 The mission of HEC is “To facilitate Institutes of higher
learning to serve as an engine of socio-economic
development of Pakistan”.
 Formulate policies, guiding principles and priorities for higher education
Institutions.
 Submit recurring and development budget to the Federal Government
and allocate them on performance and basis.
 Support the development of linkages between Institutions and industry.
 Prescribe conditions for opening and operating Higher Education
Institutions in the private sector.
 Assure quality by carrying out accreditation of institutions and program
need basis.
 Refers to the degree of excellence of education.
 Standards of Education are being maintained and enhanced.
 Standardization of 4 years under graduate
programmes.
 Programmes for curriculum development.
 Development of a strong base faculty members
holding Ph.Ds, this involves:
 Scholarship programmes both in Pakistan and abroad.
 Research courses mainly for young teachers.
 Hiring foreign academies.
The thing that an institution does to make
that its out comes and services are as good as
they should be.
QUALITY ASSURANCE DIVISION (QAD); 2003
Provide an integrated quality and assurance
management service for higher learning.
 Analyze the gaps in the context of quality.
 Improve standard of higher learning in cross cutting areas.
 Develop viable & sustainable mechanism of quality.
 Meet the challenges of Global Compatiability in higher
education.
 It has extensive mandate to ensure the evaluation,
improvement and promotion for higher education
institutions.
 Prepare plans for development of institutions.
 Set up National or Regional evaluation councils.
 Decide on the ranking of universities.
 Develop criteria for the award of Ph.D.
Policy making and monitoring body for maintenance and
enhancement of quality in Higher Education .
 Develop practical guidelines and policies for establishing
QECs.
 Monitor and evaluate all QECs.
 Make uniformity of standards across country.
 Build capacity of selected trained professional staff.
 Hire the services of Foreign experts.
 Sent selected professional staff abroad for training.

Quality Enhancement Cells
To enhance quality output and efficiency of higher education
learning system, a mechanism of establishment of QECs have been
developed.
 In 2006 to 2007, ten QECs have been established at public sector
universities.
 In 2007 to 2008 twenty more QECs have been established in
public sector.
 QECs family have been extended to another fifteen public sector,
fifteen private sector universities in 2009 to 2010 and twenty four
in public sector 2010 to 2011.
 Serve for the purpose of ensuring quality of the programme
offered at institutional level.

HEC quality and quality assurance by khalida

  • 1. HEC & HIGHER EDUCATION  Quality and Quality Assurance Presented by Khalida (M/Edu/2k16/16) Assigned By Dr. Amjad Ali Arain
  • 2.  Producing qualified human resources for the labour market.  Educating qualified researchers and cultural agents.  Providing higher level teaching in all fields of knowledge.  Extending education beyond secondary education.
  • 3.  Responsible for the improvement and promotion of higher education, research and development.  Autonomous body with Prime Minister of Pakistan as the controlling authority.  The mission of HEC is “To facilitate Institutes of higher learning to serve as an engine of socio-economic development of Pakistan”.
  • 4.  Formulate policies, guiding principles and priorities for higher education Institutions.  Submit recurring and development budget to the Federal Government and allocate them on performance and basis.  Support the development of linkages between Institutions and industry.  Prescribe conditions for opening and operating Higher Education Institutions in the private sector.  Assure quality by carrying out accreditation of institutions and program need basis.
  • 5.  Refers to the degree of excellence of education.  Standards of Education are being maintained and enhanced.  Standardization of 4 years under graduate programmes.  Programmes for curriculum development.  Development of a strong base faculty members holding Ph.Ds, this involves:  Scholarship programmes both in Pakistan and abroad.  Research courses mainly for young teachers.  Hiring foreign academies.
  • 6. The thing that an institution does to make that its out comes and services are as good as they should be.
  • 7. QUALITY ASSURANCE DIVISION (QAD); 2003 Provide an integrated quality and assurance management service for higher learning.  Analyze the gaps in the context of quality.  Improve standard of higher learning in cross cutting areas.  Develop viable & sustainable mechanism of quality.  Meet the challenges of Global Compatiability in higher education.
  • 8.  It has extensive mandate to ensure the evaluation, improvement and promotion for higher education institutions.  Prepare plans for development of institutions.  Set up National or Regional evaluation councils.  Decide on the ranking of universities.  Develop criteria for the award of Ph.D.
  • 9. Policy making and monitoring body for maintenance and enhancement of quality in Higher Education .  Develop practical guidelines and policies for establishing QECs.  Monitor and evaluate all QECs.  Make uniformity of standards across country.  Build capacity of selected trained professional staff.  Hire the services of Foreign experts.  Sent selected professional staff abroad for training.

To enhance quality output and efficiency of higher education learning system, a mechanism of establishment of QECs have been developed.  In 2006 to 2007, ten QECs have been established at public sector universities.  In 2007 to 2008 twenty more QECs have been established in public sector.  QECs family have been extended to another fifteen public sector, fifteen private sector universities in 2009 to 2010 and twenty four in public sector 2010 to 2011.
