Surveys and correlations are usually found in qualitative approaches, although some specific forms may be in quantitative designs, as well. In this module, types of surveys,
development of items used, and overall survey design and administration will be the subject of interest. The second component of the module is about correlation analysis. Included
in both descriptive and inferential statistics, correlations describe the relationship between two paired variables. Surveys and correlations are regarded as nonexperimental research
and will serve to cover that category among the three research designs introduced earlier in the course.

A survey is a study designed to determine the incidence, frequency, and distribution of certain characteristics in a population. Some of the characteristics might include opinions,
attitudes, or previous experiences using self-report responses. Surveys are either sample surveys or census surveys. Usually, a sample is taken from a population, often called a
descriptive or normative survey. Census surveys are usually conducted when a population is relatively small and readily accessible. Once the responses are tabulated they are
summarized in percentages, frequencies, or indices. Surveys often are depicted as snapshots, or moments captured in a particular frame of time. There are other types of surveys,
e.g., geological or inventory types, but here we are focusing on those done with humans. Surveys can be categorized by instrumentation or by span of time involved. Instrumentation
designs include interviews or questionnaires either of which might be conducted orally or in writing. The span of time needed to complete a survey might be cross-sectional for
information at single period in time to compare variables, or longitudinal with multiple data collection points over an extended period to examine changes. A key aspect, then, is the
number of times the survey is administered. Cross-sectional surveys have the advantage of providing data relatively quickly. However, cross-sectional surveys do not provide a broad
perspective to inform decisions about reliably changing systems, or to understand trends over time.
Longitudinal surveys, though, require an extended period of time to study an issue. Longitudinal surveys are categorized into four types – trend surveys address a .

observation can be a useful method for addressing evaluation questions concerning an employee's or group's behavior or actions before, during,or after a training program or other organization initiatives.Observing people and environments is particularly helpful in studying processes, relationships among people, and the context of certain events and environments. In addition, observation data can provide important information for answering specific evaluation questions for many kinds of evaluations.

There are several choices to be made when considering how to collect and record observation data. one can need qualitative observations, and where qualitative data are required, the evaluators simply writes down detailed information in the form of a narrative as they are observing. the purpose of qualitative observations is to describe. while the interpretations of observations are left to the data analysis phase.
another choice to use for the observation methods is the video recording of someone's performance to collect that kind of data. the evaluator positions a video camera to record the individual's actions.
a third technique used for collecting observation methods is the use of still photographs. here the evaluator may decide to take photographs of the organization's environment, the employee's workspace, employees performing some tasks or interactions among employees.
The fourth method that can be used for that is the use of checklist or rating form. the evaluator develops a list of questions or items that will guide the observation.

On December 20th, 2012, the US EPA finalized the Clean Air Act pollution standards known as ICI Boiler MACT. This standard applies to large boilers in a wide range of industrial facilities and institutions. This webinar, held January 30, 2013, discusses a US DOE sponsored technical assistance program to ensure that major sources burning coal or oil have information on cost-effective clean energy strategies for compliance , such as natural gas combined heat and power (CHP). Boiler owners and operators can learn about clean energy strategies to meet EPA boiler rules through DOE’s Boiler MACT Technical Assistance Program, which has been piloted in Ohio since March 2012 and is now being implemented throughout the Country. Furthermore, the correction for these NTG effects has direct, and sometimes, drastic impact on program savings.

The MEEA Policy Webinar: National Study on the Energy Savings of Appliance Standards was held on Thursday March 29, 2012. The webinar outlined the recently released report, The Efficiency Boom: Cashing In on the Savings from Appliance Standards by the Appliance Standards Awareness Project (ASAP) and the American Council on an Energy-Efficient Economy (ACEEE). The webinar highlighted some of the key findings from the report, particularly the enormous savings that have already been achieved from existing standards and the potential for additional savings from new and updated standards. The report reviewed 34 products, and the webinar focused on three areas: products appropriate for state standards; products where state support is requested at the federal level; and products currently covered by utility programs. A regional look was given on the current and potential cost effective savings from appliance standards, as well as an in-depth look at specific natural gas-fired products that are relevant to the Midwest including: clothes washers, boilers, furnaces, and unit heaters. This MEEA Policy Webinar, held on November 17, 2011, outlined the leading states in the Midwest, reviewed current trends, and highlighted programs in Illinois and Michigan, drawing from the American Council for an Energy-Efficient Economy's 2011 State Energy Efficiency Scorecard and energy efficiency experts from the state energy offices.
Michael Sciortino, from ACEEE, presented on the newly released ACEEE State Energy Efficiency Scorecard. He discussed the leading states in the Midwest and reasons for the recent gains. He further discussed the current trends in the Midwest that were used to quantify the ACEEE Scorecard rankings, and an explanation on why Michigan, Illinois and Nebraska were named the three most improved states. Best practices and programs were highlighted within the states.
Agnes Mrozowski, from the Illinois Energy Office, presented on Illinois Energy Now, the Department of Commerce & Economic Opportunity’s program that provides public sector customers with financial incentives to make energy improvements.
Robert Ozar, from the Michigan Public Service Commission, presented on Michigan’s Public Act 295 which is a comprehensive energy package promoting private investment in renewable energy and energy efficiency, and highlighted some of the successful programs within the state.2011 Midwest Regional Building Energy Codes Conference
The 2nd Annual Midwest Regional Building Energy Codes Conference was held on October 5-6, 2011 in Chicago. It was attended by 42 guests representing state code officials, state energy officials, utility representatives, energy code advocates, manufacturers, energy efficiency program administrators, architects, and building trades professionals.
The conference built on the previous year's conference and the ongoing codes developments in the region to continue to work towards developing a regional approach to promoting the adoption, implementation, and improving compliance with building energy codes in the Midwest.
Utility Resources for Streamlining LED Programs
Solid-State Lighting (using LEDs) presents both a risk and an opportunity for utility incentives programs. While LEDs are rapidly becoming a feasible technology for achieving maximum lighting efficiency, high costs and uncertain performance have hampered the adoption of LED measures into lighting incentives programs.
This webinar features presentations from the DesignLights Consortium, the Northeast Energy Efficiency Partnership's national program that takes much of the guesswork out of identifying quality LED products, and by the Lighting Facts program of US DOE, highlighting their Energy Efficiency Partner Resource that will allow Energy Efficiency Partners to list LED lighting incentive programs in association with products from the Lighting Facts web site. An overview of the resource is provided along with an online demonstration.
Viewers also receive information on the Product Snapshot, which was developed to help energy efficiency partners navigate the rapidly changing lighting market, including upcoming standards and labeling requirements, and the impact of these changes on LED replacement lamps. The FTC Lighting Facts label will be mandatory starting January 1, 2012 and we will review the label requirements and explain how the FTC Lighting Facts label relates to the DOE Lighting Facts label.
Industrial Energy Efficiency - A Midwestern Report

MEEA Technical Webinar: Tankless Hot Water Systems
MEEA partnered with one of its Members, Rinnai, to offer an informational webinar on tankless water heating technology. This webinar began with an overview of tankless water heaters for both residential and commercial applications and then covered the energy- and money-savings potential, common misconceptions with these technologies, and real-world applications for these products. The webinar wrapped-up with a quick overview of Rinnai's boiler and combination hot water-boiler systems.

Midwest Home Performance: Incentives
The document summarizes a call about incentives for whole home performance programs in the Midwest. The call goals were to facilitate communication across state lines, share lessons learned and best practices, and help such programs take off in the region. Jensen Adams and Glenda Abney then presented on the variety of incentive options used in St. Louis programs, and factors to consider when determining incentive levels and structures, such as incentive types and how efficiency levels are defined. They also discussed ways to design incentives to leverage other programs, prove the value of whole home programs, and strengthen their impact through deep energy retrofits and good customer service.
Midwest Home Performance: Overview
MEEA, in partnership with US EPA, hosted the first Midwest Home Performance call- a series aimed at creating a dialogue to discuss issues relevant to Home Performance with ENERGY STAR (HPwES) or whole-home programs in the Midwest. The target audience for these periodic calls will be staff from organizations that are currently running HPwES/whole-home programs in the Midwest or sponsors considering programs. This is intended to be an active home performance discussion. The idea is to highlight specific issues, and discuss Midwestern Solutions. Andrew Isaacs, from Kentucky Home Performance, Ken Slattery from Conservation Services Group, and Adrian Rand, from PSD, presented on data handling and systems interaction for whole home programs.

Power Grid Model is an open source project from Linux Foundation Energy and provides a calculation engine that is increasingly essential for DSOs. It offers a standards-based foundation enabling real-time power systems analysis, simulations of electrical power grids, and sophisticated what-if analysis. In addition, it enables in-depth studies and analysis of the electrical power grid’s behavior and performance. This comprehensive model incorporates essential factors such as power generation capacity, electrical losses, voltage levels, power flows, and system stability.
Power Grid Model is currently being applied in a wide variety of use cases, including grid planning, expansion, reliability, and congestion studies. It can also help in analyzing the impact of renewable energy integration, assessing the effects of disturbances or faults, and developing strategies for grid control and optimization.

- 15. Improving Client/Blackstone Survey Quality Sample variables often do not match what is included in the questionnaire sent to BG from the client. This causes much back and forth between BG and the client trying to figure out if these variables need to be added to the sample or removed from the questionnaire. After that is figured out, there is much re-programming of the study, which can cause drastic delays in launching, unnecessary complications among our fielding team, and budget overages. Logic of questionnaires is not accurate and skips are not correctly defined. This incurs a lot of time on our end revising and proofing the questionnaires, and even more time in back-andforth communications with the client trying to figure out what was originally intended. Confusing language for both interviewers and interviewees. Often terms are not explained, or some words may be commonplace to the end client but not understood properly by the respondent. Questions should be in layman’s terms and easily comprehensible by all parties. Also, there are many times the same or similar questions are being asked multiple times within the same study. Words will be missing from questionnaires, grammar will be inconsistent or incorrect, and questions will be rambling or asking about too many different things. Questionnaires rarely include options for Don’t Know/Refused, an option that should be considered standard in order to provide an easy flow for the interviewer/interviewee and more accurate data. Sample information is often inaccurate or outdated, which causes reluctance among respondents to complete. When a survey is revised from a previous year’s study or a similar study, there is a greater likelihood that questions reference an incorrect program name or do not apply to respondents. The names of programs are not always the same as the name of the program that the respondent was told they were participating in (e.g., Business Express Install Program” vs. “GridSmart program.”) Questions can be inordinately taxing for some respondents, particularly asking very specific questions regarding events and programs that happened many months or even years ago. Respondents’ recall sometimes does not match the level of detail that is expected in the survey. Too many studies with the same respondent base who get very upset at feeling as though they are being asked the same questions over and over again. Unrealistic expectations regarding how many completes can be attained from a limited number of sample records and/or refusal to loosen quota expectations.
