Departmental Overview
The Campus Shared Services Center (CSS) supports the administration of Human Resources/Academic Personnel
Support, Business and Finance Services, Information Services Technology, and Research Administration for the UC,
Berkeley campus. CSS is committed to developing a culture in which employees are actively engaged in the work,
mission, and vision of the organization and of UC Berkeley.
As part of the Operational Effectiveness Team, the incumbent is responsible for initiatives to develop HR
processes, documentation, tools, training materials, and implement strategies and HR polices for the service
delivery and operational teams within CSS Human Resources / Academic Personnel (HR/APS). The incumbent will
utilize their in-depth knowledge of human resources to ensure that CSS HR/APS processes and tools follow
applicable federal, state, UC system wide and local campus laws and policies. Utilize understanding of departmental
business needs and culture to ensure that CSS HR/APS processes and tools adequately meet customer needs while
accomplishing appropriate workflow within a shared service environment.

Responsibilities
 Provides advice to Operational Effectiveness Managers, and recommends strategies for addressing
complex HR issues and/or requesting exceptions to policy. Serves as escalation point for HR specific
needs.
 Provides feedback to CSS HR management and makes strategic recommendations. Analyze and
recommends resolution to the problems.
 Applies advanced HR concepts to counsel managers on HR issues, employee and labor policies,
procedures, and appropriate practices.
 Provides support to CSS Service Delivery HR Partners and HR Supervisors in administering policies and
programs in the areas of employment, labor relations, wage and salary administration, training, and other
areas of HR.
 Provides direction and guidance to other HR Generalists and effectively and collaboratively interacts with
diverse client groups and at all levels on campus.
 Builds broad networks across the HR population on campus and serves as a liaison to Human Resources.
 Regularly serves on campus-wide HR committees to counsel on new HR initiatives and to help determine
appropriate campus HR strategies, policies, and practices.
 Participates in professional development activities.
 As technical leader provides guidance to managers and supervisors on compensation programs, personnel
policies and procedures. Influences others on matters of importance.
 Counsels CSS HR/APS concerning sensitive and difficult to resolve work-related problems and
recommends to senior management systemic remedies such as training, changes to organizations practices
and procedures.
 Conducts highly complex and varied analyses of issues or concepts and develops resulting
recommendations employing political acumen and integrating information to determine appropriate
courses of action and their implications.
 Identifies and utilizes precedent-setting situations to recommend new organizational procedures and
practices.
 Works with team of staff to document best practices from the units and evolve them into standardized
future state CSS HR/APS processes and policies.
 Analyzes operational reports to identify trends and opportunities for service optimization, resolution time
improvement, and service customization specific to HR or AP. Develops key performance metrics and
tools to monitor and measure performance
 Identifies and utilizes precedent-setting situations to recommend new organizational procedures and
practices. Works with team of staff to document best practices from the units and evolve them into
standardized future state CSS HR/APOS processes and policies.
 Provides Functions as technical expert to other Human Resources professionals, advising and coordinating
processes and procedures for a variety of sub-units; may include acting as advisor to other HR
Generalists.
Required Qualifications
 Experience and deep knowledge of HR service delivery and business strategy, preferably in a shared
service environment.
 Experience with bargaining unit contracts and labor relations processes.
 Understanding of the service level agreements and HR service commitments.
 Demonstrated effective political acumen and ability to build consensus among a diverse and complex
population.
 Ability to understand client issues specific to HR, in addition to the business needs of other key campus
administrative offices dealing with staff and student employees.
 Possesses advanced analytical skills to conduct analysis and develop recommendations, demonstrating
organization and problem-solving skills.
 Is highly skilled in communicating clearly and effectively verbally and in writing.
 Possesses well developed active listening and critical thinking skills.
 Demonstrated ability to handle extremely difficult or volatile situations/individuals effectively.
 Advanced knowledge of human resources concepts, policies and procedures including employment
practices, labor relations, salary administration, training and other areas of human resources as well as
campus initiatives relating to and/or impacting human resources.
 Proven knowledge of and demonstrated ability to apply/interpret system-wide, campus and college
policies and procedures that govern academic personnel and human resources.
 Ability to analyze complex management issues; develop project scope and solutions, give professional
advice and make critical decisions regarding personnel.
 Demonstrated initiative, tact and planning skills.
 Advanced skills in standard professional software, including MS Word, Excel, Visio and GoogleDocs.
 Ability to communicate effectively with diverse audiences.
Education/Training:
 Bachelor's degree in related area and/or equivalent experience/training.
Preferred Qualifications
 Demonstrated HR experience in shared services center or related environment.
 Advanced knowledge of campus policies and procedures; advanced knowledge of functional area and
understands how work impacts other areas in Human Resources and the campus.
 Has in-depth knowledge of UC Berkeley's Human Resources Management System (HRMS) and other
related business software programs and systems.
 Proven knowledge of CSS HR/APS and campus goals, priorities and values and the legal and human
implications of decisions.

CSS is committed to developing a culture in which employees are actively engaged in the work, mission, and vision of the organization and of UC Berkeley. As part of the Operational Effectiveness Team, the incumbent is responsible for initiatives to develop HR processes, documentation, tools, training materials, and implement strategies and HR polices for the service delivery and operational teams within CSS Human Resources / Academic Personnel (HR/APS). The incumbent will utilize their in-depth knowledge of human resources to ensure that CSS HR/APS processes and tools follow applicable federal, state, UC system wide and local campus laws and policies. Utilize understanding of departmental business needs and culture to ensure that CSS HR/APS processes and tools adequately meet customer needs while accomplishing appropriate workflow within a shared service environment. Responsibilities  Provides advice to Operational Effectiveness Managers, and recommends strategies for addressing complex HR issues and/or requesting exceptions to policy. Serves as escalation point for HR specific needs.  Provides feedback to CSS HR management and makes strategic recommendations. Analyze and recommends resolution to the problems.  Applies advanced HR concepts to counsel managers on HR issues, employee and labor policies, procedures, and appropriate practices.  Provides support to CSS Service Delivery HR Partners and HR Supervisors in administering policies and programs in the areas of employment, labor relations, wage and salary administration, training, and other areas of HR.  Provides direction and guidance to other HR Generalists and effectively and collaboratively interacts with diverse client groups and at all levels on campus.  Builds broad networks across the HR population on campus and serves as a liaison to Human Resources.  Regularly serves on campus-wide HR committees to counsel on new HR initiatives and to help determine appropriate campus HR strategies, policies, and practices.
  • 2.  Participates in professional development activities.  As technical leader provides guidance to managers and supervisors on compensation programs, personnel policies and procedures. Influences others on matters of importance.  Counsels CSS HR/APS concerning sensitive and difficult to resolve work-related problems and recommends to senior management systemic remedies such as training, changes to organizations practices and procedures.  Conducts highly complex and varied analyses of issues or concepts and develops resulting recommendations employing political acumen and integrating information to determine appropriate courses of action and their implications.  Identifies and utilizes precedent-setting situations to recommend new organizational procedures and practices.  Works with team of staff to document best practices from the units and evolve them into standardized future state CSS HR/APS processes and policies.  Analyzes operational reports to identify trends and opportunities for service optimization, resolution time improvement, and service customization specific to HR or AP. Develops key performance metrics and tools to monitor and measure performance  Identifies and utilizes precedent-setting situations to recommend new organizational procedures and practices. Works with team of staff to document best practices from the units and evolve them into standardized future state CSS HR/APOS processes and policies.  Provides Functions as technical expert to other Human Resources professionals, advising and coordinating processes and procedures for a variety of sub-units; may include acting as advisor to other HR Generalists. Required Qualifications  Experience and deep knowledge of HR service delivery and business strategy, preferably in a shared service environment.  Experience with bargaining unit contracts and labor relations processes.  Understanding of the service level agreements and HR service commitments.  Demonstrated effective political acumen and ability to build consensus among a diverse and complex population.  Ability to understand client issues specific to HR, in addition to the business needs of other key campus administrative offices dealing with staff and student employees.  Possesses advanced analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.  Is highly skilled in communicating clearly and effectively verbally and in writing.  Possesses well developed active listening and critical thinking skills.  Demonstrated ability to handle extremely difficult or volatile situations/individuals effectively.  Advanced knowledge of human resources concepts, policies and procedures including employment practices, labor relations, salary administration, training and other areas of human resources as well as campus initiatives relating to and/or impacting human resources.  Proven knowledge of and demonstrated ability to apply/interpret system-wide, campus and college policies and procedures that govern academic personnel and human resources.  Ability to analyze complex management issues; develop project scope and solutions, give professional advice and make critical decisions regarding personnel.  Demonstrated initiative, tact and planning skills.  Advanced skills in standard professional software, including MS Word, Excel, Visio and GoogleDocs.  Ability to communicate effectively with diverse audiences. Education/Training:  Bachelor's degree in related area and/or equivalent experience/training.
