• Central government view of public services – limited
consideration of the purpose, conditions, tasks and
opportunities presented by local public services delivery
• Lack of detailed guidance on the share of savings in ICT
expenditure expected at the local level
• Lack of guidance about the need for investment in
radically transformed local public services to achieve
significant efficiency improvements
• Assumption that ‘digital switchover’ is a major component
of the way forward – can we rely on universal broadband
availability?
