3. Electronic Logging Device (ELD)
The ELD rule is intended to help create a safer work
environment for drivers and make it easier, faster to accurately
track, manage and share Records Of Duty Status (RODS) data.
“Since 1938, complex on-duty/off-duty logs for trucks were
made with pencil and paper, virtually impossible to verify,”
stated US Transportation Secretary Anthony Foxx.
FMCSA states:
• Estimated annual net benefit of more than $1B
– Reducing paperwork
– Increase efficiency of roadside law enforcement personnel in reviewing
the driver records
• Annually, should help:
– Save 26 lives
– Prevent 562 injuries
– Prevent 1,844 crashes involving CMVs
4. Electronic Logging Device (ELD)
ELD Rulemaking establishes:
• Minimum performance and design standards
for hours-of-service (HOS) electronic logging
devices (ELDs)
• Requirements for the mandatory use of these
devices by drivers currently required to
prepare HOS record of duty status (RODS)
• Requirements concerning HOS supporting
documents for audits and compliance
• Measures to address concerns about
harassment resulting from the mandatory
use of ELDs
5. ELD Mandate- Timing
• ELD Rule was published December 11, 2015
• Compliance date is 2 years after ELD Rule was published
(December 16, 2017)
• Existing Automatic On-board Recording Devices (AOBRDs)
are Grandfathered for 2 years after compliance date
– AOBRDs must be upgraded or replaced with ELDs within
4 years of publication of the final rule (December 16,
2019)
• Short Haul Drivers (100 air-mile drivers) are exempt
– May use paper logs up to 8 days in any 30 day period
– Any Short Haul Driver that uses a paper log for more than 8 days in a
30 day period must install & use an ELD
6. ELD Technical Requirements
• ELD must collect these Data elements
including:
– Date and time
– Location
– Driver logged in
– Engine hours and vehicle mileage
– Vehicle identification, including trailer number
– Shipment commodity information
– Etc
• Engine data, speed, & distance must be
captured by ELD
7. ELD Benefits for data collection
ELDs provide the platform for additional safety
technologies in the form of data, such as:
– Onboard event recording to monitor driving
habits
– In-cab training
– Speed monitoring
– Lane departure notifications
– Theft prevention of equipment
– GPS for better routing
– Etc….
8. ELD Driver Interaction- Fixed Mounted
Portable ELDs must be fixed mounted during
vehicle operation
9. Roadside Inspection Process
• Must be capable of producing Graph Grid at
Roadside
• One step process for Data Transfer
• It is required that RODS be shared in one of two
ways at roadside (choice of the driver or motor
carrier):
– Printout (not all ELDs provide)
– Screen display must be visible to enforcement
at a reasonable distance
• Acceptance of data via fax, email or other method
of transmission is at the discretion of the inspector
10. Supporting Documents: General
• Retain maximum of 8 documents per 24-hour duty
day, such as: toll/fuel receipts, bill of lading, etc
• If more than 8 documents are submitted per day,
must retain first and last document of day known as
“book-ending”
• Must be retained for 6 months
• Must be submitted within 13 days
• Must be able to be matched to RODS
• Cannot be destroyed, defaced, or altered
• Driver must make supporting documents in his/her
possession available to authorized Federal, State,
or local official upon request
