A complex pedagogical landscape
In 2019 we started our knowledge alliance EMC-LM to establish a
structural collaboration between the MOOC platforms,
universities and the labour market with MOOC based programmes
and courses.
EMC-LM brings together MOOC platforms, universities, public
employment services and companies to meet the learning needs
of the European labour market.
Why MOOCs for the Labour Market?
Lifelong learning , continuing education and continuous
professional development are underdeveloped in large
parts of the EU (see EU Education and Training Monitor,
2017)
40% of European employers face problems with
recruiting employees with the right qualifications.
Even though the workforce is in real need of
continuous learning opportunities – the current
education and training offer is not enough.
• For meeting the needs of the labour market, we need to
explore the potential of MOOCs as part of the educational
system. We need to look different or at least at
complementary market mechanisms.
• The focus should shift more to clusters/groups of
learners, served by other stakeholders than
universities (e.g. alumni and professional organizations,
public employment services, enterprises, in-company
training). Therefore, a structural collaboration with
these other stakeholders should be sought.
What is needed?
EMC-LM Knowledge Alliance therefore:
1) Makes a validated state of the art analysis on the position of
MOOCs in the labour market
2) Creates a framework defining the role of MOOC platforms,
universities, employment services and companies/sectors in
organizing MOOCs and digital continuous education and training
3) Strengthens the European MOOC platforms by sharing expertise
and by collaboration
4) Empowers universities, employment services and companies in
(co-)developing, (co-)delivering and using MOOCs for CE, CPD/CVT
in order to integrate MOOCs and digital education and training in
current offerings EU-wide
Personalized teaching and learning , putting the students with their
ambitions and talents at the centre, with individual learning arrangements.
Learning tools and learning analytics with personalized feedback make this
possible.
Small scale and intensive education, looking for a balance between
education for qualifications, socialization and personal development. All this
together is Bildung. Smaller scale is made possible by learning communities.
Rich learning environments relating to research, innovation and professional
employment, involving the student
Openness to learners through flexible, inclusive structures and methods that
take higher education to students when and where they need it. Education
is not exclusive.
Networked education and mobility, where students can learn across
national, sectoral and institutional boundaries.
MOOCS can be more societal relevant in realtime, even demand-driven
Main assets of online and MOOC based programmes for CE
Goal of the event:
• Exploring common grounds and agenda for collaborations between European
MOOC platforms, universities and labour market organisations for continuing
education and professional development
• Defining a shared responsibility in education and training
• Exploring scopes of the respective partners and win-win collaborations
• Defining ways forward for collaboration and strengthening the partnership

Introduction to Peer Learning Activity: MOOCs for the labour market

  • 5. In 2019 we started our knowledge alliance EMC-LM to establish a structural collaboration between the MOOC platforms, universities and the labour market with MOOC based programmes and courses. EMC-LM brings together MOOC platforms, universities, public employment services and companies to meet the learning needs of the European labour market.
  • 6. Why MOOCs for the Labour Market? Lifelong learning , continuing education and continuous professional development are underdeveloped in large parts of the EU (see EU Education and Training Monitor, 2017) 40% of European employers face problems with recruiting employees with the right qualifications. Even though the workforce is in real need of continuous learning opportunities – the current education and training offer is not enough.
  • 7. • For meeting the needs of the labour market, we need to explore the potential of MOOCs as part of the educational system. We need to look different or at least at complementary market mechanisms. • The focus should shift more to clusters/groups of learners, served by other stakeholders than universities (e.g. alumni and professional organizations, public employment services, enterprises, in-company training). Therefore, a structural collaboration with these other stakeholders should be sought. What is needed?
  • 8. EMC-LM Knowledge Alliance therefore: 1) Makes a validated state of the art analysis on the position of MOOCs in the labour market 2) Creates a framework defining the role of MOOC platforms, universities, employment services and companies/sectors in organizing MOOCs and digital continuous education and training 3) Strengthens the European MOOC platforms by sharing expertise and by collaboration 4) Empowers universities, employment services and companies in (co-)developing, (co-)delivering and using MOOCs for CE, CPD/CVT in order to integrate MOOCs and digital education and training in current offerings EU-wide
  • 9. Personalized teaching and learning , putting the students with their ambitions and talents at the centre, with individual learning arrangements.
