Representative Accomplishments
PeopleSoft ERP Implementations: Responsible for client relationship management, project planning and
ownership of schedule and deliverables to implement a Grant and Contract Management System (GCMS) for
the State of Texas/State Energy Conservation Office. Activities performed on this engagement included: solution
architecture, fit gap assessment, design, code, and unit test of modifications, development and execution of test
scenarios, training, data conversion, and post-implementation support. Analyzed requirements, implemented
configurations, tested and migrated Centralized Accounting Payroll and Personnel (CAPPS) Financial modules
from PeopleSoft versions 9.0 to 9.1 and 9.2. Developed and executed system test scenarios to verify accuracy
of GL, PO and AP processes for State of Texas Agencies. Researched, designed, and tested various
enhancements and bug fixes to support new business requirements, improve productivity and resolve
processing issues.
Results:
Defined comprehensive requirements, wrote the System Requirements Specification, and led functional and
technical teams to successfully implement PS Grants, Project Costing and Customer Contracts modules.
Budgetary processing of expense reimbursements by Commitment Control was implemented with the
Accounts Payable module. Significant modifications were designed and implemented in various modules to
improve financial controls. Solution administered $290 million in energy related grants/contracts for 1,200
recipients. Team recovered two months in the project schedule to align implementation of the GCMS
solution with implementation of other PS 9.0 modules.
Successfully upgraded assigned PS Financial modules to versions 9.1 and 9.2.
Architected the solution, authored the functional design, and tested a modification to copy user preference
definitions (maintained in 44 tables) from a source user to a target user. This feature significantly reduced
the amount of time required to set-up/configure new employees in CAPPS Financials.
Analyzed complex requirements, defined the architectural solution, and documented the functional design to
implement a new streamlined PS Application Engine processes to import and load payroll expense records
from the Uniform Statewide Payroll/Personnel System (USPS). The App Engine process replaced a legacy
COBOL batch interface solution.
Designed, wrote the functional design, and performed system test to implement a new GL journal import
process to load payroll and fringe benefit expenses from the PeopleSoft CAPPS HCM into the CAPPS
Financials application. This process supports the strategic plan to migrate State of Texas Agencies from
USPS to the CAPPS HCM for payroll and HR processing.
Provided functional support to migrate Process Scheduler (PeopleTools 8.53), run control and distribution
lists to Control-M (BMC Software) for user processes.
Financial Systems Development: Directed project teams of internal consultants to design and implement
new information systems and re-engineer business processes for a major electric public utility. Reported to
an Executive Steering Committee for cross-functional information technology development projects in the
Finance & Accounting, Human Resources, Purchasing, Materials Management and Shareholder Services
groups.
Results:
Architected the solution, prepared detail system design document, and led company-wide effort to
implement a new pay policy that resulted in a 30% reduction of sick leave for 3,400 union employees
(sick leave was being abused). Program was sponsored by the Executive Vice-President. It had the
highest priority and visibility of any information technology project performed during a four year period.
Complex and extensive high risk changes were made to the payroll system with a zero error rate.
Defined comprehensive requirements, evaluated design alternatives, wrote the RFP, and led project
activities to evaluate vendor software products for a new Human Resource Information System.
Researched complex IRS regulations, defined tax compliance procedures, and designed information
systems to record and monitor participation in all employee benefit and executive compensation programs
Authored system designs and implemented one of the first 401(k) Savings Plan and Employee Stock
Ownership Plan (ESOP) programs in the country.
Approved the design specification and performed the quality assurance test for a new Materials
Management Information System. The application processed, controlled and reported information for
80,000 inventory items maintained at eight warehouse locations.
3. Network Security: Managed IBM’s Firewall and Network Security product development team consisting of
45 software engineers, quality assurance testers and language translation staff. Key technology areas
supported included: IPSec/Virtual Private Networking, IP filtering, network address translation, and OS kernel
development (AIX and Windows NT).
Results:
The Version 3.3. Firewall product received InfoWorld’s “Product of the Year” award under the category of
security in 1999. It was also the first IBM product to receive approval from the French Government for import
of Triple-DES encryption with a key recovery feature.
Vendor Oversight / Management: Member of the IV&V consulting team that developed the RFP and
evaluated vendor responses to replace the IT services vendor for the $850 million State of Louisiana Road
Home Program (i.e. Hurricane Katrina and Rita Relief).
Results:
Authored functional and technical sections of the RFP that described Data Warehouse architecture,
databases, core applications, and twenty-five interfaces / feeds with government and financial entities.
Wrote the IT Services Contract for the prime vendor and created a Task Order contract procurement
process for core service sub-vendors. Contract documents were approved by the state’s management team
and legal counsel. Value of contracts was $50 million.
Systems Engineering: Led an 80 member IBM global firmware software development team located at various
laboratory sites in the U.S. and Germany for multiple releases of the UNIX pSeries 690 and Blade Server
products.
Results:
The initial pSeries 690 high-end UNIX product release resulted in a multi-billion dollar revenue stream and
restored IBM’s position as the market share leader for UNIX servers. Received an Outstanding Technical
Achievement Award from IBM’s CEO in appreciation of my contributions.
Created a new scalable methodology for hardware and software integration testing of UNIX server products.
Directed the team that successfully performed AIX OS, firmware, and hardware testing of a new complex
dynamic logical partitioning (DLPAR) feature using this methodology. DLPAR enabled the non-disruptive
allocation of CPU, memory, and I/O resources among 256 logical partitions. This was the most important
IBM Server Group deliverable for 2002.
During a three year period, successfully managed firmware development activities for five new UNIX Blade
Server product releases. Customer Recognition: Clustered Js2x Blade Servers at Barcelona’s
Supercomputing Center in Spain were ranked as the fifth most powerful supercomputer in the world in 2006.
Healthcare Solutions: Managed development activities and reported executive status for multi-divisional
healthcare solution teams located in the United States, China, and Denmark.
Results:
Defined the comprehensive development plan for a proposed Electronic Health Records System to
process and maintain clinical healthcare and disease management information.
Led development activities to define a solution for a Healthcare Transaction System to reimburse medical
providers within a 24 hour period. Identified the complex critical path and impact of various partnership
signing scenarios on the program schedule.
