INTRODUCTION
This chapter mainly says about the forest
and effects on them.
A lot of this diversity is fast disappearing.
Between 1700 and 1995, the period of
industrialisation, 13.9 million sq km of forest or
9.3 per cent of the worldís total area was
cleared for industrial uses, cultivation, pastures
and fuel wood.

THE RISE OF COMMERCIAL
FORESTRY
Dietrich Brandis’s Advice for Commercial Forest:
The British invited a German forest expert, Dietrich Brandis, for
advice, and made him the first Inspector General of Forests in India.
Brandis realized that a proper system had to be introduced
to manage the forests and people had to be trained in the science of
conservation.
Rules about the use of forest resources had to be framed. This
system would need legal sanction.
Felling of trees and grazing had to be restricted so that
forests could be preserved for timber production. Anybody who cut trees
without following the system had to be legally punished.
Brandis set up the Indian Forest Service in 1864.
He helped to formulate the Indian Forest Act of 1865.
He set up the Imperial Forest Research Institute at
Dehradun in 1906.
After the Forest Act was enacted in 1865, it was amended
twice, once in 1878 and then in 1927. The 1878 Act divided forests
into three categories: reserved, protected and village forests. The best
forests were called reserved forests. Villagers could not take anything
from these forests.
Scientific Forestry:
In scientific forestry –forests with mixed trees are cleared and
one kind of trees are planted at straight rows to cultivate timber for
railway and ship building.
Forest Management:
A system of cutting trees controlled by the forest department ,
in which old trees are cut and new ones planted in straight lines for
British railway and Navy.

HOW WERE THE LIVES OF
PEOPLEAFFECTED?
Foresters wanted forests with a mixture of species
to satisfy different needs such as fuel, food, fodder, leaves. The
forest department on the other hand wanted trees which were
suitable for building ships or railways. So the British did not allow
the foresters to collect them.
After the Forest Act, all their everyday practices
cutting wood for their houses, grazing their cattle, collecting fruits
and roots, hunting and fishing became illegal. People were now
forced to steal wood from the forests, and if they were caught, they
were severely punished.
One of the major impacts of European colonialism was on the
practice of shifting cultivation or swidden agriculture. In shifting
cultivation, parts of the forest are cut and burnt in rotation . Seeds are
sown in the ashes after the first monsoon rains, and the crop is harvested by
October-November. (European foresters regarded this practice as harmful
for the forests . They felt that land which was used for cultivation every few
years could not grow trees for railway timber. When a forest was burnt,
there was the added danger of the flames spreading and burning valuable
timber. Shifting cultivation also made it harder for the government to
calculate taxes. Therefore, the government decided to ban shifting
cultivation.)
The new forest laws changed the lives of forest dwellers in yet
another way. Before the forest laws, many people who lived in or near
forests had survived by hunting deer, partridges and a variety of small
animals. This customary practice was prohibited by the forest laws .Those
who were caught hunting were now punished for poaching.
Adivasi communities were trading elephants and other goods
like hides, horns, silk cocoons, ivory, bamboo, spices, fibres, grasses,
gums and resins etc. With the coming of the British, trade was
regulated and the government gave monopoly rights to large
European trading firms to trade in the forest products.

HOW DID FOREST RULES
AFFECT CULTIVATION?
People used to practice the shifting cultivation,
where a part of forest is burnt and used for cultivation for
few years till it is fertile, than left alone and moved to other
place. The previous part grows back and restore its fertility
till that time. Government found it very dangerous and
valuable timber is lost in this process. So they banned forest
cultivation which left the farmers with no livelihood.
The colonial officials regarded this practice as
harmful for the forests. They were afraid that an
accidental fire could destroy valuable timber. Moreover,
the shifting cultivators were difficult to control in
revenue collection. The government hence banned
shifting cultivation.
This affected many families. Many people were
forced to work in low paying jobs, some were forced to
migrate to cities in search of job. However, some people
tried to resist the new laws through small and large
rebellions.

WHO COULD HUNT?
The new forest laws changed the lives of
forest dwellers in yet another way. Before the forest
laws, many people who lived in or near forests had
survived by hunting deer, partridges and a variety of
small animals. This customary practice was prohibited
by the forest laws. Those who were caught hunting were
now punished for poaching.
While the forest laws deprived people of their customary
rights to hunt, hunting of big game became a sport. In India, hunting of
tigers and other animals had been part of the culture of the court and
nobility for centuries. Many Mughal paintings show princes and
emperors enjoying a hunt. But under colonial rule the scale of hunting
increased to such an extent that various species became almost extinct.
The British saw large animals as signs of a wild, primitive and
savage society. They believed that by killing dangerous animals the
British would civilise India.
They gave rewards for the killing of tigers, wolves and other
large animals on the grounds that they posed a threat to cultivators.
0ver 80,000 tigers, 150,000 leopards and 200,000 wolves were killed
for reward in the period 1875-1925.
Gradually, the tiger came to be seen as a sporting trophy. The
Maharaja of Sarguja alone shot 1,157 tigers and 2,000 leopards up to
1957. A British administrator, George Yule, killed 400 tigers. Initially
certain areas of forests were reserved for hunting. Only much later did
environmentalists and conservators begin to argue that all these
species of animals needed to be protected, and not killed.

NEW SERVICES
The new trade was mainly controlled by the British
people with some participation of Indian merchants. For the
forest dwellers no significant opportunities emerged. Many
people from Jharkhand, Orissa, and Chhattisgarh were
forced to work in tea gardens of Assam and West Bengal. But
the working condition in the tea gardens was very bad.
People were given low wages and there was no permission to
come back to their home villages in between. Many nomadic
tribes who had earlier been engaged in trade of forest
produce continued to do so.
Many communities left their traditional
occupations and started trading in forest products .
For example , Mundurucu peoples of the Brazilian
Amazon.
British Government gave many large European
firms the sole right to trade in the forest products of
particular areas.
Grazing and hunting in local people were
restricted.
Many tribes were forced to work in factories ,
mines and plantations under government supervision.

  • 15. WHO COULD HUNT? The new forest laws changed the lives of forest dwellers in yet another way. Before the forest laws, many people who lived in or near forests had survived by hunting deer, partridges and a variety of small animals. This customary practice was prohibited by the forest laws. Those who were caught hunting were now punished for poaching.
  • 16. While the forest laws deprived people of their customary rights to hunt, hunting of big game became a sport. In India, hunting of tigers and other animals had been part of the culture of the court and nobility for centuries. Many Mughal paintings show princes and emperors enjoying a hunt. But under colonial rule the scale of hunting increased to such an extent that various species became almost extinct. The British saw large animals as signs of a wild, primitive and savage society. They believed that by killing dangerous animals the British would civilise India. They gave rewards for the killing of tigers, wolves and other large animals on the grounds that they posed a threat to cultivators. 0ver 80,000 tigers, 150,000 leopards and 200,000 wolves were killed for reward in the period 1875-1925.
  • 17. Gradually, the tiger came to be seen as a sporting trophy. The Maharaja of Sarguja alone shot 1,157 tigers and 2,000 leopards up to 1957. A British administrator, George Yule, killed 400 tigers. Initially certain areas of forests were reserved for hunting. Only much later did environmentalists and conservators begin to argue that all these species of animals needed to be protected, and not killed. LORD READING HUNTING IN NEPAL.
  • 18. NEW TRADERS,NEW EMPLOYMENTS NEW SERVICES The new trade was mainly controlled by the British people with some participation of Indian merchants. For the forest dwellers no significant opportunities emerged. Many people from Jharkhand, Orissa, and Chhattisgarh were forced to work in tea gardens of Assam and West Bengal. But the working condition in the tea gardens was very bad. People were given low wages and there was no permission to come back to their home villages in between. Many nomadic tribes who had earlier been engaged in trade of forest produce continued to do so.
  • 19. Many communities left their traditional occupations and started trading in forest products . For example , Mundurucu peoples of the Brazilian Amazon. British Government gave many large European firms the sole right to trade in the forest products of particular areas. Grazing and hunting in local people were restricted. Many tribes were forced to work in factories , mines and plantations under government supervision.
