• Who is an active shooter?
• An individual actively engaged in killing or attempting to kill in a confined
and populated area; in most cases active shooters or attackers use fire arms
and there is no pattern or method to their selection of victims.
PREPARATIONS
• Little or no apparent preparation
• Extensive pre-planning
• Surveillance
• Procuring and/ or making bombs/ booby traps
• Procuring/ training with specialized weapons
• Pre-positioning of weapons and booby traps
• Cutting communications to attack site
• Blocking entrances/ exits to maximize victim count
