WHAT’S GOING ON BEHIND CLOSED DOORS?
The focus of this meeting will be on all night establishments, such as Karaoke, bars, and
restaurants, along Northern Boulevard from 155th to 162nd Street. We have invited representatives
from agencies charged with licensing and monitoring the occupants of these establishments. The
invited panelists include: Deputy Inspector Brian Maguire from the 109th Precinct and representatives
from State Liquor Authority, Department of Buildings, Queens Borough President’s Office, Community
Board 7, and FDNY. State Senator elect Tony Avella, Councilman Dan Halloran, Assemblyman Rory
Lancman and Assemblyman elect Ed Braunstein (Assembly District 26) have also been invited. If you
are aware of any properties where problems exist please inform us prior to the meeting so that we

A MESSAGE FROM OUR PRESIDENT
! Over the years our homeowners’ association has repeatedly taken strong action to protect the special
qualities of our neighborhood. What makes a place special, however, can also endanger it. Our large lots
have attracted developers eager to build McMansions or to attempt to subdivide plots. It has happened
again. The property on the southeast corner of 35th Avenue and 163rd Street has been bought by a
developer who plans to subdivide the lot and build two houses where one now stands. This is legal under
city zoning, but is a violation of our Rickert Finlay covenant. After an unsuccessful meeting with the
developer, we have once again taken decisive legal action through our attorney to prevent this from taking
place. This will be expensive and we will need to ask for contributions to our Legal and Defense Fund. I
hardly need to remind everyone that we ALL have a stake in protecting our historic neighborhood. In
doing so NUMBERS ALSO COUNT! In this light I am asking everyone who has not yet renewed their
existing membership to please do so, and those who have not yet become members to join us at once, so
that TOGETHER we can continue to act to preserve our historic neighborhood.

Tornadoes Barrel
Through NYC
Not one but two tornadoes hit
parts of New York City on
September 16, 2010. Winds of
up to 125 m.p.h. downed trees
in Brooklyn and Queens, leaving
many Con Edison customers
without power. Unfortunately,
our neighborhood was one of
the hardest hit having lost
many of our beautiful trees.
Several of our residents
sustained property damage to
their homes and sidewalks due
to fallen and uplifted trees.
Residents who have
experienced property damage
due to the tornadoes may be
able to get reimbursed for
money spent on repairs to their
property. The claims application
can be found on:
www.comptroller.nyc.gov/
bureaus/bla/property-damage-
loss.pdf. It needs to be filled and
sent to Comptroller John Liu’s
office within 90 days of incident.

Our local elected officials were
very effective in their
assistance with the storm clean-
up. Senator Frank Padavan,
Assemblyman Rory Lancman,
and Councilman Dan Halloran
worked closely with agencies,
such as Office of Emergency
Management, to remove fallen
trees in our area. They urged
residents to sign up for the NY-
Alert and Notify NYC
emergency alert systems at
www.nyalert.gov and
www.nyc.gov/notifynyc. For
those without email, contact
311 to register by phone. These
services provide advance
warnings of weather events
through email, texts or phone.

Congratulations to our State
Senator-elect Tony Avella, who,
as our Councilman, got much of
Queens happily rezoned by
hiring Urban Planner Paul
Graziano to lay out the plans
which, after many hearings,
were adopted by the City
Planning Commission and City
Council. We hired Paul to apply
for our listing on the National
and State Historic District
Register. We now proudly carry
that listing as we continue to
strive, against strong odds, to
maintain the loveliness we
have. We look forward to
working with Tony.
At the same time, BFHA
extends great thanks to
“retiring” Frank Padavan for his
incomparable services to BFHA
over the years. As a Founding
Member of our Association
(1964), I knew him first as
Assistant Superintendent (now
Commissioner) of the NYC
Buildings Dept., then State
Senator (1972). Like good
wines, he started out good and
improved with age. Before we
have a chance to miss him, I’m
sure he will be hard at work on
another project to help people.
