Policy Framework
It`s a logical structure that is
established to organize
policy documentation into
groupings and categories
that make it easier to
understand the contents of
various policy documents.

Why do we need policies?
A policy is a direct link
between an
organization`s vision
and day - to – day
operations.

1. Policy
Is a broad guideline for
decision making that links the
formulation of a strategy with
its implementation.

 A statement of intention that
describes what needs to be done
(responsibilities), by whom (roles),
and the problems it will solve
(objectives).
 Answers the question “Why?” by
identifying goals and mission, and
 “What?” by determining which
programs and services to use.

A general high-level
statement of intent that
guides and defines the
boundaries within which
decisions can be made

It consists of specific low level
mandatory controls or actions that
help enforce and support the
information security policy.
Used to indicate expected user
behavior, compulsory and must
be enforced to be effective.

specific operations, in conformance with applicable
standard
 Procedures are operational documents that describe
the processes and actions that are required to enable
the implementation of a Policy
 Compliance with Procedures is mandatory.

Combined Document !!!
Try to avoid merging policy,
standards and procedures in a
single document.
Each focuses on different
aspects and has a different level
of detail.
 A combined document can make
finding information difficult
for the reader.

Effective Policy
The policy can only be put into effect where:
 responsibilities are clearly defined and
assigned,
 methods of accountability are established,
 proper procedures and program activities are
implemented,
 adequate provision of financial and other
resources are provided , and
 responsibilities for carrying out the policy
objectives are clearly communicated and
understood within the workplace.

who will be expected to
implement it.

A stakeholder is an individual
or group that makes a
difference or that can affect or
be affected by the achievement
of the policy.

6. Finalize / approve policy
Who will approve the policy?
 Is this a strategic issue that
should be approved by the
Management Committee?

template
If a policy covers related subject matter in a
procedure, use the Policy and Procedure Template.

2-Choosing the right
language
1- Use short, easy-to-read sentences to
express each principle, action, or idea.
2- Use commonly understood language
rather than jargon.
3- Remove redundant words (e.g. „Now‟
instead of „at this point in time‟

3- Naming the document
Keep titles short and simple.

4- Aligning legislation
• Policy must align with relevant legislative,
regulatory or organizational requirements
such as a strategic priority or goal.
 Policies refer to legislation and
government policies, but do not duplicate
their content.
