This document discusses Italy's MyLearning & ForPlus platforms for online training managed by ANPAL. It notes the high demand for renewing lifelong learning policies and tackling skills mismatches exacerbated by COVID-19. The platforms provide free courses in labor policies, digital skills, and corporate welfare to over 168,000 citizens and operators. ANPAL supports recognizing the value of micro-credentials to address skills gaps, promote social inclusion, and support the digital transition through quality training opportunities.

2. The high demand for renewing policies on Lifelong Learning and tackling skills
mismatch:
“The success of both the digital and green transitions depends on workers
with the right skills. The COVID-19 pandemic further accelerated the need
for reskilling and upskilling of workforce to adapt to the changing labour
market and meet demand in different sectors”
• Few people take part in the learning process
• Financial barriers (lack of resources)
• Need for activating skills demand (lack of awareness about self learning
needs or learning and other job opportunities)

Both platforms are accessible to citizens and operators after registering with an
electronic identity national system (SPID) on MyANPAL.

7. Proposal for a COUNCIL RECOMMENDATION on a European approach to micro-
credentials for lifelong learning and employability{SWD(2021) 367 final}
Recognizing the value of pilot initiatives so far carried out also at ANPAL and benefiting of
the debate among the EMC consortium to further explore pathways aimed at structuring and
offering “upskilling” and “reskilling” microcredentials for the labour market integrated within
active labour market policies:
✓ to address skills mismatch
✓ to support recognition of training opportunities
✓ to promote social inclusion of lower skilled workers and vulnerable groups
✓ to support digital transition in the labour market at all level assuring a good quality of
training provided.
