The CHS, in its final report Human Security Now, defines human
security as:
“…to protect the vital core of all human lives in ways that enhance
human
freedoms and human fulfilment.”
moving away from traditional, state-centric conceptions of security
that focused
primarily on the safety of states from military aggression, to one that
concentrates on
the security of the individuals, their protection and empowerment.

VISION 2016 – NDP 10
This is a tool that was created in an effort to ensure “Prosperity for all”
thus improving human security through the 7 pillars which deal with
both personal and community-based development.
The National Development Plan 10 was formulated to ensure utmost
development of Botswana in the specified 7-year period. It
encompasses progression in education, infrastructure, poverty
alleviation, preservation of cultural heritage as well as efforts in
diversifying the economy.

15. CONCLUSION
Human Security is of vital importance to every
concerned stakeholder. The livelihoods of
individuals depends on how secure they are, if
their basic human rights are being met and
whether the society they live in is conducive for
their social development, which is an
undisputable barrier to crime. Political stability
is also key. It is vital to note that despite each
individual’s effort to be secure in their own
selves, ultimately the State is the key provider
