                  energy efficiency home improvements

What is the CHF energy program?


                  New program that provides low interest rate
                  loans and grants to help homeowners make
                  energy-saving home improvements
                     • Currently available in over 49 counties of CA

                     • Encourages homeowners to take a "whole house"
                       approach and combine several related improvements at
                       once to increase a home's overall energy efficiency and
                       achieve greater savings.

                     • Promotes new job creation for contractors and
                       tradesmen

Available Funds


                  • $16.5 million grant awarded to CHF by
                    State Energy Commission

                  • $2 million additional commitment from CHF

                         TOTAL funds = $18.5 Million
                              • $9.3M for Loans to finance projects
                              • $4.1M for Grants towards project cost
                              • $1.5M for Grants to cover in/out inspections
                              • Remainder for administration


                  • Contract ends 03/2012 (or when funds are depleted)

Financial Assistance from CHF


                  CHF Loan
                      •      0-3% fixed interest rate, 15-year fully amortizing
                                 o Zero % in Most Member Counties (Promotional Period)
                                 o 3% in Associate Member Counties/Cities

                      •      Loan amount = Net project cost (after CHF Grants)
                      •      No minimum or maximum loan amount
                      •      Loan serviced by CHF
                      •      Fixture-filing lien placed on installed equip only

                  CHF Grants
                      1. 15% of project cost, up to $1,250 per home, AND
                      2. Up to $700 to cover initial and final energy audits

Qualifications


                  Subject Property
                      •       Must be a single-family, 1-4 unit, residential property
                      •       Must be free of any judgments, tax or mechanic liens
                      •       Rental properties are permitted
                       •      No appraisal on house required

                  Applicant(s) – All parties on property title
                      •       Must have a current source of income
                      •       Income limits: 60% -160% of AMI
                      •       Must be current on mortgage and property taxes

                      •       No minimum credit score required
                      •       No maximum debt-to-income ratios

                       –   CA General Building Contractor License
                       –   Standard insurance requirements
                       –   Employ a Building Performance Institute (BPI)
                           Certified Analyst on staff
                       –   Provide proof of completed modeling analysis and installation work on
                           two (2) whole house performance projects in preceding 24 months.

Innovative Financing Options for Contractors - CHF Residential Energy Retrofit Program

New program that provides low interest rate loans and grants to help homeowners make energy-saving home improvements • Currently available in over 49 counties of CA • Encourages homeowners to take a "whole house" approach and combine several related improvements at once to increase a home's overall energy efficiency and achieve greater savings. • Promotes new job creation for contractors and tradesmen www.chfloan.org Page 2

Available Funds • $16.5 million grant awarded to CHF by State Energy Commission • $2 million additional commitment from CHF TOTAL funds = $18.5 Million • $9.3M for Loans to finance projects • $4.1M for Grants towards project cost • $1.5M for Grants to cover in/out inspections • Remainder for administration • Contract ends 03/2012 (or when funds are depleted) www.chfloan.org Page 3

Qualifications Subject Property • Must be a single-family, 1-4 unit, residential property • Must be free of any judgments, tax or mechanic liens • Rental properties are permitted • No appraisal on house required Applicant(s) – All parties on property title • Must have a current source of income • Income limits: 60% -160% of AMI • Must be current on mortgage and property taxes • No minimum credit score required • No maximum debt-to-income ratios www.chfloan.org Page 6
