On February 26, 2007, changes to the requirements for Spill Prevention, Control & Countermeasure (SPCC) Plans became final. These changes were first proposed by US EPA in December 2005, and were published in final form in December 2006.
The changes made to the SPCC requirements will be significant to many facilities; however the most important changes will benefit smaller facilities, facilities with certain types of oil-filled equipment, and facilities that use mobile refueling equipment.

It’s an enabler in reducing capital costs, simplifying production and increasing capacity of new or existing facilities. It can make a marginal project into a profitable development.
Progressing technology, while dealing with significant risk, is a challenge that can be overcome through a technology qualification process. A Technology Qualification Program (TQP) provides a means to identifying the risks and taking the correct steps to mitigate it; not avoid it.
This lecture summarizes the required steps involved in qualifying technology and how to keep track of technology development through the Technology Readiness Level (TRL) ranking system. In addition, some of the pitfalls in executing a TQP program are identified and discussed with emphasis on both component and system testing. Examples are given to illustrate the danger in taking shortcuts when executing the qualification plan.
Data from a recent subsea separation qualification program is presented comparing test results between CFDs, model fluid and actual crude testing at operating conditions. Knowing the limitations of the tools and testing system selected is an important step in closing the gaps identified in the TQP program.
The TRL has evolved at a faster pace and has become more acceptable in the oil and gas industry then the TQP. Nonetheless, continued standardization of both the TQP and TRL is still necessary in order to reduce overall cost of developing technology and allow faster implementation.

The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.

Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

CITI’s are an important part of our inspection force. You will be
expected to perform your CITI duties in the same manner as
Dairy Bureau personnel.
3. Pasteurized Milk Ordinance (PMO)
• Is the basic standard used in the voluntary
Cooperative State-USPHS/FDA Program for the
Certification of Interstate Milk Shippers (IMS), a
program participated in by all fifty (50) States, the
District of Columbia and U.S. Trust Territories
• Used as the sanitary regulation for milk and milk
products
• Represents a “grass-roots” consensus of current
knowledge and experience
• Is a practical and equitable milk sanitation standard
for the nation
4. The PMO allows the Regulatory Agency to
certify industry personnel to perform
inspections of milk tank trucks.
States utilizing certified industry inspections
must have a written program describing how
the requirements of the Ordinance and related
documents are implemented.
Reports of all inspections conducted by
industry personnel will be maintained at a
location acceptable to the Regulatory Agency.
5. • Every milk tank truck must have a valid
permit.
• Each milk tank truck and its appurtenances
must be inspected prior to the issuance of a
permit .
• Each milk tank truck must be inspected at
least once every twelve (12) months after
permitting.
• A milk tank truck is subject to suspension of
permit and/or court action if two (2)
successive inspections disclose a violation
of the same requirement.

20. NOTE:
Permit numbers are not transferable to
another tanker as they are issued based
on the VIN number.
21. • When a tanker is permanently
removed from service or sold to
another carrier, the permit must be
canceled immediately:
– Complete a Bulk Milk Tanker Inspection Report
– Identify the tanker permit number, hauling service, VIN #,
date, and mark “cancel permit” under inspection type
– Forward inspection report to Bureau within 7 days
22. • All tankers must be inspected annually
(within 12 months of the previous inspection)
• Each satisfactory inspection is considered a
“permit renewal”
• It is the CITI’s responsibility to ensure that
each tanker in their fleet is inspected within
this time frame and that all reports are
submitted to the Bureau within 7 calendar
days from the inspection
23. TYPES OF INSPECTIONS
• Permit – For a new tanker, annual inspection, and to
return a tanker to the fleet following repair (red
tagged). Attach work order to the inspection form in
your files.
• Cancel Permit – To remove a tanker from your fleet.
• Stop-Use Issued – Tanker is temporarily removed
from service for major repair (red tagged)

• These inspection results are acceptable
• Apply a Bulk Milk Tanker Permit &
Inspection sticker to the left of the
outlet valve
• Remove the old sticker from the tanker
prior to applying the new one
25. • “Return for Cleaning or Repair Prior To Use” requires
corrective action within 30 days. The CITI shall not allow the
tanker to be used for Grade “A” milk or milk products until the
debits are corrected.
• Remove old inspection sticker and apply STOP USE ORDER
sticker (Red Tag) in a conspicuous location to prevent
accidental use.
• Once debits are corrected, conduct another inspection and
note corrections on a tanker inspection report. Apply new
BULK MILK TANKER PERMIT & INSPECTION RECORD sticker
to the left of the outlet valve.
• STOP USE ORDER stickers (Red Tags) applied by Bureau
personnel shall be removed by Bureau personnel only.
• CITI may remove “Red Tags” that are applied in-house.

29. • Maintain CITI files in a neat and orderly
manner
• All inspection reports complete and legible
• Maintain up-to-date list of permitted tankers
• CITI certificate must be available for review
• CITI program tanker inspection reports must
be maintained on site for a minimum of two
years
30. The Bureau of Dairy Industry office
occasionally receives requests from other
states to provide copies of the current tanker
inspection report. It is important to forward
copies to the Bureau of Dairy Industry within
7 days.
31. PMO requires audit of CITI files at least once each six months.
The audit includes but is not limited to:
(1) Review of CITI filing system
(2) Review of inspection forms to determine if reports are
complete and legible
(3) Determination if CITI is submitting inspection copies within 7
days
(4) Determination if CITI is maintaining up-to-date list of permitted
tankers in their fleet
(5) CITI certificate is on file
• Sanitation & Safety Specialist shall conduct a follow-up audit
within 30 days to ensure any violations have been corrected.
• Certification will be revoked any time the Bureau has reason to
believe that the CITI is not performing his/her duties sufficiently
or has reason to believe documents are being falsified.

105. Only one (1) applicant shall be certified
at a time. The certification is to be
conducted without prompting from the
Regulatory Agency or comparison of
inspection results in any way until the
entire procedure is completed. Initial
certification shall not be made during
the course of an official inspection by
the Regulatory Agency.
106. New Applicants – 5 tanker inspections
Renewals – 2 tanker inspections
After the necessary inspections have
been completed, the Regulatory Agent
shall compare results with those of the
applicant. The percentage agreement
for each item of sanitation shall be
determined by dividing the number of
agreements by the total number of milk
tank trucks inspected.
107. Upon satisfactory completion of certification
or re-certification, the CITI shall be issued a
certificate and a wallet card. A copy of the
certificate along with a copy of the
qualification data above and a ledger of the
percentage agreement on individual items,
shall be retained by the Regulatory Agency.
