PostNL is receiving increasing requests to digitize inbound mail in order to cut costs. Scanning and processing an incoming invoice costs between €7-€10 per item, so outsourcing is only profitable above a certain volume. It is more expensive to outsource mail that is mixed, delivered to multiple addresses or departments, or requires extensive processing. It is cheaper to outsource uniform mail like invoices delivered to one address and department in a standard format. PostNL requires a minimum volume of 50,000 inbound items per year for outsourcing and refers smaller volumes to partners.

It notes that around the winter holidays, mail volumes can double, requiring companies like PostNL to hire hundreds of temporary workers for tasks like reading postal codes. Outsourcing this work to experienced professional organizations or overseas partners can help avoid expenses related to temporary hiring, training, and additional equipment while ensuring the work is completed reliably.
Many customers are frustrated with the large amounts of return mail they receive due to incorrect or obsolete addresses on file. One customer received no less than 80,000 undeliverable return mail items which overwhelmed their mail room. Having outdated addresses wastes money spent on mailings that do not reach the intended recipients. It also damages companies' images when non-recipients receive their marketing mail. PostNL proposes taking more drastic measures to address return mail, such as returning digital images of mail instead of physical items, or rewarding senders who use accurate addresses and penalizing those with outdated files. All agree something must be done to cut costs and emissions from return mail.
