Medical Case Claims Management and Credentialing
The Merchant Mariner Licensing and Documentation System (MMLD) is the United States Coast Guard's (USCG) mariner
credentialing system. The current legacy system issues more than 240,000 credentials to US Merchant Mariners who sail
throughout US waters.
In i ts current state and with new regulations on the horizon, MMLD legacy wi ll not provide adequate support to
the USCG’s National Ma ritime Ce nter (NMC). A modernization effort is underway to produce a world class credentialing
sys tem for NMC and the 17 Regional Exam Centers throughout the United States. The new MM-SEAS system is a 4.8 M
3. dol lar effort over 3 years and will s tream l ine the NMC’s current paper based workflow a nd allow cre dentialing to occur i n
an optimized manner. The MM-SEAS system is expected to save the NMC mi llions of dollars upon completion. The 3 year
development effort new MM-SEAS will encompass application processing, medical evaluation, biographic data security
s creening against terrorist watch lists and other law enforcement databases, professional review of required certifications,
and finally printing of various mariner credentials.

The CAS (Core Accounting System) is an Oracle Financials based system used by the United States Coast Guard's (USCG) as
the primary financial management system for the organization. In i ts current s tate, CAS is not providing adequate support
to the USCG. This project developed materials to support planning and preparation activities necessary to facilitate
deci sions regarding the optimization of the CAS suite, including a comprehens ive Project Management Plan, Work
Breakdown Structure (WBS), and a Data Integrity, Policy Compliance, and Interface Issues document.
Led team of four internal staff and 5 external consultants for the oCAS project.
Reported regularly to s takeholders and internal executive management due to high visibility of the project.
Prepared RFQ, technical proposal evaluation and procurement package for acquisition of external consultants.
Resolved numerous project issues including staffing interpersonal issues, staffing shortages, tactical matters, s cope
creep and divergent sponsor and government management expectations.
