A process server is a authorized person for delivering legal documents, such as summons, complaints, subpoenas, and other court papers, to peoples involved in legal proceedings.
This session provides a comprehensive overview of the latest updates to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (commonly known as the Uniform Guidance) outlined in the 2 CFR 200.
With a focus on the 2024 revisions issued by the Office of Management and Budget (OMB), participants will gain insight into the key changes affecting federal grant recipients. A regular meeting of the City Council of the City of Alamo Heights, Texas was
held at the Council Chambers, located at 6116 Broadway, San Antonio, Texas, at 5:30
p.m. on Monday, September 28, 2020. A teleconference was held via Zoom; staff and
meeting attendees were welcomed in the Council Chambers entering City Hall via one
entrance (rear of City Hall), answering health questions, health screening, wearing a
mask and practicing social distancing.

Assistant to City Manager/City Secretary Jennifer Reyna announced the process
for today’s meeting via teleconference. She explained information was available at
www.alamoheightstx.gov. Ms. Reyna announced if interested listeners desired to speak
on a particular item, she instructed to them to press *9 so they will be cued to express
their comments. She reminded listeners when addressing Council, please state your name
and address for the record.

Mayor Rosenthal announced Item # 2 would be presented first.
Item # 2 Recognition of Johnny Goetz for his dedicated service of 30 years as
Firefighter
Mayor Rosenthal announced Mr. Johnny Goetz was not able to attend tonight’s
Council meeting. Mayor Rosenthal read a proclamation that was prepared in honor of
Mr. Goetz for his dedicated service of 30 years as a Firefighter for the City of Alamo
Heights.
Fire Chief Michael Gdovin complimented Mr. Goetz on his work ethics as he
shared Mr. Goetz was passionate about his job career and he commented he was the best
driver and Operator for the Fire Apparatus. One of Mr. Goetz’ admirable character was
how he embraced brotherhood and fatherhood within the Fire Department as he was a
mentor and demonstrated leadership.
Item # 1 Recognition of Frederick Franz Prassel for his dedicated service of 10
years as a Councilmember
Mayor Rosenthal read a proclamation in honor of Frederick Franz Prassel and
recognized him for his service as Councilmember for the past 10 years.
Mr. Prassel expressed his gratitude in receiving the proclamation and recognition.
He shared he is a native resident of Alamo Heights. He complimented the staff and
Council. He reflected on his fond friendships with City Attorney Mike Brenan and the
blossom of a friendship with Bill Kiel.
Former Honorable Mayor Louis Cooper echoed the sentiments of the staff and
Council. He stated he valued Mr. Prassel’s wisdom and knowledge as he appreciated his
background. Mr. Cooper thanked Council for this opportunity in taking the time to
recognize Mr. Prassel. He congratulated Mr. Blake Bonner in filling Mr. Prassel’s
vacancy.
Councilmember Savage shared a moment regarding their campaign as
Councilmembers. He highlighted that Mr. Prassel’s knowledge about Alamo Heights and
history. He thanked Mr. Prassel in serving alongside with him.

Item # 3 Approval of Minutes
Mayor Rosenthal asked City Council for any revisions to the minutes of the
September 14, 2020. A motion was made by Councilmember Wes Sharples to approve
the minutes of September 14, 2020. The motion was seconded by Councilmember Blake
Bonner and passed by unanimous vote.

Item # 4 Mayor Rosenthal read the following captions.
a. Bond Educational Meetings
Assistant to City Manager/City Secretary Jennifer Reyna announced the
upcoming bond educational meetings will be held in September and October 2020.
These are virtual town hall meetings to present information on the special bond election.
The meetings will be conducted via Zoom, livestreaming via Vimeo Facebook Live and
YouTube. Bond educational meetings will be available and announced at Council
meetings; available on the City’s website, distributed via email blast, twitter, Nextdoor
and Facebook.
b. Cancellation of November 23, 2020 and December 28, 2020 Council
Meetings due to holidays
Ms. Reyna announced the following Council meetings are cancelled: November
23, 2020 and December 28, 2020 due to the holidays.

Item # 5 Citizens to be heard
Julene Franki, resident, stated she is 3025 Precinct Chair and shared how political
signs have been stolen from residents’ properties. She shared how 15 political signs were
removed at Rosemary, College and Elmview. She thanked Police Chief Pruitt and the
Police Department in handling the situation with increased patrolling.
Carla Salinas, resident and Precinct Coordinator, expressed concern on the
increased frequency of theft on political signs and described how the signs have been
defaced and/or damaged. She asked Council to remind them of consequences, Class C
misdemeanor. She commented it is a burden in purchasing political signs across town
and to come back to distribute.
John Ziller, resident, shared his personal experience as. A resident and
commented never in his lifetime, he had observed the selective theft of political signs.
He requested signs be respected as personal items on his property. He expressed faith in
which the Police Department may preserve their political rights to have signs on their
properties without fear of theft.

Item # 6 Mayor Rosenthal read the following caption.
Consider approval of the City Manager’s recommendation hiring and
appointing Elsa Robles as the City Secretary
City Manager Buddy Kuhn made a PowerPoint presentation that included
background information.
Mr. Kuhn informed Council the City’s charter requires the City Secretary shall be
appointed by the City Manager with the approval of the City Council. He referenced
Article V Duties and Powers of Officers and other Public Officials Section 5 City
Secretary.
Mr. Kuhn highlighted Ms. Robles’ professional experience that includes over 8
years of governmental experience. He shared she is a certified Texas Registered
Municipal Clerk and has an Associate’s Degree in Design with a minor from Bauder
College.
A motion of approval was made by Mayor Pro Tem John Savage. The motion
was seconded by Councilmember Lawson Jessee and passed by unanimous vote.

Resolution No. 2020R-125
A Resolution in support of the application of Popular Bank to the
Texas Commission on Environmental Quality (TCEQ) for a
Municipal Setting Designation (MSD) for the property located at 4200
N. Pan Am Expressway and adjacent public rights of way in San
Antonio
Public Works Director Pat Sullivan made a PowerPoint presentation that included
background information.
Mr. Sullivan explained the City of San Antonio is seeking to obtain a Municipal
Setting Designation (MSD) which requires documentation that the application is support
of the governing body of each Retail Public Utility (RPU) within the limits of the MSD.
COSA is the primary RPU within the limits of the MSD while the City of Alamo Heights
is one of three RPUs within a five mile radius of the subject property located at 4200 N.
Pan Am Expressway in San Antonio. The ordinance that restricts the use of groundwater
beneath the subject property and prohibit the installation of any potable water wells on
the property. He stated a MSD is a voluntary deed restriction preventing the use of
contaminated groundwater, legally binding way to make sure the public is not exposed to
contaminants. MSDs will not affect Alamo Heights property or the use of water wells.
The site is approximately 3.7 miles from within the wells owned by the City of Alamo
Heights. Mr. Sullivan stated the drinking water is supplied by the City and RPUs are not

affected. Popular Bank will be submitting an application to TCEQ for certification of a
MSD.
Chapter 361, Subchapter W, of the Texas Solid Waste Disposal Act authorizes the
TCEQ to certify MSDs. This item was also reviewed and coordinated with the City
Manager and City Attorney.
Mr. Kuhn added that consultants approached the City, early this year, regarding
this request, on behalf of COSA. He stated there was proper coordination with staff and
City Attorney Frank Garza for this consideration.
A motion of approval was made by Councilmember Lawson Jessee. The motion
was seconded by Councilmember Blake Bonner and passed by unanimous vote.

ORDINANCE NO. 2165
AN ORDINANCE AMENDING THE ADOPTED FISCAL
YEAR 2019-20 OPERATING BUDGET FOR THE
GENERAL FUND TRANSFERS TO THE STREET
MAINTENANCE FUND AND CAPITAL REPLACEMENT
FUND FOR A TOTAL OF $200,000
Finance Director Robert Galindo made a PowerPoint presentation that included
background information on the proposed budget amendment for FY 2019-2020.
Mr. Galindo reviewed the total revenue projections and projected total expenses
for the current fiscal year and adopted budget. The budget amendment includes two
transfers from the General Fund to the Street Maintenance Fund in the amount of
$150,000 and to the Capital Replacement Fund in the additional amount of $50,000 for a
total of $200,000; a chart presented the adopted budget, budget amendment and amended
totals.
A motion for approval of a budget transfer from the General Fund in the amount
of $200,000 to the Street Maintenance Fund and Capital Projects Fund was made by
Councilmember Lawson Jessee. The motion was seconded by Councilmember Wes
Sharples and passed by unanimous vote.

Mr. Robert Galindo made a PowerPoint presentation that included background
information.
Mr. Galindo briefly explained the Public Funds Investment Act (PFIA) which
establishes requirements for local governments for managing investments. He identified
the strategies outlined in the investment policy and noted no recommended changes to the
investment policy for 2020. He stated even if there are no changes, PFIA recommends
the investment policy and strategies be reviewed on an annual basis.
A motion for approval was made by Mayor Pro Tem Savage. The motion was
seconded by Councilmember Billa Burke and passed by unanimous vote.
Item # 10 Mayor Rosenthal read the following caption.
Presentation of Financial and Investment Report for the third
quarter ending June 30, 2020
Mr. Galindo made a PowerPoint presentation that summarized the City’s financial
position. The Financial and Investment Report included General Fund
Revenues/Expenditures, Utility Fund Revenues/Expenditures, Capital Projects Fund and
an Investment Portfolio Update.
Mr. Galindo stated the emergency declaration for Stay Home, Work Safe started
in mid March 2020 and this quarterly report reflects the financial impact from the
pandemic displaying the City to finish positive for this fiscal year.
Mr. Galindo presented a graph that displayed property taxes, sales tax, permits
and fees, fines and forfeitures, investments, and miscellaneous in regard to General Fund
Revenues. He commented permits and fees were exceptional. He noted the debt service
property tax revenue received $836,263.
A Budget to Actual graph for property tax collections for the Maintenance &
Operations (M&O) and Interest and Sinking (I&S), since 2015 was presented. A graph
of the total sales revenues dated 2019-2020 was presented that included General Fund
and street maintenance tax collection. Overall, there was a collection of 12% more as
compared to the same time frame last year related to sales tax, despite of pandemic.
General fund expenditures were categorized by departments and noted at 66%
year to date which is within budget. A graph of the General Fund expenditures was
displayed categorized by departments for actual and budget for the fiscal year. Utility
Fund revenues & expenditures were presented. He noted the Utility Fund was at 58%,
which is a lower collection rate; however, informed Council during the pandemic, there
was delayed beginning of increased water and sewer rate collection that contributed to
less revenue. He commented expenses are below as expected.

Mr. Galindo reviewed the Capital Projects Fund that included
revenue/expenditure balances, and transfers from the General Fund. He noted
expenditures for the swimming pool and the Olmos Basin cleanup are included in the
Capital Projects Fund.
Mr. Galindo provided an investment portfolio update with a beginning value as of
October 1, 2019. He stated the City is in compliance with the City of Alamo Heights
Investment Policy and Public Funds Investment Act. He summarized the city’s financial
position as strong and positive.
Councilmember Bonner asked if there were any delayed maintenance due to
current situation and/or decreased amount of revenue.
Mr. Galindo responded to Mr. Bonner, to his knowledge, there is no delayed
maintenance and departments are operating as usual.

There being no further business, a motion was made by Councilmember Bonner
to adjourn the meeting. The motion was seconded by Councilmember Sharples and
passed by unanimous vote. Mayor Rosenthal adjourned the meeting at 6:02 p.m.
