly through total factor productivity but also by
interacting with other factors such as capital or human capital. This innovation refers
to technologically new processes and products, either at firm, local, country or global
level. The emphasis on novelty does not mean to make more of the same, but to expand
human knowledge frontier, observing that what is novel may also be applied at firm or
country level. Therefore, when we speak about innovation, we must understand that what
is new for a particular country may not be new at international level.

The digital economy is transforming the traditional concepts of economic growth.The recent reversal trend
in GDP growth of ICT leaders can be attributed to effective utilization of soft innovation resources in
Finland and adherence to traditional resources in Singapore.Confronting a productivity decline in the
digital economy, global information and communication technology (ICT) leaders are transforming
business models into those with uncaptured GDP creation. This can be attributed tothe harnessing soft
innovation resourcesagainst a productivity decline. This in turn activates a self-propagating function and

The current commercial context for the Small and medium-sized enterprises (SMEs) is an ever-changing environment that is strongly influenced by the information and communication technologies (ICTs). This has led enterprises to implement these technologies as supportive tools for their business processes. Nevertheless, a vast number of SMEs have not obtained favorable results in implementing ICTs, since the lack of knowledge about the potential and application of these technologies has made this technological implementation activity prevail as an action oriented to the simple acquisition of equipment and informatic systems with a short-term vision without considering a business strategy. The aim of this paper is to perform a literature review that shows evidence of the low utilization of ICTs in SMEs, particularly in the Mexican environment, which leads to proposing a different approach where enterprises consider Knowledge Management (KM) in the implementation of the informatic technology, leading to a conceptual model to ensure human, organizational and relational capital provide the proper capabilities to complement a strategy that implies carrying out a correct acquisition and application of knowledge that contributes to improving the utilization of ICTs in the business processes.

ensure optimised value creation of BOP ventures. These three factors are BOP strategy,
partnerships, and products & services development. It is also confirmed that neither BOP
strategy nor partnerships nor products/service development can be synthesised
independently from the rest. There is a delicate balance and interaction between the three
where all three are interdependent and mutually influence each other.

Despite the large investments in the field of e-Government (e-Gov) around the world, little is known about the impact such investment. This is due to the lack of guidance evaluation, absence of appropriate tools to
measure the impact of e-Gov on the private sector, as well as the lack of effective management to resolve or eliminate the barriers to e-Gov services that led to the failure or delay of many projects. This paper is primarily concerned in determining the impact of e-Gov services on the private sector. A combination of Modified Technology Acceptance Model (TAM), DeLone and McLean's of IS success will be utilized as a research model and e-Gov Economics Project (eGEP) framework to measure “Efficiency, Democracy
& Effectiveness impact” for G2B services. The research result will help e-Gov decision makers to recognize the critical factors that are responsible for G2B success, specifically factors they need to pay attention to gain the highest return on their technology investment, hence enabling them to measure the impact for e-Gov on the private sector. The paper has also demonstrated the usefulness of Structural
Equation Modeling (SEM) in analysis of small data sets and in exploratory research.
THE CRITICAL ORGANIZATIONAL FACTORS OF E-GOVERNMENT IN KENYA Editor IJCATR
eGovernment focusses on the use of technology to achieve levels of improvement in various areas of government, transforming the nature of politics and relations between the government and citizens. However, in Kenya, just like in other developing nations, many eGovernment projects have either stalled or failed to meet their objectives due to some key organizational factors. This study therefore highlights critical organizational factors affecting eGovernment projects and the nature of their relationships with eGovernment performance. The study employed cross-sectional survey design. Targeting the entire 18 eGovernment projects implemented through the Information Communications Authority of Kenya since 2005. Both primary and secondary data was collected and analyzed based on response from 217 respondents out of the 300 who participated (72% response rate). At the end, it emerged that out of the various organizational factors hypothesized to predict eGovernment projects Performance, only organizational structure, prioritization of deliverables, and organizational culture are critical in Kenyan context. Others identified in previous studies such as future needs of the organization, power distribution, structure, information system strategy alignment, prioritization of deliverables, and training were also important but not critical.
This is the fifth IT Barometer, and during those five years we have seen dramatic changes in IT and the role of IT in Finnish companies. IT is used to process information. It has been estimated that more than 95% of all the information is currently processed in digital format, compared to less than 5% in 1972. In addition to so-called 'structured data', the quantity of unstructured data in particular has exponentially increased in the
past few years. Organizations use more and more external data obtained from networks in addition to their internal data. Everybody is now aware of new consumer technologies such as social media, smart devices and cloud services, and their use has started to become established during the five years of surveying. IT has also undergone a process of consumerization – new technologies and services are now invariably launched in
consumer markets prior to corporate markets. During these five years, we have gone through one recession and are currently living another, potentially long-term, period of slow economic growth.
