An update on progress implementing Scotland's LEZs.

2. Low Emission Zones in Scotland
• Programme for Government Commitment - in 4 cities by 2020 with
the first by 2018 delivered by Glasgow in 2018
• And in all other AQMA authorities by 2023 where NLEF appraisals
support the need for such mitigation.
• Transport Scotland Bill – Primary legislation (also include bus,
parking controls and workplace parking levy)
• Objectives for air quality and climate change emission reduction

3. Transport Scotland
• Working with the 4 City LEZ Delivery Groups (also Modelling,
Enforcement, Consistency)
• Funding streams -
LEZ – city support £1.6million in 2019-20
LEZ support Funding – Bus, taxi etc
Associated sustainable transport bus priority
• Regulation and Guidance development
• National communications strategy

4. Glasgow LEZ
• Scotland's first LEZ – Started 2018 (bus only)
• Successful use of existing TRC powers
• Currently 38% bus compliance
• From 2022 will be all vehicle
• Communications strategy in place
• Extensive stakeholder engagement – incl region +
delivery group
• Web pages – detailed information
• Public consultation due to commence soon

5. Edinburgh LEZ
• Phased approach proposed
• City Centre and Citywide boundaries
• Consultation undertaken summer 2019
• LEZ web pages - linking to City Centre
Transformation and Mobility Plans
• Integrated impact assessment undertaken
• Ongoing regional engagement /support
• Revised scheme to Committee in Feb 2020

6. Dundee LEZ
• SEPA air modelling undertaken
• Inner ring-road option now subject to public
consultation including options for types of vehicle to
be included
• Detailed transport modelling to assess options
• Acknowledged that additional measures may be
needed to support LEZ to address hotspot locations
outwith the inner ring road
• Well designed informative LEZ web pages

7. Aberdeen LEZ
• SEPA pollution modelling undertaken
• AWPR bypass
• Undertaking further transport modelling
• Engaging with stakeholders – public consultation

8. Legislation & Regulations
• Stage 3 of Transport (Scotland) Bill completed in October
• Few amendments – will require consultation
• SG supported amendment – remove min 1yr
additional residents grace period
• Bill to receive Royal Ascent in coming weeks
• Regulations/guidance being developed - penalty –
exemptions etc
• Consultation to be launched this month
• TRC remains a viable and relatively quick option

9. Communications + Awareness
• National Communications Plan
developed
• BIG Partnership national + LAs local
approach
• Initial “Get Ready!” message to be used

10. “Get Ready!” test marketing
• Vehicle checker – working with DVSA &
CAZs

12. Funding support – B.E.A.R.
• Bus Emissions Abatement Retrofit
Fund (BEAR) programme
• BEAR 3 – now open with £8.857M for bus
operators
• Smaller operators including coaches 100%
funding "de minimus"
• Funding already provided (BEAR 1 + 2) for 166
buses

13. LEZ funding support
• Low Emission Zone support fund £2.9M for micro
businesses taxis and households in relative poverty
• First phase launched 3rd October for retrofit taxis,
vans, commercial vehicles to Euro 6 (incl BioLPG)
• Scope for households and private individuals with
‘greatest difficulty adapting’ to LEZs to be made
available next year
• EST loans for electric or Euro 6 taxis remain

14. Sustainable Transport and Bus
priority Funding
• £10.3 million capital funding now
available
• Only available 2019-20
• Funds available to support the delivery of
a LEZ
• Available to neighboring authorities
• So far expressions of interest for just over
half total funding
• Late E.o.I.s or more ambitious schemes
welcomed
