The design and implementation of this next generation of computational tools presents deep normative and ethical challenges for our existing social, economic and political relationships and institutions, and these changes are already underway. Simply put, AI does not exist in a vacuum. We must also ask how broader phenomena like widening inequality, an intensification of concentrated geopolitical power and populist political movements will shape and be shaped by the development and application of AI technologies.

Sometimes the most commonplace and uninteresting tools demand close attention because their mundane nature means that their role is misunderstood. The use of computer technology by government – specifically, by environmental regulators – is one such instance. Information and communications technology (ICT) is increasingly deployed in bureaucratic and regulatory processes throughout the developed world; as in commerce and industry, software code and databases are becoming the invisible ‘glue’ that interconnects the various actors in the regulatory system and weaves an invisible web of control between decision-makers, regulated entities and ordinary citizens. Nonetheless, this topic has received only disconnected academic attention, perhaps because there is little that seems intrinsically interesting about a database.
The issues which ICT raises are not always obvious but nonetheless significant if we are to make the best use of these new tools without unwittingly sacrificing important principles. There is now a substantial body of literature on regulation and ICT. However, this focuses on either ‘information’ or ‘communications’, rarely on both together or on the use of ICT for regulation rather than something to be regulated. There are few theoretical or practical perspectives on the role of ICT in environmental regulation. This paper applies both in combination, developing a values-based, analytical and empirically grounded framework in order to contextualise the use of ICT as a regulatory tool.
The ever-increasing deployment of ICT in homes and offices, the built environment and the world at large creates significant opportunities for achieving better environmental outcomes but this new and poorly-understood development also raises questions about the proper operation of the rule of law by an increasingly computerised state. This research explores how the widespread implementation of ICT is altering power relationships in the system of environmental regulation. It asks to what extent this new capability of large-scale information capture leads to more or less control on the part of regulators, whether existing balances and imbalances of power are altered by these new tools (even when they are seen as neutral) and what happens when the ‘glue’ hardens and installed technology makes policy change difficult.
The paper critically reviews the operation of the rule of law in digitised government. It combines theoretical perspectives from sociology, chiefly actor-network theory, with insights from semi-structured interviews with staff in regulatory agencies, non-governmental agencies and regulated entities, to build a thematic network model of how the use of ICT for information-gathering, as a means of control and as a conduit for communications is perceived by practitioners of environmental regulation. Artificial intelligence (AI) technologies are in a phase of rapid development, and are being adopted widely. While the concept of artificial intelligence has existed for over sixty years, real-world applications have only accelerated in the last decade due to three concurrent developments: better algorithms, increases in networked computing power and the tech industry’s ability to capture and store massive amounts of data.
AI systems are already integrated in everyday technologies like smartphones and personal assistants, making predictions and determinations that help personalize experiences and advertise products. Beyond the familiar, these systems are also being introduced in critical areas like law, finance, policing and the workplace, where they are increasingly used to predict everything from our taste in music to our likelihood of committing a crime to our fitness for a job or an educational opportunity.
AI companies promise that the technologies they create can automate the toil of repetitive work, identify subtle behavioral patterns and much more. However, the analysis and understanding of artificial intelligence should not be limited to its technical capabilities. The design and implementation of this next generation of computational tools presents deep normative and ethical challenges for our existing social, economic and political relationships and institutions, and these changes are already underway. Simply put, AI does not exist in a vacuum. We must also ask how broader phenomena like widening inequality, an intensification of concentrated geopolitical power and populist political movements will shape and be shaped by the development and application of AI technologies.

Sometimes the most commonplace and uninteresting tools demand close attention because their mundane nature means that their role is misunderstood. The use of computer technology by government – specifically, by environmental regulators – is one such instance. Information and communications technology (ICT) is increasingly deployed in bureaucratic and regulatory processes throughout the developed world; as in commerce and industry, software code and databases are becoming the invisible ‘glue’ that interconnects the various actors in the regulatory system and weaves an invisible web of control between decision-makers, regulated entities and ordinary citizens. Nonetheless, this topic has received only disconnected academic attention, perhaps because there is little that seems intrinsically interesting about a database.
The issues which ICT raises are not always obvious but nonetheless significant if we are to make the best use of these new tools without unwittingly sacrificing important principles. There is now a substantial body of literature on regulation and ICT. However, this focuses on either ‘information’ or ‘communications’, rarely on both together or on the use of ICT for regulation rather than something to be regulated. There are few theoretical or practical perspectives on the role of ICT in environmental regulation. This paper applies both in combination, developing a values-based, analytical and empirically grounded framework in order to contextualise the use of ICT as a regulatory tool.
The ever-increasing deployment of ICT in homes and offices, the built environment and the world at large creates significant opportunities for achieving better environmental outcomes but this new and poorly-understood development also raises questions about the proper operation of the rule of law by an increasingly computerised state. This research explores how the widespread implementation of ICT is altering power relationships in the system of environmental regulation. It asks to what extent this new capability of large-scale information capture leads to more or less control on the part of regulators, whether existing balances and imbalances of power are altered by these new tools (even when they are seen as neutral) and what happens when the ‘glue’ hardens and installed technology makes policy change difficult.
The paper critically reviews the operation of the rule of law in digitised government. It combines theoretical perspectives from sociology, chiefly actor-network theory, with insights from semi-structured interviews with staff in regulatory agencies, non-governmental agencies and regulated entities, to build a thematic network model of how the use of ICT for information-gathering, as a means of control and as a conduit for communications is perceived by practitioners of environmental regulation. Information and Communication Technology (ICT) is an integral part of business management now-a-day. It is inevitable for the smooth running of business irrespective of size and complexity all over the world. Due to the rapid development of ICT and its huge use in all spheres of our lives, businesses are also influenced by it. Now, businesses are managing their resources by using ICT support that is helping them to perform their tasks faster and accurate than before. But the developing countries like Bangladesh are still struggling to introduce ICT supports in all areas of businesses. But due to a very strong culture at work place, this effort is hindered substantially. Therefore, this paper aims at identifying the present status of the use of ICT in business management and its challenges it faces. Secondary data have been primarily used for conducting this study which was collected from the different business reports and the journal papers. An experience survey was also conducted among the senior administrators of the business houses were also included in the study. Results show that the use of ICT is very low in the small and medium business enterprises while the large businesses houses are using ICT supports. Results also show that the use of ICT primarily depends on the complexity and the nature of the business. The entrepreneurs who have ICT literacy, they are mostly using ICT supports in the management of their businesses. This study suggests that the business houses in Bangladesh should use ICT support in order to increase the efficiency at their work. But this is often depends on the ICT infrastructure of the country as a whole.
THE CRITICAL ORGANIZATIONAL FACTORS OF E-GOVERNMENT IN KENYA
eGovernment focusses on the use of technology to achieve levels of improvement in various areas of government, transforming the nature of politics and relations between the government and citizens. However, in Kenya, just like in other developing nations, many eGovernment projects have either stalled or failed to meet their objectives due to some key organizational factors. This study therefore highlights critical organizational factors affecting eGovernment projects and the nature of their relationships with eGovernment performance. The study employed cross-sectional survey design. Targeting the entire 18 eGovernment projects implemented through the Information Communications Authority of Kenya since 2005. Both primary and secondary data was collected and analyzed based on response from 217 respondents out of the 300 who participated (72% response rate). At the end, it emerged that out of the various organizational factors hypothesized to predict eGovernment projects Performance, only organizational structure, prioritization of deliverables, and organizational culture are critical in Kenyan context. Others identified in previous studies such as future needs of the organization, power distribution, structure, information system strategy alignment, prioritization of deliverables, and training were also important but not critical.

productivity for a group of industrial organizations in Alexandria - Egypt. The population of the study was
managers and staff members working in different areas related to ICTs in the selected industrial
organizations at various managerial levels. Descriptive-statistical combined research study was conducted.
The selection of the participating industrial organization done using simple random sampling technique.
Data collection done using questionnaires. In order to check the validity of the study instrument expert
comments were used and the reliability of the questions calculated as 79% using Cronbach’s Alpha
coefficient. The analysis of instrument data done using single variable t-test, Friedman and variance
analysis. The study findings revealed that the specified dimensions of ICTs positively affect workforce
productivity of industrial organizations in Alexandria - Egypt.

The scope of this paper is on the relationship between information technology (IT) use and the firm general performance in the consideration of the variables like infrastructure and process reengineering intervening in organizations. The purpose of the research was to establish the roles of the intervening variables on the relationship between IT and firms performance. The instruments to be used in research of the relationship between IT and the firms performance and the role of the two intervening important variable focused on which were reengineering of the processes (BPRM) and organizational infrastructure (OIS) in the IT and firm performance relationship were presented. The study based on the empirical filed survey design where 200 car part producers were administered with questionnaires. The questionnaires addressed the OIS, BPRM, Performance measurement (PER) and IT usage (ITU). The findings of this study demonstrated that there was a moderating effects of the organizational infrastructure and the mediating roles of the business process reengineering on the association between IT use and the performance of a firm. The IT usage was significantly high in pecuniary affairs of most companies. Organizational infrastructures was significantly considered in most companies and that IT usage significantly influenced the products production reengineering process. This information was very resourceful in the entire coursework and also raised the confidence of the body of resources used in finding this information. The study aims at measuring the effects of information technology on the transformation of businesses in communication companies in Jordan. The study population consisted of companies' directors as well as their deputies, assistants, advisors, in addition to department managers and their assistants. The total number of the study subjects is 3 designated communication companies in Jordan; these are: Zain, Umniah, and Orange. To achieve the aim of the study, the researcher had prepared a questionnaire which comprises of 45 items covering the three factors of the independent variable (Information Technology): infrastructure, developmental environment, and executive support systems and applications, as well as the three factors of the dependent variable (Transformation of Businesses): operations, organization change, and workers' competence. In order to test the hypotheses, the following three criteria were adequately used: The Medians, the Standard Deviations, as well as the Regression Analysis. The study has reached a number of results; the most notable amongst these results is that there is a positive effect that is statistically significant of information technology on the elements of business transformation in Jordanian communication companies and all of their relating elements.

5th Power Grid Model Meet-up
It is with great pleasure that we extend to you an invitation to the 5th Power Grid Model Meet-up, scheduled for 6th June 2024. This event will adopt a hybrid format, allowing participants to join us either through an online Mircosoft Teams session or in person at TU/e located at Den Dolech 2, Eindhoven, Netherlands. The meet-up will be hosted by Eindhoven University of Technology (TU/e), a research university specializing in engineering science & technology.
Power Grid Model
The global energy transition is placing new and unprecedented demands on Distribution System Operators (DSOs). Alongside upgrades to grid capacity, processes such as digitization, capacity optimization, and congestion management are becoming vital for delivering reliable services.
Power Grid Model is an open source project from Linux Foundation Energy and provides a calculation engine that is increasingly essential for DSOs. It offers a standards-based foundation enabling real-time power systems analysis, simulations of electrical power grids, and sophisticated what-if analysis. In addition, it enables in-depth studies and analysis of the electrical power grid’s behavior and performance. This comprehensive model incorporates essential factors such as power generation capacity, electrical losses, voltage levels, power flows, and system stability.
Power Grid Model is currently being applied in a wide variety of use cases, including grid planning, expansion, reliability, and congestion studies. It can also help in analyzing the impact of renewable energy integration, assessing the effects of disturbances or faults, and developing strategies for grid control and optimization.
