Iri our first year of implementation of data-driven instruction, we knew that
one teacher in particular was going to be very resistant. As one of the most
veteran teachers on the staff and well respected by her peers, she also wielded
great influence on others. Although we had invited her to join a leadership team
to launch the initiative, she was still unprepared for the poor results her students
received on their first interim assessment. As we followed the protocols established
in Chapter Two and Chapter Three, her students' performance notably improved,
but she remained very unhappy and completely unconvinced that data-driven
practices had anything to do with these improvements.· She regularly sent us
signals of her displeasure with this initiative and felt it was stifling her teaching.
At the end of the year, students gained thirty points in proficiency from the
previous year's cohort, despite the fact that this cohort had been even lower
skilled when they started the year! Despite all the signs of her accomplishments,
the teacher was still un:willing to acknowledge any impact of data-driven practices
and continued to advocate for removing these systems.
Two years later, however, we had a faculty meeting and were discussing
whether we should shorten our analysis protocol and action plan to make it
easier for teachers to complete. In the middle of the meeting, this same teacher
raised her hand and said, "This is a critical reason why o}r students learn so
effectively; we shouldn't shorten it at all."

It took two full years' for the teacher to buy in to data-driven instruction,
but in the meantime, her students still made dramatic gains in achievement.
When implemented well, data-driven instruction drives achievement from the
beginning-a critical factor that distinguishes it from many other initiatives that
require teacher buy-in before they have any chance of success.
DEVELOPING CULTURE
If you feed "culture of high expectations" to an Internet search engine, you will
find hundreds of articles devoted to the topic. More concretely, .studies of high
achieving schools often talk about the influence of "culture" or "shared vision"
in their success.1 The question to ask, however, is not whether high-achieving
schools h~ve a strong culture of high expectations-they universally do-but
what were the drivers that created such a culture in each school?
In traveling around the country, I have yet to meet any teachers or school
leaders who did .not believe they had high expectations for student learning.
The difference, then, is not in what is said but what is practiced. How can a
school demystify the process of improving expectations and. operationalize it

The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. Government is aiming to concentrate on right to education rather than right education • It is a good sign that there has been progress , most probably in school enrollment rate with around 96% of all children in the age group of 6 to 14 years. • But the quality remains questionable as half of 10 year olds could not even reach to the standard expected of 6 Year olds. • 2012 was the year of mathematics , but it has been a bad year for basic arithmetic for children in India as 76% of grade 4 can’t do even simple division problems. • There are many dropouts after primary education without even learning how to put their Signature on a paper.

Existing system focuses on imparting information rather than applying knowledge • The Indian education system was designed by the British rulers to help the few British administrators not to promote thought and encourage a culture of curiosity. • There is a high Communication gap between teacher and children; No significant leaning can occur with out significant relationship. • Traditional way of evaluation, marks/score is a debatable issue. • Low attendance of teachers as well as students matter of concern. • Lack of proper infrastructure and Obnoxious sanitary facilities. • A breed of students are created who doesn’t add value. GDP of a country depends on quality of education not only on quantity • If quality in education is not provided, a pool of graduates will be created who are unproductive and even incompetent. • Allocation of only 2 percent budget in Sarva Shiksha Abhiyan(SSA) to improve quality of education is a matter of concern.

- 9. PRERANA Working Process • Top level team is recruited based on various criteria. The skills development team imparts skills to the selected graduates using PRERANA methodology. • Each trained graduate student goes to a primary school assigned to him and teaches the school students of a particular class in association with the teacher already present. • Students are made to intern in schools allotted to them by recruitment team. • The class assigned to him is on the basis of his grade(based on his performance). A newbie is given a C-grade and is made to teach primary school students. As his skill and performance is increased, he is given B- grade, followed by an A-grade. As his grade improves, he is allowed to teach upper primary students. • Certificates are dispensed to the trained graduate students which would be a feather in his cap and can be used in his future endeavors.

Primary Benefits: • Children learn on their our pace. • Children's participation in every step is ensured in the process of learning. • Scope for child's development in creative and communicative skills; No significant learning can occur without a significant relationship. • Enhancement of questioning attitude because students questions are real seeds of learning.
