To Whom It May Concern,
I am currently the Executive Director of Human Resource Services for Lewisville Independent
School District, which employs more than 8,000 full time employees and more than 3,000 part-
time, temporary, and contracted services staff. Employees and staff are spread out over
more than 85 facilities within 127 square mile radius.
I have 13 years experience managing all aspects of Human Resources from recruitment,
onboarding, employee relations, engagement, retention, and separation. Public education
HR Services not only adhere the U.S. Employment Laws and Regulations, but there is an
added layer of protection of State and Federal Laws associated with contracted educators.
I have a thorough broad-based knowledge of all Laws and Regulations associated with HR
and employment both domestically and internationally. I am currently scheduled to take my
Senior Certified Professional exam, which is the SHRM (Society for Human Resource
Management) version of the SPHR (Senior Professional in Human Resources) certification in
December.
My HR experience has been with non-profit public organizations, but the regulations and laws
associated with HR are the same at the federal, state, and international level. In reality, there
are additional laws and requirements for public organizations that do not apply to corporate
or private companies. I am part of HR organizations that encompass HR personnel from a
large variety of industry and the issues, expectations, and functions are all parallel. For
example, a global focus on diversity in every type of industry is a focal point. I also believe
that I will be able to foster diversity of thought by bringing different experiences and unique
perspectives to the organization, which can result in greater creativity, innovation, and
problem solving. The benefits of this potential far outweigh the specific industry experience
that can be obtained through intense research, observation, and interaction.
Currently, I oversee and manage all aspects of HR for Lewisville ISD. I provide direct oversight
of employee benefits, compensation, compliance, Federal and State reporting, and
Personnel file management. I am the primary administrator for all employee relation’s issues
and determine additional resources, divisions, or departments that need to be involved.
Additionally I am the primary individual who conducts investigations regarding misconduct,
harassment, retaliation, or ethics violations. I supervise a team of Directors whose primary role
is to recruit, screen, and onboard new employees.

In the last 5 years, my role has evolved to include a focus on employee engagement
strategies and training. This is an ongoing project reviewed quarterly to adjust for trends or
targeted goals. I provide a variety of training sessions to more than 400 supervisors and
managers, along with managing the data collection tools, which assist in the development of
goals, strategies and evaluation of progress. Conflict resolution, crucial conversations,
performance evaluations, effective documentation, and mediation training have been my
focused areas of development I have provided in the last 3 years, with high levels of success.
I have extensive variety of project management experience. I managed the implementation
of a software program to digitize our personnel files, as well as develop and collect required
documents from employees. I managed the transition of our pay system from a pay
schedule step system to a pay range system. I managed the implementation of two
HR/Payroll (HRIS) systems. I managed an organization efficiency study in collaboration with a
consulting firm. I have managed the implementation of our most current application system.
These are just a few of the projects I have overseen in the last 7 years.
I have also been extensively involved in strategic planning sessions and the establishment of
mission, vision, and goals in my current and previous position. As is important with project
management, strategic planning must ensure a thorough understanding of the expectations
from all stakeholders.
HR is the one division which interacts with all employees in the organization. It is imperative to
be skilled not only at resolving conflict effectively, but emphasizing the importance of
effective communication. Being proactive and recognizing areas of opportunity is a key
characteristic I possess. I have the aptitude to determine appropriate stakeholders and
include the proper individuals in a project, strategy, or initiative. I work effectively with all
divisions and departments within the organization, such as marketing/communication,
technology, finance, and operations. I foster and facilitate a high degree of cross-functional
understanding and collaboration required to deliver results.
I am detail oriented and thrive in a fast paced environment. My previous supervisors have
highlighted my effective organizational skills, ability to work efficiently, and ability to prioritize
effectively. Additionally, I have exceptional communication and interpersonal skills, and
have been commended on my ability to develop leaders at all levels of the organization. I
thoroughly believe in empowering and valuing employees at all levels. I have a keen eye to
identify and develop talent within the organization. It would be an honor to have an
opportunity to visit with you further about my skills and personal attributes.
Sincerely,
Brenda West
