In Summary
1. The shooter is the one who is predominantly in control during an
active shooter situation.
2. Active shooter events cannot be fully prevented.
3. There will always be a delay between the initiation of violence
and police response.
4. Between the time of the first and last shots fired, the only people
who can react are the victims and potential victims.
5. There are things that can be done to reduce the risk of
occurrence, reduce loss of life & increase survival rate.
