Government aspirations
 Tony Blair wants everyone who wants
access to the internet to get it by 2005 –
either from home or via a public access
point
 Gordon Brown wants to make the UK
the best place for e-commerce

Modernising government
 modernising government agenda:
 joined up services and partnership working
 customer focused/driven
 enhanced local democracy
 empowered and informed citizens
 easier access to services, plurality of providers/delivery
options including online
 best value
 challenge, consult, compare, compete (co-operate)
Goal: improved services, more responsive to
users needs, more effective and efficient

e-government - strategic
framework for public services
 applies to all public services, not just national
and local government
 target has been set for all public services to
be available online by 2005
 four underlying principles:
 services built around citizen choices (implies
‘joined-up’ working and services)
 more accessible public services (is about multiple
channels for delivery)
 social inclusion
 using information better

The best new services are
characterised by:
 better access - services
available when and
where there is a
demand
 delivery through a range
of media – over the
counter, via call centre
and online
 segmentation of the
market, services
tailored to suit the
needs of groups within
the market
 responsiveness to
feedback about the
content and quality of
services
 grouping of services
around life episodes or
common events
 comprehensive analysis
of data about patterns
of usage
 involvement of users in
service redesign and
improvement

 access
 CITU establishing framework policies for each
major delivery mechanism (PC, mobile phone,
digital TV, contact centres, via intermediaries)

to make them more attractive
 security

 smart cards
 privacy and data sharing
 common information systems for contact

 common infrastructure (GSI and extranet
connections)
 Government Gateway
 middleware to facilitate connection to UK Online
 authentication services
 information management
 corporate standards for data entities (e.g. name, address)
 common meanings for data descriptions (terminology)
 common policy on electronic records management
 common policy on use of metadata

Lifelong learning
 learning must take place throughout an individual’s
lifetime
 responsibility for this lifelong learning and
development lies, not with the agents of formal
education, but with the individuals themselves
 much of this learning will take place in ‘informal’ ways
- reading, evening classes, short courses, learning
from others in the workplace, libraries
 growing stress on the acquisition of competencies
rather than the assimilation of facts
 vocational training and qualifications are being
accorded some importance and validity in the
workplace

Lifelong learning –
government approach
 wider participation
 equality of opportunity – social inclusion
 closer relationship to needs of industry/commerce
 Joined up approach – eg. Learning Partnerships

 Digital learning resources
 Framework for resource discovery
 Communication – context, tools
 UfI – transform adult education
 Individuals and businesses
 Libraries – mediated access

People’s Network
 focus on lifelong learning - public libraries as
“street corner universities”
 connect all PLs to the internet by 2002
 NOF funding
 £20m for staff training – ECDL
 £50m for content creation – digitisation
 £100m for infrastructure

public access terminals, networking
 partnerships with other learning and
information agencies – to ensure learning
opportunities are ‘joined up’ and inclusive

Empowering the learning
community
 public and educational libraries should co-operate to
improve services to users
 cross sectoral funding arrangements should be
established
 public and educational libraries should draw up
access maps (resources and assistance)
 training programmes for librarians, resource
managers and teachers should be co-ordinated
 objective and quantifiable performance measures
should be set for each of the above

This two year collaborative project aims to establish the Glasgow Digital Library as a virtual co-library of the majority of public
institutions in Glasgow.
The long term aim is to create a wholly digital resource to support teaching, learning and research at all levels in the city, bringing
together material currently separated by ownership and physical location.

  • 3. Mary Rowlatt, ECC Joined up web 6:9:00 3 Government aspirations  Tony Blair wants everyone who wants access to the internet to get it by 2005 – either from home or via a public access point  Gordon Brown wants to make the UK the best place for e-commerce
  • 4. Mary Rowlatt, ECC Joined up web 6:9:00 4 Modernising government  modernising government agenda:  joined up services and partnership working  customer focused/driven  enhanced local democracy  empowered and informed citizens  easier access to services, plurality of providers/delivery options including online  best value  challenge, consult, compare, compete (co-operate) Goal: improved services, more responsive to users needs, more effective and efficient
  • 5. Mary Rowlatt, ECC Joined up web 6:9:00 5 e-government - strategic framework for public services  applies to all public services, not just national and local government  target has been set for all public services to be available online by 2005  four underlying principles:  services built around citizen choices (implies ‘joined-up’ working and services)  more accessible public services (is about multiple channels for delivery)  social inclusion  using information better
